The Supervisor called the meeting to order having the clerk take the Roll
Call.
Proof of Notice having been furnished by the Town Clerk, the Public Hearing
on Proposed Local Law #4 for the year 1984 which Local Law to provide that no
• Veterans' Exemption provided for under Sec. 458 -a of the Real Property Tax Law
will.be granted, was called to order at 8:00 P.M. by Supervisor Munson.
The clerk read a letter received from George J. Gesslein stating that he
wholeheartedly supported local ratification of the new exemptions for veterans
and encourged the board to support its approval locally.
The Board Members reviewed the proposed Local Law in relation to the
alternate veterans' exemption from real property taxation and made the following
statements:
Supervisor Philip Munson: At the present time, the Town of Lansing has the
lowest tax rate in Tompkins County. This year we are losing fifteen million
dollars in assessment and if we add an additional veterans' exemption, it would
be most detrimental to all property owners.
Councilman Emmick: A certain amount of money is needed for the operation
�► of the town. If we allow a veterans' exemption, all property taxes would raise,
including the veterans. In the future, we can always reconsider the veterans'
exemption if we feel it is warranted.
Councilwoman McElwee: The veterans' exemption from real property taxes only
benefits veterans who own property. The veterans' exemption should be done on
an income tax credit rather than by property tax.
+ Councilman Stevens: 1) Veterans' exemption is inequitable in relation to
property ownership. 2) The veterans' exemption would give less benefit to
those most in need. 3) The exemption does not effect any economy in the town,
shifts burden of support to fewer persons. 4) Quite possibly if person is a
landlord, the tax gets passed along which could be a veteran who is renting.
5) Veterans' exemption cuts in base of real property tax, which has long been
under discussion for relief. 6) Veterans service is a Federal matter, not
State or Town. If there are current inequities in veteran benefits they should
be corrected at the Federal level with country wide funding applied to all
veterans. 7) The alternate veterans' exemption from real property taxation
is a hasty and unwise piece of State Legislation which should be repealed.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
WHEREAS, a Public Hearing has been held on December 18, 1984 at 8:00 P.M.
in the evening thereof on Proposed Local Law #4 which Local Law is entitled
"A Local Law in relation to the Alternate Veterans' Exemption from Real
Property Taxation ", and
WHEREAS, no one appeared voicing any objection to the proposed Local
Law #4 - 1984 as presented, and all persons desiring to be heard, having been
• heard, now therefore be it
RESOLVED, that said Local Law #4 - 1984 entitled "A Local Law in relation
to the Alternate Veterans' Exemption from Real Property Taxation ", be and
the same is hereby declared duly adopted.

LOCAL LAW NO. 4 OF THE YEAR 1984
A LOCAL LAW IN RELATION TO THE
ALTERNATE VETERANS' EXEMPTION
FROM REAL PROPERTY TAXATION
Be it enacted by the Town Board of the Town of Lansing as follows:
SECTION 1. The purpose of this law is to provide that no exemption from
real property taxes shall be granted pursuant to Section 458 -a of the Real
Property Tax Law of the State of New York.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mrs. McElwee:
WHEREAS, the Town Board has received a proposal from the firm of
T.G. Miller Associates p.c. for furnishing engineering and surveying services
to be rendered during the design and construction phases of the HUD Project
for extending water service to South Lansing, and
WHEREAS, the said proposal was furnished in response to and in accordance
with the requirements of the Town's publically advertised Request for Proposals
for the said engineering and surveying services to be rendered, now therefore
be it
RESOLVED, that the board accepts the proposal of the Miller firm and
authorizes: and directs the supervisor to execute a contract for furnishing
said engineering and surveying services to be rendered in connection with
the HUD project,
