The Lansing Town Board met in an Adjourned Meeting at the.Lansing Town 9
Hall on December 4, 1984 at 8:00 P.M. with Supervisor Munson presiding.

The Supervisor called the meeting to order at 8:00 P.M. having the clerk
take the Roll Call.
Proofs of Notices having been furnished by the Town Clerk, the Public
Hearing's in the matter of the establishment of Lansing Water District #6
and the establishment of Cherry Road Sewer District -Stage I, Town of Lansing,
was called to order at 8:00 P.M. by Supervisor Munson.
Town Board Members and persons present discussed the proposed establishments
of Lansing Water District #6 and Cherry Road Sewer District - Stage I. Town of
Lansing, reviewing the maps, plans and reports of same.
No one appeared voicing any objection to the proposed establishments of
Lansing Water District #6 and the Cherry Road Sewer District - Stage I, Town of
Lansing as presented and all persons desiring to be heard, having been heard,
the Public Hearings were terminated at 8:20 P.M.
Members of the Town Board discussed the RESOLUTION - APPROVAL OF ESTABLISH-
MENT OF LANSING WATER DISTRICT NO. 6 TOWN OF LANSING, after which time the
following resolution was offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING
WATER DISTRICT NO. 6 TOWN OF LANSING, be adopted.
The adoption of the Resolution was duly put to a vote and upon roll call,
the vote was as follows:
Philip Munson, Supervisor - voting Aye
Bert Hilliard, Councilman - voting Aye
George Stevens, Councilman - voting Aye
Margaret McElwee, Councilman - voting Aye
Louis Emmick, Councilman - voting Aye
The resolution was thereupon duly adopted,
Said resolution attached hereto and made a part thereof.
Members of the Town Board discussed the RESOLUTION - APPROVAL OF ESTABLISH-
MENT OF CHERRY ROAD SEWER DISTRICT - STAGE I, after which time the following
resolution was offered:
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the RESOLUTION - APPROVAL OF ESTABLISHMENT OF CHERRY ROAD
SEWER DISTRICT - STAGE I, be adopted.
The adoption of the Resolution was duly put to a vote and upon roll call,
the vote was as follows:

The resolution was thereupon duly adopted.
Said resolution attached hereto and made a part thereof.
Town Board Members discussed the new section 458 -a to the Real Property Tax
Law providing a uniform real property tax exemption for veterans. Sample Local
Laws designed to implement the several options provided by Chapter 525 of the
Laws of 1984 were carefully examined and considered.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that this board hold a Public Hearing on proposed Local Law #4 for
the year 1984 which will provide for no exemption from real property taxes pursuant,-
to section 458 -a of the Real Property Tax Law. Said Public Hearing to be held on�
the 18th day of December 1984 at 8:00 P.M. at the Lansing Town Hall, Lansing, N.Y.

RESOLVED, that the clerk advertise for requests for proposals for engin-
eering and surveying services required for the design and construction of an
extension to the town water system to be financed by a HUD grant.

RESOLUTION offered by Mrs: McElwee, who moved its adoption, seconded
by Mr. Emmick:
RESOLVED, that the Supervisor be and he hereby is authorized and
directed to make any and all transfers and budget adjustments that may be
required, both to the General Fund and Highway Fund for the year 1984.

RESOLVED, that Supervisor Munson be authorized to attend the N.Y.S.
Supervisors and County Legislators Association 35th Annual Winter Confer-
ence to be held January 27 -30, 1985 at Lake Luzerne, New York and that
necessary expenses be a town charge, and be it further
RESOLVED, that Supervisor Munson be authorized to go to Albany, New
York to confer with the State Dept. of General Services in regard to
water extension and that necessary expenses be a town charge.

TOWN OF LANSING
At an adjourned meeting of the Town Board of the Town of
Lansing held at the Town Hall, Town of Lansing, Tompkins County,
New York, on the 4th day of December, 1984, at 8:00 p.m.
PRESENT: Philip Munson, Supervisor

In the matter of the establishment of Lansing Water District
No. 6 in the Town of Lansing, County of Tompkins, State of New
York, pursuant to Article 12 -A of the Town Law,
WHEREAS, a map, plan and report relating to the establish-
ment of the proposed Lansing Water District No. 6, prepared by
T.G. Miller, P.C. & Associates, Engineers and Surveyors, duly
licensed by the State of New York, in manner and in such detail
as has been determined by the Town Board of Lansing, having been
duly filed with the Town Clerk in accordance with the require-
ments of Article 12 -A of the Town Law, and
WHEREAS, an Order was duly adopted by the Town Board of the
Town of Lansing on the 13th day of November, 1984, reciting the
filing of said map, plan and report, the improvements proposed,
the boundaries of the proposed district, the estimated expense
thereof, the proposed method of financing, the fact that the map,
plan and report describing the same are on file in the Town
Clerk's Office for public inspection, and stating all other mat-
ters required by law to be stated, and specifying December 4,

1984, at 8:00 p.m. on that day as the time, and the Town Hall of
the Town of Lansing as the place where the said Town Board would
meet to consider said map, plan and report, and to hear all per-
sons interested in the subject thereof concerning the same, and
to take such action thereon as is required or authorized by law,
and
WHEREAS, such Order was duly published and posted as re-
quired by law, and
WHEREAS, a hearing on said matter was duly held by said Town
Board on this 4th day of December, 1984, commencing at 8:00 p.m.
on that day at the Town Hall in said town, and full discussion of
the matter having been had, and all persons desiring to be heard,
having been duly heard,
NOW, upon the evidence given upon such hearing and upon
motion of Margaret McElwee
RESOLVED AND DETERMINED.

(a) That the Notice of Hearing was published and posted as
required by law and is otherwise sufficient.
(b) That all the property and property owners within the
proposed district are benefited thereby.
(c) That all the property and property owners benefited are
included within the limits of the proposed district.
(d) That it is in the public interest to establish such
water district.
BE IT FURTHER RESOLVED AND DETERMINED that the establishment
of a water district as set forth in said map, plan and report be

approved; that the improvements therein mentioned be constructed,
and the necessary easements and lands be acquired, upon the funds
being made available and provided for; and such district shall be
known and designated as the Lansing Water District No. 6 in the
Town of Lansing and shall include the premises described in Ex-
hibit "A" attached hereto and made a part hereof;
BE IT FURTHER RESOLVED that the proposed improvements, in-
cluding construction costs, costs of acquisition of lands and
easements as required, legal and engineering fees and all other
expenses shall be financed totally by the subdivider with no tem-
porary or permanent financing by the town, and
BE IT FURTHER RESOLVED that this Resolution is subject to
permissive referendum as provided in Section 209 (e) of the Town
Law.
The adoption of the foregoing Resolution was duly put to a
vote and upon roll call the vote was as follows.

of the proposed sewer district aforesaid, prepared by T.G. Mil-
ler, P.C. & Associates, Engineers and Surveyors, duly licensed by
the State of New York, in manner and in such detail as has been
determined by the Town Board of Lansing, having been duly filed
with the Town Clerk in accordance with requirements of Article
12 -A of the Town Law, and
WHEREAS, an Order was duly adopted by the Town Board of the
Town of Lansing on the 4th day of December, 1984, reciting the

NOW, upon -the evidence given upon such hearing and upon mo-
tion of Louis Emmick, seconded by Bert Hilliard, it is
RESOLVED AND DETERMINED:
(a) That the Notice of Hearing 'was published and posted as re-
quired by law and is otherwise sufficient.
(b) That all the property and property owners within the proposed
district ore benefited thereby.
(c) That all the property and property owners benefited are includ -,
ed within the limits of the proposed district.
(d) That it is in the public interest to establish such sewer district.
BE IT FURTHER RESOLVED AND DETERMINED that the establishment
of a sewer district as set forth in said map, plan and report be ap-
proved; that the improvements therein mentioned be constructed,
and the necessry easements and lands be acquired, upon the funds
being made available and provided for; and such district shall be
known and designated as the Cherry Road Sewer District - Stage I,
Town of Lansing and shall include the premises described in Exhibit
"A" attached hereto and made a part hereof;
BE IT FURTHER RESOLVED that the proposed improvement, including
construction costs, costs of acquisition of lands and easements, le-

gal end engineering fees and all other expenses be financed by in-
dividual subdividers; no temporary or permanent financing by the
town whatsoever, and
BE IT FURTHER RESOLVED that this Resolution is subject to permissive
referendum as provided in Section 209 (e) of the Town Low.
The adoption of the foregoing Resolution was duly put to a vote
and upon roll call the vote was as follows:

P.C. 8 Associates, Engineers and surveyors, duly licensed by the
State of New York, in manner and in such detail as has been deter-
mined by the Town Board of Lansing, having been duly filed with
the Town Clerk in accordance with the requirements of Article 12 -A
of the Town Law, and
WHEREAS, an Order was duly adopted by the Town Board of the
Town of Lansing on the 13th day of November, 1984, reciting the
filing of said mop, plan and.report, the improvements proposed,
the boundaries of the proposed district, the estimated expense
thereof, the proposed method of financing, the fact that the map,

'ing construction costs, costs of acquisition of lands and easements
as required, legal and engineering fees and oil other expenses
shall be financed totally by the subdivider with no temporary or
permanent financing by the town, and
BE IT FURTHER RESOLVED that this Resolution is subject to permissive
referendum as.provided in Section 209 (e) of the Town Law.
