The Lansing Town Board met in Regular Session at the Lansing Town Hall on2 ® 7
November 13, 1984 at 8:00 P.M. with Supervisor Munson presiding.

Larry Luce, Mitzey & Glenn Rick, Harold Shoemaker and two Members
of Cayuga Heights Scout Troop #67, Tracy Brion and Jerry Moore.
Supervisor Munson called the meeting to order having the clerk take the
• Roll Call.
Larry Luce appeared before the board to discuss purchasing the old Town
Barn for a truck repair shop. It was the consensus of the board that bids may
possibly be advertised next year for the sale of the old Town Barn.
Mr. & Mrs. Glenn Rick residing on Lake Ridge Road, appeared before the board
to discuss the problems resulting from the N.Y.S.E. & G. flyash dump at Milliken
Station. Following discussion, it was the decision of the board to turn the
matter over to Ordinance Officer, Gary Wood.
Mr. Harold Shoemaker from Syracuse Supply Co., showed a movie on total cost
bidding, an alternative to low bid purchasing. The guarantees, benefits and
case histories of low cost bidding was thoroughly explained in the presentation.
Highway Superintendent, Howard Groat, brought the board up -to -date on the
activities of his department.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that Steve Rollins be appointed Member of the Lansing Planning
Board to fill the unexpired term of Herbert Ley, said term effective immediately
and expiring December 31, 1985, and be it further
F RESOLVED, that Carol K. Kammen be appointed Member of the Lansing Planning
Board to fill the unexpired term of Lorne Montague, said term effective immediately
and expiring December 31, 1990. Unanimously carried
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
WHEREAS, the Environmental Assessment and Environmental Review Record
respecting the HUD Project "Water Main Extension to,South Lansing Community,
Town of Lansing, Tompkins Count y,State of New York Census Tract 9904" has been
made by T.G. Miller p.c. Associates, Engineers and Surveyors and
WHEREAS, said documents set forth the reasons a request to HUD for release
of funds for the aforementioned project is not an action significantly affecting
the quality of human environment and that no Environmental Impact Statement is
required, be it
THEREFORE RESOLVED THAT the Town Board hereby declares
No significant adverse impacts on the environment or the community have
been identified for the project through the environmental assessment and that:
the supervisor be authorized to request HUD for the release of funds and to
execute such documents and publish such notice of this action as is required by HUD.

In the matter of the establishment of Lansing Water District
No. 6, the Town of Lansing, County of Tompkins, State of New
York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report have been prepared in such
manner and in such detail as has heretofore been determined by
the Town Board of Lansing relating to the establishment of a pro-
posed water district in the southern area of the town; and
WHEREAS, such map, plan and report have been duly filed in
the Town Clerk's Office in said town; and
WHEREAS, said map, plan and report were prepared by T.G.
Miller, P.C., and Associates, Engineers and Surveyors, Ithaca,
New York, duly licensed by the State of New York, showing the
boundaries of the proposed district, a general plan of the water
system and a report of the proposed method of operation; and
WHEREAS, said map and plan show the proposed water district
and the facilities to be constructed; and

WHEREAS, the boundaries of the proposed district are de-
scribed in Exhibit "A" attached hereto and made a part hereof;
and
WHEREAS, the improvements proposed are as follows:
1. As shown on a map and plan of the proposed water dis-
trict, the facilities to be constructed will consist of some
three thousand five hundred feet (3,500') of eight inch (8 ") and
three hundred twenty feet (320') of six inch (6 ") diameter duc-
tile iron water mains, valves, hydrants and appurtances. These
will be constructed in stages at the expense of the subdivider
who will recover his costs as lots are sold. It is estimated
that the total cost of the system to the subdivider will be
approximately $100,000.00; and
WHEREAS, the method of operation will be as follows. The
mains to be constructed will operate as a part of the existing
Town of Lansing water system. A connection will be made to the
town system near the pumping station located at the northwest
corner of the Cima subdivision. Static water pressure in the
district, provided by the 1 M.G. town water storage tank at Vil-
lage Circle South, will average 80 -100 p.s.i. Individual pres-
sure water reducers will be installed in the homes to be con-
structed to maintain operating pressures in the 6040 p.s.i.
range. Fire protection will be available from hydrants located
at intervals throughout the subdivision; and
WHEREAS, financing the cost of said improvements aforemen-
tioned shall be done totally by the subdivider with no temporary
or permanent financing by the town; and

WHEREAS, the subdividers shall convey the improvements to
the town free of charge, and
WHEREAS, said map, plan and report describing the improve-
ments are on file in the Town Clerk's Office for public inspec-
tion; and
NOW, on motion of George Stevens seconded by
Louis Emmick

ORDERED, that the Town Board of the Town of Lansing hold a
public hearing at the Lansing Town Hall in said Town of Lansing
on the 4th day of December 1984, at 8:00 p.m. on that day to
consider said map, plan and report and to hear all persons inter-
ested in the subject thereof concerning the same and to take such
action thereof as required or authorized by law.
The adoption of the foregoing order was duly put to a vote
and upon call the vote was as follows.

be constructed in the proposed district, both now and in the
future, will be at the expense of subdividers and theirs costs
for sewer installations are to be recovered as lots are sold. At
the present time only developer, Alex Cima, is in the process of
subdividing his property. Cima's sewer construction, to be
staged, will ultimately consist of 3,400 feet of 8 -inch diameter
sewer pipe and 12 M.H. costing approximately $100,0004004
The Town of Lansing, on behalf of the owners in the pro-
posed sewer district, will contract with the Village of Lansing
for the use of its sewer to transport sewage from this district
to the Cayuga Heights Treatment Plant. The town will also con-
tract with the Village of Cayuga Heights for the treatment of
waste from this area, and
WHEREAS, the proposed method of financing the cost of said
improvements aforementioned consists of total financing by indi-
vidual subdividers; no temporary or permanent financing by the
town is planned for this district, and
WHEREAS, the subdividers are to convey the proposed improve-
ments to the town free of charge, and

ments are on file in the Town Clerk's Office for public inspec-
tion, and
