The Supervisor called the meeting to order having the clerk take the Roll Call. The visitors present spoke to the board regarding the Public Hearing held December 12, 1983 on the proposed Amendments to the Lansing Zoning Ordinance. Several persons reaffirmed their feelings as being opposed to Zoning, some wanted to know more concerning the regulations and some felt more study should be made before adopting the proposed Amended Ordinance. Bids were publicly opened for the purchase of one used 1973 or newer A11 -Wheel Drive Dump Truck with one way plow and spreader, as advertised. (continued) j 'J 154 Continued December 13, 1983 RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by Mrs. McElwee: WHEREAS, the Highway Superintendent has duly advertised for bids for one used 1973 or newer All -Wheel Drive Dump Truck with one way plow and spreader, and WHEREAS, Syracuse Supply Company, 2909 Vestal Road, Vestal, New York was the only bid received, said bid in the amount of $28,000.00, now therefore be it RESOLVED, that the bid of Syracuse Supply Company in the amount of $28,000.00 be accepted and the Highway Superintendent be and he is hereby authorized to complete said transaction on behalf of the town. Howard Groat discussed erecting a pole building adjacent to the Highway Garage. Mr. Groat will do more research on prices of materials, etc., before any action is taken. Mr. Groat discussed 1) selling the used natural gas overhead catalytic heaters at the Highway Garage, 2) stripping of approximately 4500 cu. yds. of dirt from the Town of Lansing gravel bank and 3) purchasing one used 1977 or newer diesel Hydraulic Excavator. Town Board Members expressed approval of advertising for bids. (continued) Continued December 13, 1983 Mr. Groat reported that the new drilled well at the Highway Garage had bet 5 tested and impurities found in the water. Board Members approved that the well and pump be hooked -up and a water softener be installed. Lansing Park Supt., Eric Trotter, reported on the Park Grant money. Stated that he was proceeding with the paper work for possible additional Grant money. Board thanked Mr. Trotter for all of his efforts as Lansing Park Superintendent. RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that the minutes of November 9, 1983 as submitted by the clerk be approved. Carried Copy of Tompkins County Resolution stating they do not intend to enforce the State Uniform Fire Prevention and Building Code beginning January 1, 1984 and respectfully asking the New York Department of State to provide the enforce - ment service to those municipalities in the County who do not wish to enforce locally. (LANSING LOCAL LAW #1 OF THE YEAR 1983 - DECLARATION THAT THE TOWN OF • LANSING WILL NOT ENFORCE THE N.Y.S. UNIFORM FIRE PREVENTION AND BUILDING CODE). Letter received from James J. Brennan, Commissioner of Tompkins County Dept. of Social Services, requesting names for possible appointments to serve on the Social Services Advisory Council for 1984. Norman D. Stanton submitted a detailed Recreation Field Recap for Fall of 1983. RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by Mr. Stevens. .RESOLVED, that $2,500.00 be expended from the Capital Reserve for High- way Equipment Fund for the purchase of a Lay -Mor self propelled asphalt paving machine from Townley Leasing Inc., 377 Elmira Rd., Ithaca, N.Y. (Aye) Philip Munson, Supervisor RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Emmick: WHEREAS, the Department of Environmental Conservation of the State of New York is responsible for the protection of the water resources of certain classified waters in New York State as set forth in Title 5 of Article 15 of the Conservation Law and, WHEREAS, the Memorandum of Understanding between the Department of Environmental Conservation of the State of New York and the Town of Lansing establishes an agreement of cooperation between the parties hereinafter mentioned for the administration of this responsibility insofar as the Town is concerned, THEREFORE, BE IT RESOLVED-that Howard L. Groat is hereby empowered to sign the Memorandum of Understanding in behalf of the Town of Lansing for the period of January 1, 1984 to December 315 1984, and (continued) X56 Continued December 13, 1983 .._ BE IT FURTHER RESOLVED, that the Memorandum of Understanding shall take effect immediately upon its acceptance by the Department of Environmental Conservation. Carried Letter received from the Lansing Planning Board stating that said Plann- ing Board had accepted, on December 5, 1983, the plans for the addition of 4 units to Donald Worsell's Trailer Park on Algerine /Ludlow Roads. Letter also stated that these additions fulfill the Lansing Ordinances and a Public Hearing had been held. The Planning Board recommended the Town Board to approve the plan. Discussion held by the board, following resolution offered: RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Emmick: RESOLVED, upon recommendation of the Lansing Planning Board, the Lansing Town Board approves the issuance of a Temporary Permit, contingent upon satis- factory acceptance of the water system by the Tompkins Co. Health Dept., for the addition of 4 units to Donald Worsell's Trailer Park on Algerine /Ludlow Roads, and be it further RESOLVED, that a copy of this resolution be forwarded to John M. Ander- son, P.E., Director of Tompkins County Environmental Health. Carried On January 3, 1984 at 8:00 P.M. the Town Board will review the proposed Amendments to the Lansing Zoning Ordinance. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that the Supervisor be authorized and empowered to sign the 1984 SPCA Tompkins County Township Conract for Dog and Animal Services, on behalf of the Town of Lansing. Carried Supervisor Munson presented his monthly report. AUDIT RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that General Fund bills #580 through #650 totalling $25,802.54 and Highway Fund bills #436 through #475 totalling $33,676.24 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment.
