Bids received on September 13, 1983 for Diesel Fuel were discussed. No action
was taken.
Proof of Notice having been furnished by the Town Clerk, the Public Hearing
on proposed uses of Federal Revenue Sharing funds for the calendar year of 1984
was called to order by the Supervisor at 9:00 P.M.
Supervisor Munson and Members of the Town Board discussed proposed uses of
Federal Revenue Sharing funds for the calendar year of 1984 which would include
Program for the Elderly, Youth Recreation Programs, Park Projects and Highway
Item #4.
No written comments received, all persons desiring to be heard, having
been heard, and no objections made to said proposed uses of Federal Revenue
Sharing funds, the Hearing was terminated at 9:10 P.M.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Grant Agreement, USDA -FmHA, Form FmHA 442 -50, (copy of
which is on file with the Town Clerk) for facilitating the Industrial Water
Project, be and the same is hereby approved and adopted, and be it further
RESOLVED, that the Supervisor and the Town Clerk be and they hereby are
authorized and directed to execute same on behalf of the Town.

The Lansing Town Board met in an Adjourned Meeting on October 4, 1983 at
8:00 P.M. for the presentation of the tentative budget for the coming fiscal
year and to discuss and act on any other business that may come before said
board.

Visitor: Wanda B. Brink, Deputy Town Clerk.
Supervisor Munson called the meeting to order having the clerk take the
Roll Call.
Supervisor Munson announced to the board that the tentative budget
for the next ensuing year has been received and would be presented at this
time. Discussion was held by the Town Board on all items of the tentative
budget and when all changes and revisions were completed, the preliminary
budget was ready for adoption and the date of hearing set thereon.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Emmick:
RESOLVED, that this Town Board does hereby prepare and approve as the
preliminary budget of this Town for the fiscal year beginning on the 1st
day of January 1984, the itemized statement of estimated revenues and
expenditures hereto attached and made a part of this resolution, and be it
FURTHER RESOLVED, that such preliminary budget shall be filed in the
office of the Town Clerk where it shall be available for inspection by
any interested persons at all reasonable hours, and be it
FURTHER RESOLVED, that this Board shall meet at 8:00 P.M. on the 9th
day of November 1983, for the purpose of holding a Public Hearing upon
such preliminary budget, and be it

NOTICE IS HEREBY GIVEN, that the preliminary budget of the Town of Lansing,
Tompkins County, New York for the fiscal year beginning January 1, 1984, has.
been completed and filed in the office of the Town Clerk of said Town, where it
is available for inspection of any interested person at all reasonable hours,
FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of said Town of Lansing
will meet and review said preliminary budget and hold a Public Hearing thereon
at the Lansing Town Hall, Lansing, New York at 8:00 P.M. on the 9th day of
November 1983, and that at such hearing any person may be heard in-favor of or
against the preliminary budget as compiled or for or against any item or items,
therein contained.

WHEREAS, the Assessment Rolls for Lansing Water District #2 and Sewer
District #2 have been completed and have been filed with the Town Clerk, now
therefore be it
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on said Assessment Rolls on the 9th day of November 1983 at 8:30 P.M.
in the evening thereof, then and there to meet, hear and consider any objections
which may be made to the rolls, and be it further
RESOLVED, that the Town Clerk publish notice of completion of the rolls
pursuant to Section 239 of the Town Law.

RESOLVED, that Norman D. Stanton, Town of Lansing Ordinance Officer, is
hereby authorized and directed to issue a Junk Yard License to NYSEG for
their Milliken Station Fly Ash Disposal Site extension. Requirements of said
License are stated in Mr. Stanton's letter of August 19, 1983 and executed
by NYSEG on September 27, 19830 Carried
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that Robert C. Baker be reappointed as Member of the Lansing
Housing Authority, said term expiring July 11, 1988.

Discussion held on naming one of the Lansing Recreation Fields in Memory
of Fred Christopher. The clerk was requested to forward the following resolution
to Harris B. Dates and John F. Cummings, Chairman of the Lansing Recreation
Commission:

RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
WHEREAS, the Lansing Recreation Fields have been officially designated
LANSING ACTIVITIES UNLIMITED, now therefore be it
RESOLVED, that the Lansing Town Board wishes to inform your Committee
of the possibility of the designation of one of the playing fields to Fred
Christopher. Such designation subject to the wishes of your Committee and
the concurrence of the Lansing Recreation Commission.

The Lansing Town Board met in Regular Session on October 11, 1983 at
8:00 P.M. at the Lansing Town Hall with Supervisor Munson presiding.

Visitors: Deputy Town Clerk, Wanda Brink, Trisha Flaccus and Kim Phillips.
Supervisor Munson called the meeting to order having the clerk take the
Roll Call.
Ms. Trisha Flaccus appeared before the board presenting a Petition
signed by nineteen persons residing on Benson Road, requesting two "CAUTION
CHILDREN AT PLAY" signs to be erected on Benson Road. Discussion by the
board, following resolution offered:
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Highway Superintendent be authorized and directed to
erect "CAUTION CHILDREN AT PLAY" signs at each end of Benson Road.

Highway Superintendent Howard Groat and Town Board Members discussed
the bids received on September 13, 1983 for Diesel Fuel.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that all Diesel Fuel bids received on September 13, 1983 be
rejected and the Highway Superintendent rebid same and include in the
specifications: fixed price, minimum delivery, blends, measurements etc.,
as per town board discussion.

Highway Superintendent Howard Groat discussed roads being worked on.
A copy of the minutes of August 16, September 6, and September 27, 1983
having been furnished to members of the town board beforehand, the Supervisor
asked for a motion to propose corrections or to accept same as submitted.

RESOLVED, that the minutes as submitted by the clerk be approved.

RESOLVED, that the Agreement for the fiscal year 1984 between the Town
of Lansing and the Lansing Highway Association be accepted and the Supervisor
be authorized to execute same.
