The Lansing Town Board met in an Adjourned Meeting on Noy. 159 1982 at 8:00 P.M.

Visitor: Lansing Parks Superintendent, Eric Trotter.
The Supervisor called the meeting to order having the Clerk take the Roll
Call.
Lansing Parks Superintendent, Eric Trotter and members of the Town Board
held a lengthy discussion on several subjects concerning the Lansing Town Parks.
Items which were considered carefully were: 1) monuments being placed in the
parks, 2) wind surfers, 3) electricity being provided to boats at the marina,
and 4) placing rip -rap on the bank of Salmon Creek bordering the park.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, on recommendation of the Town Engineer, that this board authorizes
the Town to advertise for bids for the work to be performed in the construction
of Lansing Water District #5.

The Lansing Town Board met in Regular Session at the Lansing Town Hall on
December 14, 1982 at 8:00 P.M. with Supervisor Munson presiding.

Visitors: Deputy Clerk Wanda B. Brink and Journal Reporter John Huenneke.
The Supervisor called the meeting to order having the clerk take the Roll
Call.
Supervisor Munson stated that bids would be opened at this time for the used
Savin 230 Copier as advertised by the Deputy Highway Superintendent. No bids
were received.
• A copy of the minutes of October 12, 26 and November 4, 9, and 15, 1982
having been furnished to the members of the town board beforehand, the Supervisor
asked for a motion to propose corrections or to accept same as submitted.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
-RESOLVED, that the minutes as submitted by the clerk be approved.

Letter received from Blanche H. Drake, Secretary of the Lansing Housing
Authority concerning the execessive speed on Woodsedge Drive. William Mobbs,
Tompkins County Public Works Commissioner, to be contacted regarding the legality
of the Town placing "Slow" signs on Woodsedge Drive.
Letter received from Jack French, Jr., Secretary of the Town of Lansing
Highway Association stating that said Association voted unanimously on 12/7/82
to sever their affiliation with the Civil Service Employees' Association,
effective immediately.

Lloyd Sharpsteen submitted his resignation as Town of Lansing Highway Super-
intendent, effective January 1, 19830
Discussion held by the board, following resolution offered:
MOVED by Mrs. McElwee, unanimously seconded and adopted:
WHEREAS, the Lansing Town Board accepts the resignation of Lloyd Sharpsteen,
with regret, and
WHEREAS, we greatly appreciate his thirty years of devoted service to the
Town as Highway employee and Highway Superintendent, now therefore be it
RESOLVED, that the Board and the Town are indebted to him. The consistent
high level of performance of his duties and that of his men in road construction,
maintenance, and repair has set a high standard which is recognized throughout
Central New York, and is a source of pride for us all, and be it further
RESOLVED, that a certified copy of this resolution be presented to Lloyd
Sharpsteen.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that this meeting (8:35 P.M.) be recessed for the Town Board to
meet in Executive Session to discuss personnel matters. Carried
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that the Executive Session be terminated and the Regular Meeting
to be reconvened (8:50 P.M.).

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that Philip Munson be reappointed as Member of the Tompkins
Community Hospital Corporate Membership for a two year term.
Carried
Supervisor Munson discussed Water District #5. Noted that bid proposals
for the construction of watermains and a welded steel water storage tank will
be publicly opened on December 17, 1982 at 2 :00 P.M. at the Town Hall.
Atty. Robert Williamson presented, for the boards review, a copy of an
Ordinance amending the Ordinance - RULES AND REGULATIONS FOR THE TOWN PARKS -
adopted by the Town Board August 10, 1976 and amended May 24, 1977 and
March 14, 1978. Board members to review before taking any action.
Board Members discussed the Town Health Insurance in regard to establish-
ing a Health Insurance Policy for the Town of Lansing. Board to continue
study concerning same.
Supervisor Munson submitted his monthly report.

AUDIT RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, that General Fund bills #574• through #628 totalling $27,819.27•
and Highway Fund bills #326•through #352•totalling $21,215.52be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.
