HomeMy WebLinkAbout1982-09-21September 20, 1982 99 The Lansing Town Board met in an Adjourned Meeting on September 20, 1982 at 7:45 P.M. for the purpose of holding a Public Hearing on proposed uses of Federal Revenue Sharing Funds for the year 1983 and a Public Hearing on proposed Lansing Water District No. 5 and to consider and act on any other business that may come before said board. ROLL CALL Philip Munson Supervisor Present Louis Emmick Councilman Absent Bert Hilliard Councilman Present Margaret McElwee Councilwoman Present George Stevens Councilman Present Robert Williamson Town Attorney Present Jane Bush Horky Town Clerk Present Visitors: James Pasternak, Raymond McElwee and Carol Boyd. Supervisor Munson called the meeting to order at 7:45 P.M. having the clerk take the Roll Call. Proof of Notice having been furnished by the Town Clerk, the Public Hearing on proposed uses of Federal Revenue Sharing funds for the calendar year of 1983 was called to order by the Supervisor at 7:45 P.M. Supervisor Munson and Members of the Town Board discussed proposed uses of Federal Revenue Sharing funds for the calendar year of 1983 which would include Park Projects, Youth and Recreation Projects and Highway Projects. No written comments received, all persons desiring to be heard, having been heard, and no objections made to said proposed uses of Federal Revenue Sharing Funds, the Hearing was terminated at 7:58 P.M. Proof of notice having been furnished by the Town Clerk, the Public Hearing on Proposed Water District #5 was called to order by the Supervisor at 8:00 P.M. Supervisor Munson and board members reviewed the map, plan and report relating to proposed Water District #5. James pasternak spoke of the financing of proposed Water District #5 as presented and expressed a favorable opinion compared to the previous Water District #5 proposal. All persons desiring to be heard, having been heard, the Public Hearing on proposed Water District #5 was terminated at 8:45 P.M. Members of the Town Board discussed the RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT NO. 5, after which time the following resolution was offered: RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that the RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT NO. 5, TOWN OF LANSING, be adopted. The adoption of the Resolution was duly put to a vote and upon roll call, the vote was as follows. Philip Munson, Supervisor - voting Aye Bert Hilliard, Councilman - voting Aye George Stevens, Councilman - voting Aye Margaret McElwee, Councilwoman - voting Aye The resolution was thereupon duly adopted. Said Resolution attached hereto and made a part thereof. On Motion, meeting adjourned to September 21, 1982 at 8:00 P.M. to review the Development Policy in relation to the proposed Zoning Ordinance prepared by the Lansing Planning Board and to consider and act on any other business that may come before said board. (continued) 90 Continued September 21, 1982 At the request of Supervisor Munson, Councilwoman McElwee chaired the meeting. Mrs. McElwee and Board Members reviewed and discussed the Development Policy of the proposed Lansing Zoning Ordinance prepared by the Lansing Planning Board. Topics discussed relating to the Development Policy were. 1) Town Growth, 2) Development Intensity, 3) Agriculture, 4) Utilities, 5) Housing, 6) Traffic and Circulation, 7) Commercial Development, 8) Indus- trial Development, 9) Natural Resources, 10) Parks and Open Space, 11) Air- port Approach Path, 12) Capital Investment, 13) Energy Conservation, 14) Land Management Controls, 15) Intergovernmental Cooperation. Comments were expressed and noted in relation to a number of the topics, said comments to be referred back to the Planning Board. On motion, meeting adjourned to October 4, 1982 at 8:00 P.M. for the presentation of the tentative budget for the coming fiscal year and to discuss and act on any other business that may come before said board. October 4, 1982 The Lansing Town Board met in at 8:00 P.M. for the presentation year and to discuss and act on any board. Supervisor Munson called the meeting to order having the clerk take the Roll Call. Under privilege of the floor, Marshall Volbrecht presented a map consisting of a parcel of land he was proposing to sell located on Drake Road. Mr. Volbrecht requested the board to issue a letter of intent that when a road was constructed according to Lansing Town Road Specifications on said land, that the road would be accepted as a town road. It was the consensus of the board that said request be submitted to the Planning Board for recommendation. Supervisor Munson announced to the board that the tentative budget for the next ensuing year has been received and would be presented at this time. Discussion was held by the Town Board on all items of the tentative budget and when all changes and revisions were completed, the preliminary budget was ready for adoption and the date of hearing set thereon. RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that this Town Board does hereby prepare and approve as the preliminary budget of this Town for the fiscal year beginning on the 1st day of January 1983, the itemized statement of estimated revenues and expenditures hereto attached and made a part of this resolution, and be it FURTHER RESOLVED, that such preliminary budget shall be filed in the office of the Town Clerk where it shall be available for inspection by any interested persons at all reasonable hours, and be it FURTHER RESOLVED, that this Board shall meet at 8:00 P.M. on the 4th day of November 1982, for the purpose of holding a Public Hearing upon such preliminary budget, and be it FURTHER RESOLVED, that the Town Clerk give notice of such Public Hearing in the manner provided in Section 108 of the Town Law, and that such notice b'e published and posted in substantially the following form. NOTICE OF HEARING UPON PRELIMINARY BUDGET FOR THE TOWN OF LANSING FOR YEAR 1983 NOTICE IS HEREBY GIVEN, that the preliminary budget of the Town of Lansing, Tompkins County, New York for the fiscal year beginning January 1, 1983, has been completed and filed in the office of the Town Clerk of said Town, where it is available for inspection of any interested person at all reasonable hours, (continued) CIS C
