AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption,
seconded by Mr. Emmick:
RESOLVED, that General Fund bills #336 through #381 totalling $43,496.69
and Highway Fund bills #205 through #232 totalling $64,210.11 be and the
same are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

The Lansing Town Board held an Information Meeting at the Lansing Town
Hall on August 31, 1982 at 8:00 P.M. with Supervisor Munson presiding.

Visitors: Twelve Lansing residents.
Supervisor Munson called the Information Meeting to order at
8:00 P.M.
Supervisor Munson, Board Members and persons present discussed Proposed
Water District No. 5, water tank site and road site.
Discussed telemetering equipment necessary to operate Water District
No. 4 pumping station. Cost of said equipment approximately $6,000.00.
Discussed the purchase of a used Galion Steel Dump Body complete
with hoist in the amount of $1,600.00 for the Highway Department.
Councilman George Stevens announced that there would be a Regional
Workshop on University- Industry Cooperation on Thursday, September 16, 1982
from 9:30 A.M. to 4:00 P.M. at the Holiday Inn Arena in Binghamton, N.Y.,
$15.00 registration fee would be charged.
Supervisor Munson informed the board members that he was calling an
Adjourned Meeting (from the Regular Meeting of August 10, 1982) to be
held Wednesday, September 1, 1982 at 6:00 P.M.

The Lansing Town Board met in an Adjourned Meeting, as called by the
Supervisor, on September 1, 1982 at the Lansing Town Hall at 6:00 P.M., with
Supervisor Munson presiding.

The Supervisor called the meeting to order having the clerk take the
Roll Call.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the Supervisor on behalf of the town, be and is hereby
authorized to sign an Agreement between the Town of Lansing and Carroll Reynolds
of King Ferry, New York, for the removal of gravel by Mr. Reynolds, from the
Salmon Creek between the county bridge and the railroad bridge in Myers in
areas designated by the Town Highway Superintendent, and be it further
RESOLVED, that the Town shall pay to the Contractor, Carroll Reynolds,
on the completion of the job the sum of One Dollar ($1.00).

RESOLUTION offered by Mr. Munson, who moved its adoption, seconded by

RESOLVED, that the Town Board will hold a Public Hearing on September 20,
1982 at 7:45 P.M. on the proposed uses of Federal Revenue Sharing Funds
for the year 1983. Consideration will be given to the proposed use of approx-
imately $53,294.00 in unused Revenue Sharing Funds for Entitlement Period
Thirteen, October 1, 1981 to September 30, 1982 and approximately $42,368.00
of Federal Sharing Funds for Entitlement Period Fourteen, October 1, 1982 to
September 30, 1983. Carried

ORDER OF TOWN BOARD SPECIFYING TIME AND
PLACE OF PUBLIC HEARING ON ESTABLISHMENT OF
LANSING WATER DISTRICT NO. 5
At a meeting of the Town Board of the Town of Lansing
held at the Town Hall in the Town of Lansing, Tompkins County, New
York, on the 1st day of September 1982, at 6:00 o'clock p.m. ,
present:

In the matter of the establishment of Lansing Water
District No. 5, the Town of Lansing, County of Tompkins, State of
New York, pursuant to Article 12 -A of the Town Law.
WHEREAS a map, plan and report have been prepared in
such manner and in such detail as has heretofore been determined
by the Town Board of Lansing, relating to the establishment of a
proposed water district in the southern area of the town; and
WHEREAS such map, plan and report have been duly filed
in the Town Clerk's Office in said Town; and
WHEREAS said map, %plan and report were prepared by T.G.
Miller, P.C., and Associates, Engineers and Surveyors, Ithaca,
New York, duly licensed by the State of New York, showing the
lboundaries of the proposed district, and a general plan of the
Iwate-r system, and a report of the proposed method of operation;

WHEREAS said map shows the proposed water district,
water mains, proposed water tan'r and site, including plans,
(specifications, and easements to be acquired; and

WHEREAS the boundaries of the proposed district are
described in Exhibit "A" attached hereto and made a part hereof;
and
WHEREAS the improvements proposed are as follows:
1. Shown on a map and plan of the proposed water
district on file with the Town Clerk of the Town of Lansing, the
proposed system to be constructed consists of approximately Four
Thousand Five Hundred Feet (4,500') of sixteen inch (16 ") diameter
ductile iron water main, including valves, fire hydrants and other
appurtances, together with a 1.0 Million gallon capacity stand
pipe for water storage including in the above an interconnection
to Lansing Water District No. 4,.
WHEREAS the method of operation will be water drawn
from the Southern Cayuga Lake Intermunicipal Water System - Bolton
Point System by means of a connection to the Lansing Water
District No. 4 in order to receive an adequate supply of treated
water which will be stored in the tank to be constructed near
Village Circle South. The new tank and connecting main, together
with the water main connecting the pumping station now being
constructed by Water District No. 4 will provide the basic compo-
nents above outlined for service to Lansing Water District
Nos. 4 and 5 and provide additional water storage for fire protec-
tion to the Airport Industrial Research Park in the Village of
Lansing; and
WHEREAS the proposed method of financing the cost of
Isaid improvements aforementioned consists of the issurance of Seri
(Bonds of the Town of Lansing to mature in annual installments for
la period not exceeding thirty (30) years, payable in the first
linstance from assessments levied by the Town Board in proportion

as nearly as may be to the benefit which each lot or parcel will
derive therefrom; and
WHEREAS the maximum amount proposed to be expended for
the improvements aforementioned and for the acquisition of
necessary lands and easements is Six Hundred Thousand Dollars
($600,000.00); and
WHEREAS it is anticipated that the amount may be funded
as follows: Cornell University, One Hundred Fifty Thousand
Dollars ($150,000.00); County of Tompkins, One Hundred Thousand
Dollars ($100,000.00); Tompkins County Industrial Development
Agency, Twelve Thousand Five Hundred Dollars ($12,500.00); and
FmHA - ARC Grant, Three Hundred Thirty -Seven Thousand Five Hundred
Dollars ($337,500.00) giving a total of Six Hundred Thousand
(Dollars ($600,000.00); and
WHEREAS said map, plan and report describing said
limprovements are on file in the Town Clerk's Office for public
linspection;
NOW, on motion of Margaret McElwee, seconded by George
Stevens, it is
HEREBY ORDERED that the Town Board of the Town of Lansinc
shall hold
a public
hearing
at
the Lansing
Town Hall,
in

of Lansing
on the
20th day
of

1p.m. on that day to consider said map, plan and report and to hear
fall persons interested in the subject thereof concerning the same,
land to take such action thereon as is required or authorized by
law.

County of Tompkins, State of New York, bounded and described as follows:
Beginning in the east line of the Town of Lansing at the centerline
intersection of Snyder Road and Mohawk Road and running thence westerly
along the centerline of said Snyder Road also being the southerly line of
the Town of Lansing and the northerly line of the Village of Lansing, a
distance of 4205 feet + to the centerline intersection of Snyder Road and

LANSING WATER DISTRICT #5 TANK LOT
All that tract or parcel of land situate in the Town of Lansing,
Tompkins County, New York bounded and described as follows: Beginning
at an iron pipe set in the southeast corner of a parcel of land conveyed
to Rocco Lucente and recorded in the Tompkins County Clerk's Office in
Deed Book 429 at Page 107 and running thence N88 ° -00'W along an old fence
line and hedgerow for a distance of 200.0' to an iron pipe set, running
thence N1 ° -50'E for a distance of 250.0' to an iron pipe set in the southerly
bounds of a proposed 60.0' wide future road, running thence S88° -00'E along
the southerly bounds of the proposed future road for a distance of 200.0'
to an iron pipe set in an old fenceline and hedgerow and also being located
in the easterly line of the grantor, running thence Sl° -50'W along the old
fenceline and hedgerow and along the easterly line of the grantor for a
distance of 250.0' to an iron pipe located at the point and place of
beginning. Containing 1.15 acres of land.
