RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that Supervisor Munson, Town Justice's Ferris and Spry be
authorized to attend the Driving While Intoxicated Workshop on Wednesday,
June 16, 1982 at Ithaca College and any necessary expenses be a town charge.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that $4,300.00 from the Contingency Acct. 01990.4 be transferred
to Traffic Control A3310.4 the amount of $4,000.00, and to Printing and Advertising
01670.4 the amount of $300.00, and be it further
RESOLVED, that $300.00 be transferred from Cemeteries A8810.1 to Cemeteries
A8810.4.

Supervisor Munson discussed the fire alarm system at Woodsedge.
Supervisor Munson reported that he had met with Representatives from
New York State Electric & Gas and Environmental Conservation Department
concerning the stock pile of fly ash owned by New York State Electric & Gas.
Councilman Emmick stated there would be Public Informational Meetings
held at the Lansing Middle School Auditorium on June 17th and 23rd, 1982
at 8:00 P.M. regarding the Town of Lansing's Wastewater Study.
A meeting of the Town Board and Planning Board has been scheduled for
July 20, 1982 at 8:00 P.M.
Supervisor Munson presented his monthly report.
AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Hilliard:
RESOLVED, that General Fund bills #212 through #275 totalling $43,553.67
and Highway Fund bills #138 through #165 totalling $39,210.55 be and the
same are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

The Lansing Town Board met in Regular Session at the Lansing Town Hall on
July 13, 1982 at 8:00 P.M. with Supervisor Munson presiding.

The Supervisor called the meeting to order having the clerk take the
Roll Call.
Highway Superintendent Sharpsteen informed the board that he had advertised
for bids for one 1974 or newer Tandem Truck with Cab and Chassis to replace
a 1966 Ford Truck. Bid opening scheduled for July 20, 1982 at 1 :00 P.M.
Letter received and read from the Association of Towns regarding a combined
training school for Town Clerks and Tax Collecting Officers to be held in
Albany, New York on August 23 and 24, 1982. Discussion by the board, following
resolution offered:

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Town Clerk and Deputy Town Clerk be authorized to attend
the combined training school for Town Clerks and Tax Collecting Officers to be
held on August 23 and 24, 1982 in Albany, New York and that all necessary expenses
be a town charge. Carried
A copy of the minutes of June 4th and 8th, 1982 having been furnished to
the members of the town board beforehand, the Supervisor asked for a motion to
propose corrections or to accept same as submitted.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the minutes as submitted by the clerk be approved.

RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that $198.00 be transferred from Youth Program #A7310.01.1 to
Youth Program #A7310.02.1 and $76.12 be transferred from Youth Program #A7310.401
to Beach and Pool #A7180.4. Carried
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Supervisor be and he hereby is authorized and directed
to execute an Assignment of the Towns' rights to New York State Electric & Gas
Corporation under an Easement Agreement dated January 22, 1982 between Gordon E.
Selden and Ethyl Selden with the Town, being limited solely to a right of way
for an overhead electric and telephone pole line with two (2) poles within the
easement area. Carried
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Town of Lansing, on behalf of .Lansing Water District #4,
be and it hereby shall pay the costs of water supplied to the district from the
Southern Cayuga Lake Intermunicipal Water Commission and benefit levy, in
accordance with the rate schedule attached to the Intermunicipal Agreement;
be it further
RESOLVED, that the Town Supervisor be and hereby is authorized and directed
to execute an Agreement with the other municipalities that are a party to said
Southern Cayuga Lake Intermunicipal Water Commission Agreement in accordance
with the terms of this Resolution. Carried
Councilman Emmick reported that the Salmon Creek project was progressing
smoothly. Mr. Emmick also discussed the creek at the Town Park from the rail-
road bridge to the gravel bar should be stabilized.
Supervisor Munson reported on the Water District #4 Improvement progress.
Mr. Munson also stated that the Lansing Highway Dept. had completed the
driveway to Woodsedge.
Supervisor Munson stated that Election District #5 would be voting at the
Highway Garage for the 1982 year. Discussed the current total voter registra-
tion for District #5 is 584 and the total voter registration for District #6
is 440. Consensus of the board to transfer a portion of #5 to #6.
Councilman Stevens informed the board that the Tompkins County S.P.C.A.
had requested the Town of Lansing to consider increasing the local dog license
fee by $1.00 per dog to help offset the rising costs of providing quality dog
control service. Inasmuch as Mr. Stevens had just received this request, he
withheld his recommendation to the board until he thoroughly reviewed the
justification of a fee increase. No action taken at this time.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on July 30, 1982 at 5:00 P.M., relative to a proposed Amendment to
Lansing Ordinance #29, which Amendment will increase the maximum income
allowable from $9,200 to $10,500 for a partial tax exemption on real property
taxes for persons aged 65 or over. Carried

The Town Board met in an Adjourned Meeting on July 20, 1982 at the Lansing
Town Hall at 8:00 P.M. for the purpose of a Joint Meeting with the Planning Board
and to consider and act on any other business that may come before said board.

Visitors: Planning /Research Consultant, Thomas Niederkorn, Planning Board
Members, Viola Miller, Sidney Cleveland, Thomas Kick, Robert Briggs,
Linda Hirvonen, Loren Montague, Herbert Ley and Secretary Carolyn
Montague, Zoning Board of Appeals Members, William Stuart and
James Preston. Former Planning Board Member Fred Edmondson.
Planning Board Member, Sidney Cleveland, advised those persons present
that the final draft of the Proposed Zoning Ordinance for the Town of Lansing
was being presented at this time for review and consideration by the Town
Board. Mr. Cleveland spoke briefly of the background, the purpose and the
intent of the Proposed Ordinance, after which time he introduced Planning
and Research Consultant, Thomas Niederkorn, who has been working in coordin-
ation with the Planning Board on the Proposed Zoning Ordinance.
Mr. Niederkorn stated that the Proposed Zoning Ordinance is divided
into seven land use control districts, said districts which constitutes
the Proposed Ordinance are as follows:
RA Rural - Agricultural
R1 Residential - 1 and 2 Family
R2 Residnetial - Multiple Family
R3 Residential - Lake Upland
LS Lakeshore
C Commercial
I Industrial
The Land Use Control Districts, the General Provisions, the Schedule
of Land Uses or Activities, the Supplementary Regulations, the Special
Conditions and Special Permits, the Administration and the Appeals of the
Proposed Zoning Ordinance were explained in detail by Mr. Niederkorn.
