RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that Ralph Hallett, 176 Wood Road, Freeville, N.Y., be refunded
$150.00 for Boat Slip #54. Carried
Clerk advised the board that a Tompkins County Municipal Officers Association
Meeting would be held on May 26, 1982 at 7':00 P.M. at the Lehigh Valley Restaurant.
Copy of letter written by Chairman of the Lansing Recreation Commission,
John F. Cummings, to the Lansing Beer League regarding the request of the League
for use of the Town Baseball Fields, was read and discussed by the board.
Discussion held by the board on the Public Referendum to be held May 18, 1982
on Proposed Water District #5. Supervisor Munson to arrange advertising regarding
the Referendum.
Letter received from Blue Cross /Blue Shield of Central N.Y. concerning
Governor's Program Bill #387 which calls for the creation of a Medical Malpractice
• Catastrophe Fund financed by a tax on claim payments made by all heath insurance
companies operating in New York State. Blue Cross /Blue Shield, along with other
New York State Plans is strongly opposed to the proposed legislation and are
recommending that health insurance customers contact their representatives opposing
this legislation.
Councilman Stevens reported that a liaison meeting between the SPCA and the
Towns would be held on May 20, 1982.. The intent of the meeting will be to focus
on the chain of administrative events and inter - communication that is necessary
between all parties in order to most effectively reduce the names appearing on
the non renewal lists.
Supervisor Munson reported that the Cayuga Crushed Stone Company had returned
to full operation.
Supervisor Munson presented his monthly report.
AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, that General Fund bills #154 through #211 totalling $23,052.25
and Highway Fund bills #109 through #137 totalling $27,607.31be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

The Lansing Town Board met in an Adjourned Meeting on May 25, 1982 at
8:00 P.M. at the Lansing Town Hall.

The Supervisor called the meeting to order having the Clerk take the
Roll Call.
The bid received for one new 1982 Car and one new 1982 2 Tonw Pickup
Truck, as advertised by the Highway Superintendent, was discussed by the
board. Following resolution offered:
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mrs. McElwee.
WHEREAS, the Town Highway Superintendent duly advertised for sealed
bids on one new 1982 Car and one new 1982 2 Ton Pickup Truck, and
WHEREAS, Spencer Ford Sales, Inc. was the only bidder, now therefore
be it
RESOLVED, that the bids of Spencer Ford Sales, Inc. be rejected and
the Highway Superintendent revise the specifications and rebid same.

Letter received and read from The Association of Towns requesting Board
Members to write the Governor, the leaders of the Legislature, State
Senator and Assemblyman, urging them to work together in 1) restoring the
funding for the Consolidated Highway Improvement Program 2) to remove the
1970 Census figures and restore the growth factor in the distribution of
the State Shared Revenue. Program 3) support for the full amount for sewer
operation and maintenance aid 4) to approve the legislation increasing
court fee reimbursement by the State for the use of town courts for the
prosecution of violations of state laws.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded
by Mr. Emmick:
RESOLVED, that the amount of $148.00 be transferred from the Contingency
Account 01990.4 to State Retirement Account #A9010086
