Smith and Assemblyman Hugh S. MacNeil advising them that the Lansing Town Board is in favor of the Deposit Container Bill as apposed to the Litter Squad Bill. Carried RESOLUTION offered by Mr. Munson,.who moved its adoption, seconded by Mr. Emmick: RESOLVED, that James Howell be appointed Inspector for Water District #4, under the supervision of Engineer T.G. Miller, at the rate of $11.00 per hour and furnishing his own transportation. Councilman Stevens stated that the Tompkins County Cooperative Extension Agency and the Tompkins County Environmental Management Council were conducting informational meetings throughout the county on the control of gypsy moths. It was the consensus of the board to meet with these Agencies at an Adjourned Town Board Meeting to be held on April 20, 1982 at 8 :00 P.M. The Supervisor called the meeting to order having the clerk take the Roll Call, Florence Pinney presented petitions protesting against the "RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT #5, TOWN OF LANSING," and requesting a referendum vote upon said Resolution. Ms. Pinney made the following'statement: "I have a petition signed by 412 people who are real property owners within the boundaries of the Lansing Water District #5. These signatures represent people who do not want the water district to be formed. We would hope that the Lansing Town Board will begin to represent the people who have elected them and begin to represent our needs and interests. The petition calls for a permissive referendum to be held within forty days of this date. The referendum is a democratic vote of the people who are being asked to pay for the new water district. We would hope that the members of the board will pay attention to the outcome of the referendum vote and begin to lead Lansing in the direction that the residents of this town want." Briggs, 13 Lakeview Drive, Lansing, N.Y., be recommended to the Department of Environmental Conservation for final approval to serve on the Citizen's Advisory Committee for the Wastewater Study. Supervisor Munson called the meeting to order at 8:00 P.M. having the clerk take the Roll Call. Councilman George Stevens introduced Monika Crispin, Agricultural Extension Agent. Ms. Crispin gave a very informative presentation of the gypsy moth, a major pest of trees. The life cycle, location and spread, effects of defoliation on trees and guidelines for control of the gypsy moth was explained in detail.
