RESOLVED, that the Supervisor contact Senator William T. Smith and
Assemblyman Hugh S. MacNeil advising them that the Lansing Town Board is in
favor of the Deposit Container Bill as apposed to the Litter Squad Bill.

RESOLVED, that James Howell be appointed Inspector for Water District #4,
under the supervision of Engineer T.G. Miller, at the rate of $11.00 per hour

Councilwoman McElwee requested the board members to read the Town of
Lansing General Plan Update of the Development Policy and the Revised Schedule
of the Land Uses before our next meeting with the Planning Board.
Councilman Stevens stated that the Tompkins County Cooperative Extension
Agency and the Tompkins County Environmental Management Council were conducting
informational meetings throughout the county on the control of gypsy moths.
It was the consensus of the board to meet with these Agencies at an Adjourned
Town Board Meeting to be held on April 20, 1982 at 8 :00 P.M.
On motion, meeting adjourned 11:22 P.M.

The Lansing Town Board met in Regular Session at the Lansing Town Hall on
April 13, 1982 at 8 :00 P.M. with Supervisor Munson presiding.

Visitors: Ithaca Mayor William Shaw and eleven Lansing Residents.
The Supervisor called the meeting to order having the clerk take the
Roll Call,
Florence Pinney presented petitions protesting against the "RESOLUTION -
APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT #5, TOWN OF LANSING," and
requesting a referendum vote upon said Resolution. Ms. Pinney made the
following'statement: "I have a petition signed by 412 people who are real
property owners within the boundaries of the Lansing Water District #5. These
signatures represent people who do not want the water district to be formed.
We would hope that the Lansing Town Board will begin to represent the people
who have elected them and begin to represent our needs and interests. The
petition calls for a permissive referendum to be held within forty days of
this date. The referendum is a democratic vote of the people who are being
asked to pay for the new water district. We would hope that the members of
the board will pay attention to the outcome of the referendum vote and begin
to lead Lansing in the direction that the residents of this town want."

Ithaca Mayor,'William Shaw, e ddressed the board 'stating that- he -would like
to improve public relations between the City and the Towns; He encouraged -open
and regular channels of communication and the sharing of ideas to work out mutual
concerns. Supervisor Munson and Members of the Town Board.expressed .their apprec-
iation to Mayor Shaw for his time and effort put forth to bring the City and
Towns together on a cooperative.plan which will benefit everyone.

RESOLVED, that the minutes of March 9, 16, 18 and 30, 1982 be approved
with the following correction of March 9, 1982 on page 64, AMENDMENT TO
RESOLUTION - FEDORKA TO LANSING: purchase and erect an American Woven Wire
Fence on the west side of the highway, 47 inches high with 6 inches between
uprights, should be changed to read: purchase and erect an American Woven
Wire Fence on the west side of the highway, which will be 10 -47 -6 -122.

RESOLVED, that Robert C. Briggs, 13 Lakeview Drive, Lansing, N.Y., be
recommended to the Department of Environmental Conservation for final approval
to serve on the Citizen's Advisory Committee for the Wastewater Study.

Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.

RESOLVED, that the Executive Session be terminated and the Regular Meeting

RESOLVED, that General Fund bills #105 through #153 totalling $29,668.32
and Highway Fund bills #75 through #108 totalling $42,778.92 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

The Lansing Town Board met in an Adjourned Meeting on April 20., 1982
at 8:00 P.M. at the Lansing Town Hall to conduct an informational meeting on
the control of gypsy moths and discuss and act on any other business that may
• come before said board.

Visitors: Monika Crispin, Agricultural Extension Agent, and eight Lansing
Residents.
Supervisor Munson called the meeting to order at 8:00 P.M. having the
clerk take the Roll Call.
Councilman George Stevens introduced Monika Crispin, Agricultural Extension
Agent. Ms. Crispin gave a very informative presentation of the gypsy moth, a
major pest of trees. The life cycle, location and spread, effects of defoliation
on trees and guidelines for control of the gypsy moth was explained in detail.

RESOLUTION
WHEREAS, 'a petition for the submission of a proposition,
hereinafter described, was filed in the office of the Town
Clerk of the Town of Lansing, on the 13th day of April, 1982,
subscribed and authenticated in accordance with law by 412
electors of said Town qualified to vote upon a proposition to
raise and expend money, said electors equalling, in number,
at least five percenti. the total cast for Governor in the
Town at the last general election held for the election of State
Officers; and also being in excess of 100 of the owners of
real property in said proposed Lansing Water District No. 5
in accordance with thee. requirements ofSection,�209(e)(3) shown
on the latest completed assessment rolh: of the Town; and
WHEREAS, the aforesaid petition called for the submission
to the voters of the Town of Lansing and within the boundaries
Hof, propOsed.iLans°ing�Water District No. 5 of a proposition
approving the establishment of Lansing Water District No. 5 in
the Town of Lansing.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
Section 1. That a special election of the owners of taxable
real property located within the proposed district and also
the registered voters living with n�the proposed Lansing Water
District No. 5, even though they might not own real property in
that area, is hereby authorized and directed to be held on the
18th day of 1982, between the hours of 11 � "nn . *'4

the Ithaca Journal, such publication to be at least ten (10)
