The projected growth that will be caused by the formation of the water district must be controlled, does this mean zoning? Will the area first to receive water remain a residential area or is it to become an industrialized area? With this petition we are asking every sider all four points that I have made: 1. water usage to those who are asked to pay; benefit economically, or only a few; and fi that the people of the Town of.Lansi;ng want Town Board member to seriously con - Reasonable cost; 2. A second petition with twenty signatures was presented to the town board re- questing the immediate withdrawal of their property from the boundaries of the proposed Lansing Water District #5. Supervisor Munson and Town Attorney Williamson explained, that in the event the RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT NO. 5 was adopted by the Town Board, that said Resolution was subject to a permissive referendum as provided in Section 209 (e) of the Town Law. The procedures for filing a petition and holding a Special Town Election calling for a referendum vote upon said Resolution, was thoroughly explained. Members of the Town Board discussed the RESOLUTION - APPROVAL OF ESTAB- LISHMENT OF LANSING WATER DISTRICT NO. 5, after which time the following resolution was offered: RESOLUTION offered by Mr. Munson, who moved its adoption, seconded by Mrs. McElwee: RESOLVED, that the RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT NO.�51-TOWN OF LANSING, be adopted. The adoption of the Resolution was duly put to a vote and upon roll call, the vote was as follows: Philip Munson, Supervisor - voting Aye Bert Hilliard, Councilman - voting No Louis Emmick, Councilman - voting Aye George Stevens, Councilman - voting Aye Margaret McElwee, Councilwoman - Voting Aye The resolution was thereupon duly adopted. Said Resolution is attached hereto and made a part thereof. Councilman Emmick discussed the Co- Ray -Vac Infrared Radiant Heating System that has been under consideration for the Highway- Garage. Mr. Emmick stated that the materials -for the storage and shop area had been estimated at a cost of $21,580.00. The approximate cost of over-time-labor for three of the Highway Employees would be $2,800.00. Supervisor Munson will prepare the specifications for bidding the heating system. RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that the First National Bank and Trust Company of Ithaca, N.Y., be and hereby is designated a depository of the funds of the Town of Lansing, and said Bank is hereby authorized to pay or otherwise honor any and all checks, drafts or other orders issued from time to time, for and on behalf of the Town of Lansing, when signed by Supervisor Philip H. Munson or Deputy Supervisor Margaret M. McElwee, inclusive of any such in favor of any of the said officers and /or other persons, and to debit the same to any account then maintained with said Bank, and any one of the above persons is also hereby authorized to receive, as the act of this town, reconcilements of account when signed for by any one or more of said officer and /or other person or his or her designee. Any and all withdrawals of money and /or other transactions heretofore had in behalf of this town with said Bank being hereby ratified, confirmed and approved; also that said Bank may rely upon the authority conferred by this entire resolution until the receipt by it of a certified copy of a resolution of this Board revoking or modifying the same. WHEREAS, a map, plan and report relating to the estab- lishment of the proposed Lansing Water District No. 5, prepared by T.G. Miller, P.C. & Associates, Engineers and Surveyors, duly licensed by the State of New York, in manner and in such detail as has been determined by the Town Board of Lansing, having been duly filed with the Town Clerk of. (Aye) Philip Munson, Supervisor Councilwoman McElwee requested the board members to read the Town of Lansing General Plan Update of the Development Policy and the Revised Schedule of the Land Uses before our next meeting with the Planning Board. Councilman Stevens stated that the Tompkins County Cooperative Extension Agency and the Tompkins County Environmental Management Council were conducting informational meetings throughout the county on the control of gypsy moths. It was the consensus of the board to meet with these Agencies at an Adjourned Town Board Meeting to be held on April 20, 1982 at 8:00 P.M. On motion, meeting adjourned 11:22 P.M. April 13, 1982 The Lansing Town Board met in Regular Session at the Lansing Town Hall on April 13, 1982 at 8:00 P.M. with Supervisor Munson presiding. The Supervisor called the meeting to order having the clerk take the Roll Call. Florence Pinney presented petitions protesting against the "RESOLUTION - APPROVAL OF ESTABLISHMENT OF LANSING WATER DISTRICT #5, TOWN OF LANSING," and requesting a referendum vote upon said Resolution. Ms. Pinney made the following'statement: "I have a petition signed by 412 people who are real property owners within the boundaries of the Lansing Water District #5. These signatures represent people who do not want the water district to be formed. We would hope that the Lansing Town Board will begin to represent the people who have elected them and begin to represent our needs and interests. The petition calls for a permissive referendum to be held within forty days of this date. The referendum is a democratic vote of the people who are being asked to pay for the new water district. We would hope that the members of the board will pay attention to the outcome of the referendum vote and begin to lead Lansing in the direction that the residents of this town want." (continued)
