Supervisor Munson discussed the Tompkins County Community Hospital
Corporation.
AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, that General Fund bills #23 through #64 totalling $16,461.94
and Highway Fund bills #19 through #46 totalling $43,957.97 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

• WHEREAS, a Public Hearing has been held on February 23, 1982 at 8:00 P.M.
in the evening thereof on Proposed Local Law #1 - 1982, which sets forth
rules and regulations on fire prevention in various buildings and structures
throughout the Town, and
WHEREAS, no one appeared objecting to the rules and regulations outlined
in the proposed Local Lava, now therefore be it
RESOLVED, that said Local Law #1 - 1982 entitled TOWN OF LANSING FIRE
PREVENTION,CODE be and the same is hereby declared duly adopted.

Supervisor Munson reported on the Hearing held February 18th in Syracuse,
New York concerning the New York State Fire Prevention Code.
Town Historian, Louise Bement, will be presenting her newly published book
at the Lansing Retirement Home on March 13th from 2:00 to 4:00 P.M.
Engineer T.G. Miller presented a proposal for the formation of Water
District No. 5. A map, plan, report and financing of the proposed public water
system was thoroughly examined and discussed by the board members. It was
the consensus of the board that a Public Hearing should be scheduled and the
following resolution was offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, that the Town Board of the Town of Lansing shall hold a Public
Hearing at the Lansing High School, Room 101 on the 18th day of March 1982
at 8:00 P.M. in the evening thereof to consider map, plan and report on
proposed Water District No. 5. Said Order of Public Hearing attached hereto
and made a part thereof.

The Lansing Town Board met in an Adjourned Meeting on February 27, 1982
at 9:00 A.M. for the purpose of auditing the Town Officer's books for the
year 1981 and act on any other business that may come before said board.

the 1981 audit of the Town Officer's books was conducted. Upon completion
of the audit the following resolution was offered:

RESOLVED, that this board reviewed the Receipts, Disbursements and
Balances of the Town Officer's accounts, with the exception of Town Justice

ORDER OF TOWN BOARD
SPECIFYING TIME AND PLACE OF
PUBLIC HEARING ON ESTABLISHMENT
OF LANSING WATER DISTRICT NO. 5
At a meeting of the Town Board of the Town of Lansing
held at the Town Hall in the Town of Lansing, Tompkins County,
New York, on the 23rd'day of February, 1982, at 8 o'clock p.m.,
present.

In the matter of,the establishment of Lansing Water
District No. 5, the Town of Lansing, County of Tompkins, State of
New York, pursuant to Article 12 -A of the Town Law.
WHEREAS a map, plan and report have been prepared in
such manner and in such detail as has heretofore been determined
by the Town Board of Lansing, relating to the establishment of a
proposed water district in'the southern area of the town; and
WHEREAS such map, plan and report have been duly filed
in the Town Clerk's Office in said Town, and
WHEREAS said map, plan and report were prepared by T.G.
Miller, P.C., and Associates, Engineers and Surveyors, Ithaca,
New York, duly licensed by the State of New York, showing the
boundaries of the proposed district, and a general plan of the
water system, and a report of the proposed method of operation;
and
WHEREAS said map shows the.proposed water district,
water mains, proposed pumping station, and site,.including plans,
specifications.; -and ea'sements,.to be. acquired; and

WHEREAS the boundaries of the proposed district are
described in Exhibit "A" attached hereto and made a part hereof;
and
No. 4.
WHEREAS the improvements proposed are as follows:
1. An interconnection to Lansing Water District
2 -. A one million gallon storage tank near Village
Circle South, with necessary water main and appurtances.connecti
Water District No. 4.main with the storage tank; and
WHEREAS the method of operation will be water. drawn
from the Southern Cayuga Lake Intermunicipal Water System - Bolt
Point System by means of a connection to the Lansing Water
District No. 4 in•order to receive an adequate supply of treated
water which will be stored in the tank to be constructed near
Village Circle South. The new tank and connecting main, together
with the water main connecting the pumping station now being
constructed by Water Distript No. 4 will provide the basic compo-
nents above outlined for.service to Lansing Water District Nos.
4 and 5. This system may-later be expanded by construction of
additional water mains throughout Water.,District No. 5; and
WHEREAS the proposed method of financing the cost of
said improvements aforementioned consists of issuance of Serial
Bonds of the Town of Lansing to mature in annual installments for
.a period' not ,exceeding. 30 years., payable -.in the first instance
from assessments levied by the Town Board in proportion as nearly
as may be to the.benefit which each lot or parcel will derive
therefrom; and
WHEREAS the,maximum. amount proposed to be expended.for
the improvements aforementioned and for the acquisition of

necessary lands and easements is Six Hundred Thousand Dollars
($600,000.00). (It is anticipated that this amount may be funded
in part by a grant from FmHA;- ARC in the amount of Three Hundred
Thirty -Seven Thousand Five'Hundred Dollars ($337,500.00) leaving
a net amount to-be raised by the District of Two Hundred Sixty -
Two Thousand Five" 'Hundred; :Dollars ($262,500.00)),o and
WHEREAS-said map, plait and report describing said
improvements are on file in the Town Clerk's Office for public

nspection;
NOW, on motion of Margaret McElwee, seconded by
George Stevens, it is
HEREBY ORDERED that the Town Board of the Town of
Lansing shall hold a public hearing at the Lansing High School,
room 101, in said Town of Lansing on the 18th.day of March, 1982,
at 8,o' clock p.m. on, that day to consider said map, plan and
report and to hear all persons interested in the subject thereof
concerning the same, and to take such action thereon as is
required or authorized by law.

The adoption of the foregoing Order was duly put to a
vote and upon call the vote was as follows:
