Mr. J. David Huxford, Representative for Roberts Gordon Appliance Corporation,
appeared before the board and presented slides on Co- Ray -Vac infrared radiant
heating which he was proposing for the Highway Garage, Mr. Huxford and Members
of the Town Board discussed the energy conservation and dollar savings by heating
with the infra red system. Mr. Huxford will submit cost data to the Town Board
for consideration and review.
MOTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Munson to adopt Order that Lansing Water District #4 be established in the
Town of Lansing as described in the Order of the State Comptroller. Said Order
and action taken on same are attached hereto and made a part thereof.
On motion, meeting adjourned 10:35 P.M.
On February 9, 1982 at 10:00 A.M. at the Lansing Town Hall, bids were
publicly opened for one new Roadside Tractor.and Mower and for the placement
of bituninous material 2" thick on approximately 22,111 square yards of roads
and parking lots at the Town of Lansing Park, as advertised. Bids as follows.

The Lansing Town Board met in Regular Session at the Lansing Town Hall
on February 9, 1982 at 8:00 P.M. with Supervisor Munson presiding.

The Supervisor called the meeting to order having the Clerk take the
Roll Call.
Highway Superintendent Sharpsteen discussed a letter received from the
New York State Department of Transportation requesting the status of
Woodsedge Drive. Discussion held by the board, following resolution
offered:

RESOLVED, that Woodsedge Drive be and the same hereby is accepted as a
Town Road, and be if further
RESOLVED, that the Highway Superintendent be and he hereby is authorized
to execute the permit application for construction of the Town Road connection
to the State Highway. Unanimously carried
The Town Board reviewed the bids received on-February 9, 1982 for one new
Roadside Tractor and Mower as advertised according to law. Following resolu-
tion offered:
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by

WHEREAS, the Highway Superintendent has duly advertised for bids for one
new Roadside Tractor and Mower, and
WHEREAS, Arsenault's Tractor Sales, Inc. of Brooktondale, N.Y. was the
only bidder with a total cost of $13,818.00, now therefore be it
RESOLVED, that the aforesaid bid be and hereby is accepted and the
Town Highway Superintendent be authorized and directed to complete the trans-
action on behalf of the Town.

A copy of the minutes of December 8 and December 29, 1981 having been
furnished to the members of the town board beforehand, the Supervisor asked
for a motion to propose corrections of errors or to accept same as submitted.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the minutes as submitted by the clerk be approved.

Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Letter received stating that the New York State Department of State,
Office of Fire Prevention and Control will be holding a public hearing in
Syracuse on February 17th on the proposed Fire Safety Standards in Areas
of Public Assembly, as established through the Uniform Code Act. Super-
visor Munson informed the board that he would attend said public hearing.
Members of the Town Board discussed and reviewed the Local Lav: they
were proposing in order to adopt a Fire Prevention Code for the Town of
Lansing. All provisions having been carefully considered, the following
resolution was offered:
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on the 23rd day of February 1982 at 8:00 P.M. to consider a pro-
posed Local Law entitled "TOWN OF LANSING FIRE PREVENTION CODE."

Discussion was held on the progress of Proposed Water District #5.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded
by Mr. Emmick:
RESOLUTION AUTHORIZING THE CONSTRUCTION OF A WATER DISTRIBUTION
SYSTEM IN AND FOR LANSING WATER DISTRICT N0, 4 OF THE TOWN OF
LANSING, TOMPKINS COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST
OF $400,000.00, AND AUTHORIZING THE ISSUANCE OF $400,000400
SERIAL BONDS OF SAID TOWN TO PAY THE COST THEREOF.
Said resolution and action taken on same are attached hereto and
made a part thereof.
A general discussion was held on the Town Hall Annex in regard to
its use, fees etc. It was the consensus of the board that a Youth
Representative should be appointed to serve on the Annex Board of
Directors.
Councilman Emmick reported on the Tompkins County T.V. Franchise
Commission meeting and Highway Garage heating problems. Mr. Emmick also
stated that a Representative of the Tompkins County Federal Credit Union
would be meeting in the near future, with Lansing employees to discuss
membership,

at 8:00 o'clock P.N., Prevailing Time.
The meeting was called to order by Philip Munson , and upon

BOND RESOLUTION DATED FEBRUARY 9, 1982.,
A RESOLUTION AUTHORIZING THE CONSTRUCTION OF A WATER
DISTRIBUTION SYSTEM IN AND FOR LANSING WATER DISTRICT N0. 4 OF
THE TOWN OF LANSING, TOMPKINS COUNTY, NEW YORK, AT A LAXIMUM
ESTIMATED COST OF $400,000, AND AUTHORIZING- THE ISSUANCE OF
$400,000 SERIAL BONDS OF SAID TOWN TO PAY THE COST THEREOF.
WHEREAS, pursuant to proceedings heretofore had and taken in
accordance With the provisions of Article 12 -A of the Town Law, and
more particularly an order dated January 26, 1982, the Town Board of
the Town of Lansing, Tompkins County, New York, has established
Lansing Water District No. 4 of the Town of Lansing; and
WHEREAS, it is now desired to authorize the construction of a
water distribution system in and for said Lansing Water District No.
.4 of the Torn of Lansing and to provide -for --the financing thereof;
NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Lansing, Tompkins
County, New York, as follows:
Section 1. The construction of a water distribution system in and
for Lansing Water District No. 4 of the Town of Lansing, Tompkins
County, New York, as more fully described in the aforesaid
proceedings, at a maximum estimated cost of $400,000 is hereby
authorized.
Section 2. The maximum estimated cost of such specific object or
purpose is $400,000, and the plan for the financing thereof is by the
issuance of the $400,000 serial bonds of said Town hereby authorized
to be issued pursuant to the provisions of the Local Finance Law.

Further details pertaining to said bonds will be prescribed in a
further resolution or resolutions of this Town Board.
Section 3. It is hereby determined that the period of probable
usefulness of the aforesaid specific object or purpose is thirty
years, pursuant to subdivision 1 of paragraph a of Section 11000 of
the Local Finance Law. It is hereby further determined that the
maximum maturity of the serial bonds herein authorized will exceed
five years.
Section 4. Subject to the provisions of the Local Finance Law,
the power to authorize the issuance of and to sell bond anticipation
notes in anticipation of the issuance and sale of the serial bonds
herein authorized, including renewals of such notes, is hereby
delegated to the Supervisor, the chief fiscal officer. Such notes
shall be of such terms, form and contents, and shall be sold in such
manner, as may be prescribed by said Supervisor, consistent with the
provisions of the Local Finance Law,
Section 5. The faith and credit of said Town of Lansing,
Tompkins County, New York, are hereby irrevocably pledged to the
payment of the principal of and interest on such bonds as the same
respectively become due and payable. There shall be annually
apportioned and assessed upon the several lots and parcels of land
within said Extension which the Town shall determine and specify to
be especially benefited by the improvement, an amount sufficient to
pay the principal and interest on said bonds as the same become due,
but if not paid from such source, all the taxable real property in
said Town shall be subject to the levy of ad valorem taxes without

limitation as to rate or amount sufficient to pay the principal of
and interest on said bonds as the same shall become due.
Section 6. The validity of such bonds and bond anticipation notes
may be contested only if:
1) Such obligations are authorized for an object or purpose for
which said Town is not authorized to expend money, or
2) The provisions of law which should be complied with at the date
of publication of this resolution are not substantially complied
with,
and an action, suit or proceeding contesting such validity is
commenced within twenty days after the date of such publication, or
.3) Such obligations are authorized in violation of the provisions of
the Constitution.
Section 7. This resolution, which takes effect immediately, shall
be published in full in The .Ithaca .Journal the
official newspaper, together with a notice of the Town Clerk in
substantially the form provided in Section 81900 of the Local Finance
Lawo.

at 8:00 P.M. to conduct a Public Hearing on a proposed Local Law entitled
TOWN OF LANSING FIRE PREVENTION CODE and to act on any other business that
may come before said board.

Hearing in the matter of the proposed Local Law entitled TOWN OF LANSING
FIRE PREVENTION CODE was called to order at 8:00 P.M. by Supervisor Munson.
Town Board members and persons present discussed the proposed Local Law
concerning the Lansing Fire Prevention Code.
No one appeared voicing any objection to the proposed Local Law entitled
Town of Lansing Fire Prevention Code as presented and all persons desiring to
be heard, having been heard, the Public Hearing was terminated at 8:15 P.M.
The Town Board reviewed the Public Hearing on proposed Local Law #1 for
the year 1982 entitled Town of Lansing Fire Prevention Code and the following
resolution was offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
• WHEREAS, a Public Hearing has been held on February 23, 1982 at 8:00 P.M.
in the evening thereof on Proposed Local Law #1 - 1982, which sets forth
rules and regulations on fire prevention in various buildings and structures
throughout the Town, and
WHEREAS, no one appeared objecting to the rules and regulations outlined
in the proposed Local Law, now therefore be it
