AUDIT RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that General Fund bills #1 through #22 totalling $16,515.89
and Highway Fund bills #1 through #18 totalling $12,677.19be and the same are
hereby approved for payment, and be it further
RE 'SOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

The Lansing Town Board met in an Adjourned Meeting on January 19, 1982
at 8:00 P.M. for the purpose of reviewing the New York State Fire Prevention
Code and act on any other business that may come before said board.

Visitor: Lansing Fire Chief Donald Campbell.
The Deputy Supervisor, Margaret McElwee, called the meeting to order
at 8:00 P.M. having the clerk take the Roll Call.
Deputy Supervisor McElwee requested Councilman Louis Emmick to chair
the review and discussion pertaining to the rules and regulations of the
New York State Fire Prevention Code. The Code was reviewed and discussed
thoroughly by the Members of the Town Board and Fire Chief Donald Campbell
in regard to general provisions, property, materials and fire safety
practice. No. action was taken by the board at this time.
On motion, meeting adjourned to January 26, 1982 at 8:00 P.M.

IN THE MATTER OF THE ESTABLISHMENT
OF LANSING WATER DISTRICT NO. 4
IN THE TOWN OF' LANSING,
COUNTY OF TOMPKINS, STATE OF NEW YORK
A Resolution having been duly adopted by the Town
Board of the Town of Lansing on the 9th day of June, 1981,
directinq the Town engineer to supervise the preparation of a
map, plan and report for,providing the facilities, improvements
and services in a portion of the Town of Lansing, wherein a
proposed Lansing'Water District No. 4, hereinafter described,
was proposed to be established, and said map, plan and report
having been duly filed in the office of the Town Clerk on the
8th day of September, 1981, reciting the description of the
boundaries of the proposed district, the maximum amount proposed
to be expended for the improvement, the proposed method of
financing to be employed, the fact that a plan, map and .\report
describing the same are on fii.;.N in the Town Clerk's office for
public inspection, and specifying that the Town Board would
meet at the Town Hall, Town of Lansing, Tompkins County, New
York on the 29th day of September, 1981, at 8:00 o'clock p.m.
on the evening of said day, for the purpose of conducting a

all persons interested in the subject thereof concerning the
same, and a hearing having been duly held by said Board at the
aforesaid time and place, and it having been duly resolved and
determined following such hearing that the notice of hearing
was published and posted as required by law and otherwise

sufficient, that all the property and property owners within
the proposed district were benefited th ereby, that all property
and property owners benefited were included within the limits
of the proposed district, and that it was in the public interest
to grant in whole the relief sought, and it having been then,
and there further duly resolved that the establishment of such
district as proposed be approved, subject to permissive
referendum in the matter provided in Article % of the Town Law,
and a certificate of the Town Clerk having been filed pursuant
to Subdivision 4 of Section 209(e) of the Town Law, certifying
that no petition was filed requesting such a referendum, and
application having been thereafter duly made in duplicate to the
State Department of Audit and Control in Albany, New York, for
permission to create such district as more fully provided for
by Town Law Section 209(f), and the State Comptroller having
duly made an Order in duplicate dated January 25, 1982, granting
permission for the creation of a district in all respects as
petitioned for and approved by -the Town Board as aforesaid;
and one copy of such Order having been duly filed in the office
of the State Department of Audit and Control in Albany, New
York, and the other in the office of the Town Clerk of the
Town of Lansing, and the Town Clerk having duly presented such
Order to the Town Board at this meeting, being its first meeting
held after the Order was filed with him; it is hereby
ORDERED, that Lansing Water District No. 4 be
established in the Town of Lansing, Tompkins County, New York,
as described in the Order of the State Comptroller, to be
designated as Lansing Water District No. 4 of the Town of

Lansing and to be of the following description and boundaries,
to wit:
ALL THAT TRACT OR PARCEL of land situate in the
Town of Lansing, County of Tompkins, State of New York, bounded
and described as follows: Commencing at a point marking the east
corner of premises owned by Borg - Warner Corporation; running the
north 80° 52' 20" west- along the boundary line between the
Village of Lansing and the Town of Lansing, a total distance
of 2,524 feet to an iron pipe set in the easterly line of
premises owned by Miller (Book 248 of Deeds at page 471),
running thence north 7° 11' 17" east along the east line of
the Miller premises a total distance of 554.42 feet to an iron
pipe; running thence north 220 48' 43" west a distance of 99.5
feet along the Miller premises to an iron pipe; running thence
north 71 11' 17" east a distance of 188.36 feet along the
east line of the Miller premises to an iron pipe; running thence
north 811 38' 58" west along a north line of Miller a total
distance of 516.81 feet to the center line of Bush Lane;
running thence north 7° 13' 57" east along the center line of
Bush Lane a total distance of 741.65 feet to the southwest
corner of premises owned by Loomis (Book 488 of Deeds at page
630); running thence north 851 55' 27" east a total distance
along the southerly :Line ul: uwned by Loomis of 214.45
feet to an iron pipe; running thence north 7° 20' 6" east
along the east line of Loomis a distance of 157.9 feet to an
iron pipe; running thence north 820 39' 54" west a distance
along the north line of Loomis a distance of 210 feet to the
center line of Bush Lane; running thence north 7° 32' 50" east

to the center line of Cherry Road; running thence south 79° 47'
1" east along the center line of Cherry Road a distance of
623.34 feet to a point marking a northeast corner of premises
owned by Borg - Warner Corporation; running thence south 5° 18' 23"
west along the east line of the Borg - Warner Corporation
premises a distance of 398.76 feet to an iron pipe; running
thence south 461 15' 37" east 1,778.5 feet to an iron pipe;
running thence south 9° 38' 3" west a distance of 64.6 feet
to an iron pipe; running thence south 480 20' 4" east 951.8
feet to the point or place of beginning. (For a more parti-
cular description of the above described premises reference
is made to "Survey Map Industrial Park Site Located West of
Warren Road, Town of Lansing, Tompkins Co., N.Y." dated May 14,
1973, made by Thomas G. Miller, Engineer and Surveyor, Ithaca,

AND IT IS FURTHER, ORDERED, that the following
improvements in said district be constructed upon the required
funds being made available or provided for including the
proposed pumping station, water mains, and site to be acquired,
including the proposed interconnection to the Southern Cayuga
Lake Inter_municipal Water Supply System and necessary easements,
and it is further
ORDERED, that the proposed improvements, including
cost of rights -of -way, real property, construction costs,
legal fees, and other expenses shall be financed as follows:
by issuance of Serial Bonds of said Town to mature in such
number of annual installments not including 30 years, as may

hereafter be determined by the Town Board of Lansing, payable
in the first instance from assessments levied by the Town Board
in proportion as nearly as may be to the benefit with which each
lot or other parcel within the district will derive therefrom,
and it is further
ORDERED, that the Town Clerk of the Town of Lansing
is hereby authorized and directed to cause a certified copy
of this Order to be duly recorded in -the office of the Clerk
of Tompkins County in which the Town of Lansing is located within
10 days after the adoption of this Order, and it is further
ORDERED, that the Town Clerk is hereby authorized and
directed -to file a certified copy of this Order in the Office
of the State Department of Audit and Control, Albany, New York,
within 10 days after the adoption of this Order.

Mr. J. David Huxford, Representative for Roberts Gordon Appliance Corporation,
appeared before the board and presented slides on Co- Ray -Vac infrared radiant
heating which he was proposing for the Highway Garage. Mr. Huxford and Members
of the Town Board discussed the energy conservation and dollar savings by heating
with the infra red system. Mr. Huxford will submit cost data to the Town Board
for consideration and review.
MOTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Munson to adopt Order that Lansing Water District #4 be established in the
Town of Lansing as described in the Order of the State Comptroller. Said Order
and action taken on same are attached hereto and made a part thereof.
On motion, meeting adjourned 10:35 P.M.
