The Lansing Town Board met in Regular Session at the Lansing Town Hall
on January 12, 1982 at 8:00 P.M. with Supervisor Munson presiding.

The Supervisor called the meeting to order having the Clerk take the
Roll Call.
Fred Lechner appeared before the board to discuss the Town Hall Annex.
Mr. Lechner reviewed the history of the building, renovation work completed
and /or in progress as of November 30, 1981 and renovation work the Lions
Club plans to do. Special Mention was given for the efforts donated by
individuals and organizations for renovating the Grange Hall into a Commun-
ity Center. Discussion was held in regard to fee charges for use of the
building.
Engineer T.G. Miller and Chairman of the Lansing Water and Sewer
Committee, Raymond McElwee, presented a map of proposed Water District #5.
The study being made of said proposed Water District #5 was reviewed and
discussed.

D.H. Smith Co. of Clayville, New York, in the amount of $79,620.97
for the pumping station construction for Lansing Water District No. 4
immediately on receipt of approval of the District by the New York State
Department of Audit and Control.

Letter received from the Association of Towns concerning principal
events and sessions planned for 1982 Annual Meeting to be held in New York
City, February 14th -17th, 1982.
Highway Supt. Sharpsteen discussed advertising for bids for a road-
side mower. It was the consensus of the board that a roadside mower should
be put up for bids.

RESOLVED, that the Supervisor be and he hereby is authorized to execute the
documents, on behalf of the town, to amend Town of Lansing Park - Project 36 -0073,
for the purpose of change project period from: 6/5/79 - 12/31/81 to: 6/5/79 - 12/31/820

RESOLVED, that this board hereby requests the County of Tompkins for
advanced funding assistance for USEPA Step 1 Wastewater Facility Planning
Study (C 36- 1282- 01 -0), it being understood that the County will.advance funds
up to a maximum of $80,000.00, with the expectation that the County will be reim-
bursed $10,000.00 of said amount should the Town construct any project resulting
from the study, and be it further

• directed to execute the acceptance of the Project Offer on behalf of the Town
of Lansing.

The Supervisor advised the board that the 1982 Reorganization Resolutions
would be acted upon at this time.

RESOLVED, that the Supervisor be authorized and directed to have the town
records and Justice records audited by the Town Board and file his report under
(Town Law 181 (3). Carried

Sec. 3 -302 of the New York State Election Law. Carried

RESOLVED, that Philip Munson, Supervisor, be authorized and directed to
duly execute application for permit to maintain and operate public bathing beach
for the year 1982. Carried
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Stevens:
WHEREAS, it is the intention of the Town Board of the Town of Lansing to
establish Youth Recreation and Service Projects, and
WHEREAS, the Town Board of the Town of Lansing is about to submit applications
for such projects for the year 1983 to the New York State Division for Youth
for its approval, reimbursement of funds expended on such projects, now therefore
be it
RESOLVED, that such applications are in all respects approved and Philip
Munson, Supervisor, is hereby directed and authorized to duly execute and to
present said applications to the N.Y.S. Division for Youth for approval.
Section 2. This resolution shall take effect immediately.

and directed to duly execute application to the New York State Programs for the
Aging for its approval and reimbursement of funds of said project for the year 1983.

RESOLVED, that the Supervisor, in lieu of preparing his financial report
under (Town Law §29 (10) shall submit to the Town Clerk by March 1, 1982, a copy

RESOLVED, that the Supervisor is hereby authorized to purchase Certificates
of Deposits with town monies at his discretion. Carried

RESOLVED, that the regular highway employees of the Lansing Highway Department,
by Agreement, have been given, effective January 1, 1982, a 45¢ an hour increase.

Above information is based on official "State Comptroller" monthly reports.
A reduction in total completed cases is for the most part due to two
"pre- plea" alternatives, namely 1) DWI TURNING POINT PROGRAM (holds completion
up months in some cases, 2) DIVERSION PROGRAM - which holds some cases from
six weeks to six months. However, both programs are well worth the time, the
defendant gains by taking them, society often finds special problems early and
thus gains by their correction.

Code and act on any other business that may come before said board.

Visitor: Lansing Fire Chief Donald Campbell.
The Deputy Supervisor, Margaret McElwee, called the meeting to order
at 8:00 P.M. having the clerk take the Roll Ca11,
Deputy Supervisor McElwee requested Councilman Louis Emmick to chair
the review and discussion pertaining to the rules and regulations of the
New York State Fire Prevention Code. The Code was reviewed and discussed
thoroughly by the Members of the Town Board and Fire Chief Donald Campbell
in regard to general provisions, property, materials and fire safety
practice. No. action was taken by the board at this time.
