NOTICE OF HEARING ON PRE-
LIMINARY BUDGET FOR THE
TOWN OF LANSING FOR THE
YEAR 1982
NOTICE IS HEREBY GIVEN,
that the preliminary budget of the
Town of Lansing, TompkinsCoun-
ty, New York for the fiscal year
beginning January 1, 1982, has
been completed and filed in the
office of the Town Clerk of said
Town, where it is available for
inspection of any interested per-
sons at all reasonable hours.
AND FURTHER NOTICE IS
HEBY GIVEN, that the Town
Board of said Town of Lansing
will meet and review said pre-
liminary budget and hold a Public
Hearing thereon at the Lansing
Town Hall, Lansing, New York at
8:00 P.M� on the 5th day of Novem-
ber 1981, and that at such hearing
any persons may be heard in
favor of or against the pre-
liminary budget as compiled or
for or against any item or items
therein contained.
AND FURTHER NOTICE IS
HEREBY GIVEN, pursuant to
Section 108 of the Town Law, that
the following are proposed yearly
salaries of town officers of this
town:
Supervisor - S6,000.00; Coun-
cilman (4) at $2,500.00 each -
S10,000.00; Town Clerk 8, Re-
ceiver of Taxes - $16,827.00; High-
way Superintendent - $20,352.00.

SPECIAL DISTRICTS
PLEASE TAKE NOTICE that'
the Town Board of the Town of
Lansing has prepared the
Assessment Rolls of parcels of
land included in Lansing Water
District No. 2 and Sewer District
No. 2, and. has apportioned and
assessed upon such parcels of
land in proportion to the amount
of benefits the improvements
shall confer upon the same, the
cost chargeable to said districts in
connection with the construction
of the public water and sewer
systems therein which are pay-
able in the year 1982 and therefore
pursuant to Section. 239 of the
Town Law, the said Town Board
shall hold a Public Hearing at the
Lansing Town Hall, Lansing, New
York on the 5th day. of November
1981 at 8:30 P.M. in the evening
thereof, to hear and consider any
objections which may be made to
said Rolls.

ENUE SHARING FUNDS
Please take notice that the
Town Board of the Town of Lans-
ing will hold a Public Hearing at
the Lansing Town Hall, Lansing,
New York on the 5th day of No-
vember 1981 at 8:45�P.M. on pro-
posed uses of Federal Revenue
Sharing Funds for the calendar
year of 1982. Proposed uses for
Federal Revenue Sharing Funds
is Park Projects, Youth Projects
and Highway Projects. Any mem-
ber of the public has a right to
provide written and oral com-
ments on the entire budget and
ask questions concerning the rela-
tionship of revenue sharing to the
rest of the budget. A copy of the
entire budget proposed for adop-
tion will be available for public
inspection at the Lansinq Town
Hall, Lansing, New York.

The Lansing Town Board met on November 5, 1981 to conduct Public Hearings
on the Preliminary Budget, Special District Tax Rolls and Proposed Uses of
Federal Revenue Sharing Funds for the calendar year of 1982. Said Hearings held
at the Lansing Town Hall at 8:00 P.M. with Supervisor Munson presiding.

Visitors: Deputy Clerk Wanda Brink, Carol Willard, Karen French and several
Members of Webelos Den of Pack #48 Cub Scouts.
The Supervisor called the meeting to order at 8:00 P.M. having the clerk
take the Roll Call.
Proof of Notice having been furnished, the Supervisor adivsed the board
that the Public Hearing was now open on the Preliminary Budget for the year 1982,
as called by the Town Board and so advertised in the Ithaca Journal and posted
according to Town Law 108.
The persons present were each presented a copy of the 1982 General and
Highway Fund Preliminary Budgets and a. copy of the Maintenance and Operation
Budget for Water District #2. The budgets was reviewed by the board and persons
present.
Carol Willard and Karen French commented on the Youth Services Budget in
relation to the Lansing Family Forum.
All persons desiring to be heard, having been heard and no objections made
to said Preliminary Budgets, the Public Hearing on the Preliminary Budgets was
terminated at 8:20 P.M.

comments made to said rolls, the Hearing on the Special Districts was terminated
at 8 :40 P.M.
Proof of Notice having been furnished by the Clerk, the Public Hearing on
Proposed Uses of Federal Revenue Sharing Funds for the calendar year of 1982
was called to order by Supervisor Munson at 8:45 P.M., as advertised in the
Ithaca Journal and posted according to law.
Supervisor Munson stated that proposed uses of Federal Revenue Sharing Funds
for the calendar year of 1982 would include Park Projects, Youth Projects and
Highway Projects. The amounts proposed to be allocated to the various projects
were reviewed.
All persons desiring to be heard, having been heard, and no objections made
to said proposed uses of Federal Revenue Sharing Funds, the Hearing was terminated
at 8 :55 P.M.
The Town Board Members discussed the Public Hearings just held, following
resolutions were then offered:
RESOLUTION ADOPTING GENERAL FUND BUDGET offered by Mr..Emmick, who moved
its adoption, seconded by Mr. Stevens:
WHEREAS, this Town Board has met at the time and place specified in the
notice of Public Hearing on the General Fund Preliminary Budget and heard all
persons desiring to be heard thereon; now therefore be it
RESOLVED, that this Town Board does hereby adopt such General Fund Prelimin-
ary Budget as originally compiled, as the annual budget of this Town for the
fiscal year beginning on the 1st day of January 1982, and that such budget as so
adopted be entered in detail in the minutes of the proceedings of this Town Board,
and be it
FURTHER RESOLVED, that the Town Clerk of this Town shall prepare and certify
in duplicate, copies of said annual budget as adopted by this Town Board, together
with the estimates, if any adopted pursuant to Section 202 -a, subd. 2 of the Town
Law and deliver one copy thereof to the Supervisor of this Town to be presented
by him to the Board of Representatives of this County.

RESOLUTION ADOPTING HIGHWAY FUND BUDGET offered by Mr. Hilliard, who moved
its adoption, seconded by Mr. Stevens:
WHEREAS, this Town Board has met at the time and place specified in the notice
of Public Hearing on the Highway Fund Preliminary Budget and heard all persons
desiring to heard thereon; now therefore be it
RESOLVED, that this Town Board does hereby adopt such Highway Fund Prelimin-
ary-Budget as originally compiled, as the annual budget of this Town for the fiscal
year beginning on the 1st day of January 1982, and that such budget as so adopted
be entered in detail in the minutes of the proceedings of this Town Board, and be
it
FURTHER RESOLVED, that the Town Clerk of this Town shall prepare and certify
in duplicate, copies of said annual budget as adopted by this Town Board, together
with the estimates, if any, adopted pursuant to Section 202 -a, subd. 2, of the

RESOLUTION ADOPTING McKINNEY WATER DISTRICT BUDGET, offered by Mr. Stevens,
who moved its adoption, seconded by Mr. Emmick:
RESOLVED, that the McKinney Water District budget for the year 1982 in the
amount of $1,025.57 be and the same hereby is adopted and approved and the tax
rate for said budget is $ .786 per thousand of assessed valuation is hereby
adopted and approved.

RESOLVED, that the Ludlowville Light District budget for the year 1982 in
the amount of $750.00 be and the same hereby is adopted and approved and the tax
rate for said budget is $ .405 per thousand of assessed valuation is hereby
adopted and approved.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Maintenance & Operation Budget for the year 1982 for
Water District #2 be accepted and said water rate schedule for metered water
consumed shall be fixed in accordance to sufficiently cover the maintenance and
operation budget cost of said district:
WATER RATE SCHEDULE FOR WATER DISTRICT #2.
Minimum Per Quarter (20,000 gal. allowed) $15.00
Next 5,000 gal per Qtr. @ 75� per 1,000 gal.
Next 50,000 gal. per Qtr. @ 65� per 1,000 gal.
Next 675,000 gal. per Qtr. @ 50¢ per 1,000 gal.
Next 750,000 gal. per Qtr. @ 35¢ per 1,000 gal., and be it further
RESOLVED, that the aforesaid schedule shall apply to every apartment or
trailer unit fed from a single meter. For example, if ten apartment units or
trailer units are fed by a single meter, the total meter charge shall be computed
as follows: divide the total meter reading by ten, equals the gallons of water
per equivalent unit. The water charge per equivalent unit is computed by mul-
tiplying the number of gallons per equivalent unit by water rate schedule. The
total water rate charge is computed by multiplying the equivalent unit charge by

WHEREAS, the Tompkins County Division of Assessment filed an Assessment
Roll for the Town of Lansing Water District #2 on and before September 15, 1981, and
WHEREAS, after proper notice a Public Hearing was held on November 5, 1981,
and all persons desiring to be heard, having been heard and no one appearing
objecting to said Water District #2 Assessment Roll, now therefore be it

RESOLVED, that the Assessment Roll as prepared be filed for Lansing Water
District #2 and the same is hereby approved, affirmed and adopted pursuant to
Section 239 of the Town Law for the year 1982, and be it further
RESOLVED, that the formula used for the basis of extending the Assessment
Roll for Lansing Water District #2 for the year 1982 be:
Assessed Valuation Charge: $ .185 per thousand on land and buildings.
Unit Charge: $6.43 per living unit or equivalent where water is considered
available, and the same is hereby affirmed and adopted by the
Town Board.

for the calendar year of 1982, now therefore be it
• RESOLVED, that the Town Board of the Town of Lansing has duly adopted its
budget for the year 1982 which includes Federal Revenue Sharing Funds appropriated
for various projects for the year 1982, be and the same are hereby appropriated
and approved as follows:
