RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, by the Town Board of the Town of Lansing that Records Retention
and Disposition Schedule No. 19 -TC -1 issued pursuant to Part 185, Title 8 of the
Official Compilation of Codes, Rules, and Regulations of the State of New York
and containing minimum legal retention periods for town records, is hereby adopted
for use by the Town Clerk of this town;
FURTHER RESOLVED, that this Board hereby authorizes the disposition of records
in accordance with the minimum legal retention periods set forth in Records Reten-
tion and Disposition Schedule No. 19 -TC -1;
FURTHER RESOLVED, that the Town Clerk be, and hereby is, directed to furnish
a certified copy of this Resolution to the Commissioner of Education.

Eric J. Trotter, Superintendent of the Lansing Parks recommended the Town
Board consider adopting an Ordinance setting forth the Rules and Regulations
for persons using the Lansing Marina. The proposed Ordinance was reviewed by
the board and the following resolution offered:

RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on June 9, 1981 at 8:00 P.M. at the Lansing Town Hall to consider a
proposed Ordinance setting forth the Rules and Regulations, penalties for
violating same, for persons using the Lansing Marina in the Town of Lansing.

The Lansing Town Board met in Regular Session at the Lansing Town Hall on
June 9, 1981 at 8:00 P.M. with Supervisor Munson presiding.

The Supervisor called the meeting to order having the clerk take the Roll
Call.
Proof of Notice having been furnished by the Town Clerk, the Public Hearing
on a Proposed Ordinance setting forth Rules and Regulations, penalties for
violating same, for persons using the Lansing Marina in the Town of Lansing, was
called to order at 8:00 P.M. by Supervisor Munson.
No one appeared voicing any objection to the Proposed Ordinance as presented
and all persons desiring to be heard, having been heard, the Public Hearing was
terminated at 8 :10 P.M.
The Town Board reviewed the Public Hearing just held on the proposed Ordin-
ance setting forth Rules and Regulations for persons using the Lansing Marina
and the following resolution was offered:

WHEREAS, a Public Hearing has been held on proposed Ordinance #30 setting

at 8:00 P.M. in the evening thereof, and C

RESOLVED, that said proposed Ordinance be and the same is hereby adopted.

ORDINANCE NO. 30
ORDINANCE of the Town of Lansing, County of Tompkins, State of New York,
setting forth the RULES AND'REGULATIONS FOR PERSONS USING THE LANSING MARINA
in the Town of Lansing.
The Town Board of the Town of Lansing by virtue of the authority vested
in it by law, does hereby ordain and enact as follows.
1. No person shall launch, moor, or tie any boat to or from any park lands
.except in the properly designated areas, and unless granted a permit
from the Town of Lansing.
2. The permit holder agrees to keep his assigned area clean and neat at
all times, and shall store all waste materials in receptacles provided
by the Town.
3. The permit holder shall supply all necessary mooring and "anti- scuff"
equipment, such equipment being subject to the approval of the Super-
intendent of the Town Park.
4. The permit holder shall keep the boat equipped with all of the safety
equipment required by the State of New York and the United States
Coast Guard.
5. Only one boat shall be berthed per slip. Small boats of any type will
be charged slip rental if in the water, or, if on dry land, the appropriate
dry dock fee.
6. Boat trailers may not be stored in the park.
7. No campers of any type may be kept on the park premises except by
special permit.
80 No operation of boats for hire will be permitted without the specific
approval of the Town of Lansing.
9. The permit holder of the slip agrees that at all times free access will
be given to the representatives of the Town of Lansing, State or
Federal officials, for inspection purposes.
10. Any boat having summer dockage must comply with the anti - pollution
law to the extent that toilet's through hull fitting must be removed
and the hole sealed at the time the boat is returned to the water and
and must be kept sealed when in the waterways so designated.
110 A permit holder who changes boats or home address or telephone number
must register the new statistics with the Town of Lansing within ten
days of change.
120 Boats which have not been removed from their assigned slip or storage
area by November 1 of any year, may be removed by the Town of Lansing,
or by order or designee, to a commercial storage operator, unless
written authorization has been obtained for an extended docking from
the Town of Lansing, Any boat, or boat and motor, just removed and
stored may be recovered by the owner upon payment to the Town of
Lansing of all storage and other charges, plus a 20% service charge.
13. Town of Lansing shall have the right to sell at public auction any boat,
motor or accessory not recovered by the owner by July 15th following
such winter storage.
14. Boat slip permits are not transferable. Sale of a boat terminates the
boat slip rental permit for the owner of the boat at the time of sale.
The new owner of a boat must obtain a new permit from the Town for dock-
age. There is no subleasing by an owner of his slip will be permitted.
150 Sailboats must paddle or motor out of the marina and channel entrance.
16. Boats with integral gas tanks are not allowed to gas at the docks.
17. The Town of Lansing will not be responsible for any damage occurring
to boat and/or-its contents, while said boat is in its slip, or on
Town of Lansing park property.

18. The ordinance of the Town of Lansing adopted for the regulation of Town
Parks are, in addition to these rules and regulations, applicable to
the Lansing Marina.
19. Violations and Penalties: Any person, firm, corporation or other viola-
ting any provision of' this ordinance shall be deemed guilty of an offense
and upon conviction thereof shall be subject to a fine not exceeding
$100.00, or to imprisonment not exceeding fifteen days, or both such
fine and imprisonment for each and every violation.
This Ordinance shall be in force and effect upon publication and posting as
required by law.
BY ORDER OF THE TOWN BOARD OF THE TOWN OF LANSING
David Flang, Representative for Energy Shield Systems of Ithaca, appeared
before the board and presented a heat analysis report for the Town Hall Building.
Robert C. Briggs of Ithaca Agency, appeared before the board and presented
an insurance premium quotation for the Town. Mr. Briggs also outlined the
coverages upon which he quoted. is
Mmes. Kilts, Lilley and Garrison, residents residing on Salmon Creek Road,
appeared before the board and discussed inadequate dog control in their area,
speed limit on Salmon Creek Road and questioned the possibility of public water
in Ludlowville.
William Robinson, Recreation Director, discussed the job description sub-
mitted by Tompkins County for the Drop -In Center Coordinator. The County has
classified the position as competitive. Discussion held by the board, follow-
ing resolution offered:
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that the job description of Drop -In Center Coordinator as sub
mitted by Tompkins County be accepted and be it further
RESOLVED, that request be made to Tompkins County to classify said
position as Non- Competitive.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
WHEREAS, Town Highway Superintendent Lloyd Sharpsteen has reviewed and
corrected the Town of Lansing Highway Mileage which was previously reported
as 82.84 miles, and
WHEREAS, after corrections were made,.the present total town highway
mileage is 80.27 miles, now therefore be it
RESOLVED, that the Town Board of the Town of Lansing accepts the total
of 80.27 miles as the total Town Highway Mileage in the Town of Lansing.
Unanimously Carried
Norman. D. Stanton, Ordinance Officer, submitted his monthly report
which was read and reviewed by the board.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded
by Mr. Emmick.
RESOLVED, that the Town Board hereby appropriates a sum not to exceed
$25,000.00 to pay the cost of preparing a general map, plans, and report
for providing the facilities and improvements required for a water district
in the southern part of the Town of Lansing to serve premises owned by
Borg Warner Corporation and adjacent areas in the Town of Lansing. Said
maps, plans, and reports shall be prepared by Thomas G. Miller, under the
supervision of the Town Board, be it further
RESOLVED, that the expense incurred for preparing said maps, plans,
and reports shall be a town charge, but in the event a water district is
hereafter established or extended and the improvements constructed, the
expense shall be deemed to be part of the cost of the particular water
district or extension thereof.

RESOLVED, that $3,612.79 be transferred from Highway Improvement to
Repairs and Improvements Item 1. Carried
Letter received from Gerald E. Wells concerning his insurance proposal
recently presented to the town.
Supervisor Munson discussed the accessibility to the Town Hall for the
physically handicapped. He discussed the cost of wood versus steel.
Mr. Munson to continue research on alternatives.

RESOLVED, that the Town of Lansing continue their insurance coverage through
Ithaca Agency as currently in existence and proposed by Robert C. Briggs, and

RESOLVED, that appreciation be extended to Gerald E. Wells of Becker -Wells
Insurance Agency and Robert C. Briggs of Ithaca Insurance Agency for their
insurance proposals presented to the Town Board.

The town board discussed and reviewed the rates for the N.Y.S. Employees'
Health Insurance Program versus the rates for the Central N.Y. Regionwide Health
Plan. Councilman Stevens voiced concern of restrictions of coverage for pre-
existing conditions should the town transfer its present insurance coverage.
