Due to the lack of a quorum, the Adjourned Meeting scheduled for October 21, 1980 at 8:00 P.M. was adjourned to October 22, 1980 at 8 :00 P.M. October 22, 1980 The Lansing Town Board met in an Adjourned Meeting on October 22, 1980 at 8:00 P.M. to discuss the request of'Morse Chain Corporation for a Building Permit and to consider and act on any other business that may come before said board. Morse Chain Representatives William Wood, Thomas Seamon, Morse Chain Architect Frank Warr, Contractors Henry McGuire, William Yorkey, WTKO Reporter Bruce Ryan and Paul Finger. Supervisor Munson called the meeting to order at 8:00 P.M. requesting the Clerk to take the roll call. A lenghty discussion was held by the Town Board Members and persons attending the meeting in regard to the issuance of a Building Permit by the Town Board to Morse Chain Corp. for their new building being proposed at their site located on Warren Road. Discussion concluded, following resolution offered: RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mrs. McElwee*, 20t) RESOLVED, on recommendation of the Town of Lansing Planning Board, that a Building Permit be issued to Morse Chain, Division of Borg - Warner Corporation for industrial development at its Warren Road site. Such Building Permit to allow immediate site preparation. Foundation work and building erection to be allowed after satisfactory completion of Environmental Inpact Statement. Vote of Town Board . . . J / November 6, 1980 PUBLIC HEARINGS The Lansing Town Board met on November 6, 1980 to conduct Public Hearings on the Preliminary Budget, Special District Tax Rolls and Proposed Uses of Federal Revenue Sharing funds for the calendar year of 1981. Said Hearings held at the Lansing Town Hall at 8:00 P.M..with Supervisor Munson presiding. Hautaniemi, Ms. Lois Flynn, Irene Tyrrell, Jeannine Kirby, Jacoba Baker and Carl Zifchock, The Supervisor called the meeting to order at 8:00 P.M. having the clerk take the Roll Call. Proof of Notice having been furnished, the Supervisor advised the board that the Public Hearing was now open on the Preliminary Budget for the year 1981, as called by the Town Board and so advertised in the Ithaca Journal and posted according to Town Law 1080 (continued) �Y v Continued November 6, 1980 The persons present were each presented a copy >of the 1981 General and Highway Fund Preliminary Budgets and a copy of the Maintenance and Operation Budget for Water District N2. Each item of the budgets was reviewed by the board and persons present. Jacobs Baker spoke on behalf of the Lansing Family Forum. Projects being planned included a drop -in center for_pre- school children which would be held at 11 the Town Hall Annex. Mrs. Baker also'stated that the Forum were applying for State Division of Youth funds in the amount of $19375.00. Several persons spoke against the new budget item entitled "Youth Services" which would help sponsor the Family Forum projects. All persons desiring to be heard, having been heard, the Public Hearing on the Preliminary Budgets was terminated at 8:45 P.M. Proof of Notice having been furnished by the Clerk, the Public Hearing on the Special Districts, Lansing Water District #2 and Lansing Sewer District N2 was called to order by Supervisor Munson at 8 :45 P.M., as advertised in the Ithaca Journal and posted according to law. The Assessment Rolls for the year 1981 were offered for inspection and discussion. All persons desiring to be heard, having been heard, and no objections made to said rolls, the Hearing on the Special Districts was terminated at 9:00 P.M. Proof of Notice having been furnished -by the Clerk, the Public Hearing on Proposed Uses of Federal Revenue Sharing funds for the calendar year of 1981 was called to order by Supervisor Munson at 9:00 P.M., as advertised in the Ithaca Journal and posted according to law. Supervisor Munson stated that proposed uses of Federal Revenue Sharing funds for the calendar year of 1981, if said funds are made available, would in- clude Park Projects, Youth Projects, Highway Equipment, Services for Aged and Public Safety. All persons desiring to be heard, having been heard, and no objections made to said proposed uses of Federal Revenue Sharing Funds, the Hearing was terminated at 9:15 P.M. The Town Board Members discussed the Public Hearings just held,:following resolution were then offered: RESOLUTION ADOPTING GENERAL FUND BUDGET offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens* WHEREAS, this Town Board has met at the time and place specified in the notice of Public Hearing on the General Fund Preliminary Budget and heard all persons desiring to be heard thereon; now therefore be it RESOLVED, that this Town Board does hereby adopt such General Fund Preliminary Budget as originally compiled, as the annual budget -of this Town for the fiscal year beginning on the 1st day of January 1981, and that such budget as so adopted be entered in detail in the minutes of the proceedings of this Town Board, and be it FURTHER RESOLVED, that the Town Clerk of.this Town shall prepare and certify in duplicate, copies of said annual budget as adopted by this Town.Board, together with the estimates, if any adopted pursuant to Section 202 -a, subd. 2, of the Town Law and deliver one copy thereof to the Supervisor of this Town to be presented by him to the Board of Representatives of this County. (Aye) Philip Munson, Supervisor RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that the Maintenance & Operation Budget for the year 1981 for Water District N2 be accepted and said water rate schedule for metered water consumed shall be fixed in accordance to sufficiently cover the maintenance and operation budget cost of said district: WATER RATE SCHEDULE FOR WATER DISTRICT #2. Minimum Per Quarter (20,000 gal. allowed) $15.00 Next 5,000 gal. per Qtr. @ 75¢ per 1,000 gal* Next 50,000 gal. per Qtr. @ .65¢ per 1,000 gal. Next 675,000 gal. per Qtr. @ 50¢ per 1,000 gal.. Next 750,000 gal. per Qtr. @ 350 per 1,000 gal., and be it further RESOLVED, that the aforesaid schedule shall apply to every apartment or trailer unit fed from a single meter. For example, if ten apartment units or trailer units are fed by a single meter, the total meter charge shall be computed as follows: divide the total meter reading by ten, equals the gallons of water per equivalent unit. The water charge per equivalent unit is computed by multiplying the number of gallons per equivalent unit by water rate schedule. (Aye) Philip Munson, Supervisor RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by Mr. Munson: WHEREAS, the Tompkins County Division of Assessment filed an Assessment Roll for the Town of Lansing Water District #2 on,and before September 15, 1980, and , . - WHEREAS, after proper notice a Public Hearing was held on November 6, 1980, and all persons desiring to be heard, having been -heard and no one appearing objecting to said Water District N2 Assessment Roll, now therefore be it RESOLVED, that the Assessment Roll as prepared be filed for Lansing Water District #2 and the same is hereby approved, affirmed and adopted pursuant to Section 239 of the Town Law for the year 1981, and be it further RESOLVED, that the formula used for the basis of extending the Assessment Roll for Lansing Water District N2 for the year 1981 be: Assessed Valuation Charge: $ .21 per thousand land and buildings. Unit Charge: $7.08 per living unit or equivalent where water is considered available, and the same is hereby affirmed and adopted by the Town Board.
