October 14, 1980
The Lansing Town Board met in Regular Session at the Lansing Town Hall on
October 14, 1980 at 8:OO.P.M. with Supervisor Munson presiding.

Chairman David Hardie, twenty -two persons residing on Maple and
Franklin Drives and Representatives of the Morse Borg- Warner:'Corporat on,
Charles Timber, William Wood, Frank Warr and William Yorkey.
The Supervisor called the meeting to order having the clerk take the Roll Call.
Proof of Notice having been furnished by the Town Clerk, the Public Hearing
on proposed uses of Federal Revenue'Sharing funds for the calendar year of 1981
was called to order by the Supervisor at 8:00 P.M.
Supervisor Munson stated that proposed uses of Federal Revenue Sharing
funds for the calendar year of 1981, if said funds are made available, would in-
clude Park Projects, Youth Projects, Highway Equipment, Services for Aged and
Public Safety.
All persons desiring to be heard, having been heard, and no objections made
to said proposed uses of Federal Revenue Sharing Funds, the Hearing was terminated
at 8 :10 P.M.
Morse Chain Representative, Charles Timber gave a presentation of the new pro-
posed building to be located on Warren Road. Mr. Timber presented maps showing
the site location, road entrances, parking plans, open space plans, drainage plans
etc.. Mr. William Wood, Plant Engineering Manager for Morse Chain, assisted in
the presentation. Mr. Timber requested the town board to authorize that a Build-
ing Permit be issued for the new building being proposed at their site located on
Warren Road. Zoning Officer, Norman Stanton stated that the Environmental Impact
Study for the proposed Morse Chain Project should be conducted, as required by
the New York State Environmental Quality Review Act, prior to the issuance of a
Building.Permit. Discussion held by-the board. It was the consensus of the
board to withhold action on the issuance of a Building Permit until the Environ-
mental Impact Study was completed. Further action will be taken by the board on
October 21, 1980 at 8:00 P.M. at an Adjourned Meeting.
Approximately twenty -two persons, residents of the Frank Horvath Subdivision
located on Maple and Franklin Drives, appeared before the board stating their
concern over the recent addition of a double trailer to their housing area. The
residents felt the trailer did not enhance or increase the value of the area and
were concerned for future housing and development on Armstrong Road. They
questioned the Town Board why a building permit was issued for a double trailer.
Zoning Officer, Norman Stanton, stated that the Town•Zoning Ordinance make no
distinction between a mobile home and a single family dwelling. The town board
concurred with Mr. Stanton's interpretation. The residents requested that the
Planning Board change the ordinance to prohibit the installation of future mobile
homes in their area. The Town Board and Chairman of the Planning Board, David
Hardie, welcomed any suggestions concerning the future development of their
neighborhood.
Director of Recreation, William Robinson reviewed with theaTown Board; a
form to be used when persons are requesting use of Lansing Recreation Fields.
The board requested Mr. Robinson to verify with Ithaca Insurance Agency if any
insurance requirements should be included in the form.
Highway Supt. Sharpsteen discussed Collins Road, Lockerby Hill Road, retain-
ing wall on Crooked Hill Road and Algerine Road. Mr. Sharpsteen reported the
possibility of obtaining a V Plow for the 6WD truck for $2,500.00.
Ordinance Officer Norman Stanton presented his monthly report which was read
and reviewed by the board.
A copy of the minutes of August 12, 1980 having been furnished to the members
of the town board beforehand, the Supervisor asked for a motion to propose correc-
tions of errors or to accept same as submitted.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that the minutes as submitted by the clerk be approved.

The Lansing Planning Board submitted report of their October 13, 1980 meet-
ing which was reviewed by the town board. The Planning Board also submitted a
copy of their Resolution dated October 13, 1980, stating that it is the recommendation
of the Planning Board that a building permit be issued contingent upon successful

completion of the SEQ,R review, to Morse Borg- Warner for expansion at their site
located on Warren Road in the Town of Lansing.
.Letter received from Frank R. Liguori, Commissioner of Planning, regarding
Resolution for Improvement of NYS Route 96 which was passed at the September 24th,
1980 joint meeting of the Ithaca - Tompkins County Transportation Commission, Planning
Committee, and Traffic Safety Board as follows: "The Commission recommends that a
railroad overpass be included in the first stage of the construction of Route 96
and if it is desired to cut costs, savings be made by reducing the four -lanes in
the rural portion to three -lanes as appropriate."
Letter received from the parents and directors of Holiday Farm Nursery School
requesting a "slow" or "caution" sign be posted on Cherry Road.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that Highway Superintendent Sharpsteen be authorized to place a
"SLOW - CHILDREN" sign on Cherry Road. Carried
Letter received from the Bureau of the Census stating the preliminary
population count for the Town of Lansing is 8301 and the preliminary housing count
is 3575•
RESOLUTION offered by Mr. Emmick who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that $1,000.00 be transferred from Contingency Account NA1990.4
to Town Hall Annex Account #A1620.46.

Letter received from Karl Dates requesting the Town to do no more work,
maintenance or snow - plowing on the former road known as Algerine Road or,Coney
Road from the intersection of Lansing Station Road, westerly to the Lehigh
Valley Railroad property.
Copy of a Resolution adopted by the Lansing Village Board on October 7, 19809
was received and read. Said Resolution stated that it was the intention of the
Village Board to work with Morse Chain to provide water and sewer requirements
of the plant that they are planning to build adjacent to the Village of Lansing.
Supervisor Munson announced to the board that the budget for the next ensuing
year must be completed at this time. Budget study was made and reviewed by the
board. Following the completion of the preliminary budget it was ready for
adoption and the date of the hearing set thereon.

RESOLVED, that this Town Board does hereby prepare and approve as the
preliminary budget of this Town for the fiscal year beginning on the lst day of

WHEREAS, the Assessment Rolls for Lansing Water District N2 and Sewer
District #2 have been completed and have been filed with the Town Clerk, now
therefore be it
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on said Assessment Rolls on the 6th day of November 1980 at 8 :45 P.M.
in the evening thereof, then and there to meet, hear and consider any objections
which may be made to the rolls, and'be'it further
RESOLVED, that the Town Clerk publish notice of completion of the rolls
pursuant to Section 239 of the Town Law, Carried
RESOLUTION offered by Mr. Stevens, who.moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on November 6, 1980 at 9:00 P.M. on the proposed uses of the Federal
Revenue Sharing Funds for the calendar year of 1981. Proposed uses for Fed-

RESOLUTIO14 offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
WHEREAS, the Town Highway Superintendent has approved a road constructed
by Jay Orear extending westerly from Rte. 34, said road to extend approximately
1600' with a turn - around, now therefore be it
RESOLVED, that said road shall be accepted as a town road pending approval
of the legal description in the deed by the Town Attorney. Carried
