The Supervisor called the meeting to order having the clerk take the Roll Call.
Charles H. Lynch, Jr., Attorney for Adjacent Railroad Property Owners II, Inc.,
Auburn, N.Y. addressed the board concerning the future of the abandoned Lehigh
Valley Railroad right -of -way running along the East shore of Cayuga Lake. Mr.
Lynch advised the board that the New York State Department of Transportation,
Department of Parks and Recreation, and other State agencies, as well as the
County of Cayuga, County of Tompkins, and Towns of Ledyard and Genoa have all
indicated an intent to release their preferential-rights of acquisition to that
portion of the abandoned railroad right -of -way running southerly from Long Point
State Park in the Town of Ledyard, Cayuga County, through the Town of Genoa, to
Lake Ridge in the Town of Lansing, While there is still some question concerning
the Town of Lansing's interest in the right -of -way south of the Cayuga County line,
and also the Town of Genoa's interest in some 200 feet in the vicinity of Clear -
view Road, releases on at least the remaining portion are expected soon. Adjacent
Railroad Property Owners II, Inc. is purchasing the available portion of the aban-
doned railroad right -of -way, and the purchase by ARPO II has already been approved
by the United States District Court for the Eastern District of Pennsylvania.
The purpose of ARPO II's purchase is to, in turn, convey title to separate
lots to those persons who have an interest in the property, primarily lessees and
others with :a proper..possessory interest, The corporation will soon be in a
position to sell this property.' Sales will be upon the following terms and
conditions:

PRICE: Lots will be sold at a price of $15.00 per lineal foot of right -of -way
measured along the lakeshore. All funds received will be held in trust pending
closing with the Railroad. This cost per foot is based upon estimations by ARPOII
of the amount of land that will ultimately be sold, as well as the costs involved
in doing so. If the Corporation is able to sell more land than is anticipated, or
if the costs prove to be less than estimated, then ARPOII hopes to be able to make
pro rata refunds. It is emphasized that the maximum cost will not exceed $15.00
per foot.
CLOSING COSTS: All costs, including purchase price, expenses incurred by ARPO II,
recording fees, deed stamps, if any, copying and postage are included in the purchase
price stated above. There will be no additional costs to the purchaser, with the
possible exception of rent adjustments.
LIENS & ENCUMBRANCES: Real property taxes on the bare land will be handled as follows:
1979 -1980 School taxes - paid by Lehigh Valley Railroad Co. & ARPO II on pro -rata basis;
1980 County tax - paid by Lehigh Valley Railroad Co. & ARPO II on pro -rata basis;
1980 -81 School taxes - paid by Lehigh Valley Railroad Co. & ARPO II on pro -rata basis;
1981 County tax - paid by ARPO II.
The taxes outlined above will be paid from the purchase price stated above, at no
additional cost to the purchaser. If for any reason the proposed purchase from
the Railroad or the proposed sale to the purchaser is not consummated, the only
obligation of ARPO II will be the refund of any monies advanced by the purchaser.
Mr. Lynch stated that in the event that the ARPO II, Inc. would sell more than
60% of 7.4 miles, the $15.00 per foot cost would be pro -rated and refunds made
to the purchasers.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Emmick: SAFER LOCAL ROADS AND STREETS PROGRAM
RESOLUTION dated June 10, 1980, of the Town of Lansing, approving the partici-
pation by the municipality in a Safer Local Roads and Streets Program, and author-
izing the construction of the Program by municipal forces or by a competitively
let contract, with oversight of the Program by the County of Tompkins as provided
for in the Program Guidelines and the State - County Agreement with municipal
participation in the costs of the Program, and municipal maintenance of the
completed improvements.
WHEREAS, pursuant to Chapter 369 of the Laws of 1979, the Energy Conservation
Through Improved Transportation Bond Act, and Chapter 53 of the Laws of 1980, the
New York State Legislature authorized and appropriated funds for a statewide Safer
Local Roads and Streets Program, and
WHEREAS, pursuant to these statutes, the New York State Department of Trans-
portation has apportioned program funds to the municipality as follows:
State Bond Funds (Plus local match) = Total Program

NOW THEREFORE, BE IT RESOLVED, that the municipality shall participate in
the Safer Local Roads and Streets Program, pursuant to the terms of the Bond Act,
the Program Guidelines and the State - County Agreement, and it is further
RESOLVED, that construction of the Program shall be by municipal forces or
by competitive bid letting, with oversight by the County Superintendent ; and it
is further
RESOLVED, that the municipality shall participate in the costs of the
Program, with 75% reimbursement by State bond funds;.and it is further
RESOLVED, that upon completion of the Program, the Town of Lansing shall
at its own expense properly maintain the completed project(s).
IT IS FURTHER RESOLVED, that the Lansing Town Highway Superintendent be and
he hereby is authorized to sign all project applications (TE 215).

Clerk advised the board that the meeting of the Municipal Officers' Assoc.
of Tompkins Co. would be held on June 19, 1980 at 7:00 P.M. at the Party House.
Speaker to be Assemblyman Hugh S. MacNeil.
Clerk advised the board that the Lansing Sr. Citizens have extended an in-
vitation to the board members to attend their noon luncheon meeting to be held
at the Lansing Town Park on July 16th.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
The Village of Lansing filed with the Town Clerk, a certified copy of
Resolution #778 - Conclusions, Findings and Decision on Public Hearing on Annexa-
tion passed by the Village Board on April 15, 1980, copy of the Order and a
copy of the Petition Notice.

Councilman Bert Hilliard stated that the Lansing Wrestling'Club would be
holding a Tournament at the Lansing Park on July 19th.
Attorney Williamson and the town board discussed the Rules and Regulations
of the State of New York pertaining to Games of Chance. No action taken at this
time.
Supervisor Munson appointed Councilman Louis Emmick to act as Liaison Officer
for the Lansing Public Works Commission.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that the Town Clerk and Deputy Town Clerk be authorized to attend
the 1980 Training School for Town Clerks and Tax Collecting Officers on August 17,
18, 19, 1980 to be held in Syracuse and that any necessary expenses be a town charge.

Highway Superintendent Sharpsteen noted that Stephen G. Varga, Jr., did an
excellent job in the rebuilding of bulk heading at the Lansing Park Marina.
Gary Christopher reported on the Softball Tournament held on the L.A.U.
Field held on May 24, 25 and 26, 1980.
Supervisor Munson presented his monthly report.
AUDIT RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, that General Fund bills #203 through #252 totalling $30,214.87
and Highway Fund bills #119 through #141 totalling $38,076.00 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.
