The Supervisor Called the meeting to order having the Clerk take the
Roll Call,
Roxanne Thompson spoke to the board on behalf of the Lansing Family Forum.
Mrs. Thompson stated that the Forum was conducting a survey of the needs of
families in the community and asked the board members for their ideas which
would help strengthen the family as a unit. The Family Forum requested the
Town Board that they along with the Forum co- sponsor the development of a
Lansing Resource Center to be housed at the former Grange Hall. The request
was for the duration of 1980 and would be evaluated with possible renegotia-
tion in early 1981. Discussion was held by the board on said request. It was
the decision of the board to meet on April 12th at 7:00 A.M. and make a thorough
inspection of the building before making any commitments to the Forum.
Frankie Lechner stated that the Lansing Community Council was planning a
"Lansing Community Day" to raise funds for the former Grange Hall and asked for
the board's approval. The board discussed the Community Day Project and unan-
imously approved of same.
Ruth Snyder, President of the Lansing Senior Citizens Unit, spoke to the
board regarding financial assistance from the town in order to apply for 50%
reimbursement from the State Recreation Program for the Elderly. Beverly Stone,
Director:- of the Tompkins County Senior Citizens Council stated that in order
to receive future reimbursements from the State, the town must participate in
the State Program during the�year 1980. Discussion held by the board, following
resolution offered:
RESOLUTION OFFERED by Mr. Stevens, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that such budgetary and financial steps be taken that are necessary
to apply for State Elderly Recreation Program reimbursement funds., for a total
sum of $2,000.00.

Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Letters received from Ethel S. Wilkinson and Leo J. Mahool,.ow.ners of property
located in the Village of Lansing being considered for annexation-to the Town of
Lansing. Letters stated that they had not signed the Petition, however, requested
to go on record as in favor of said annexation of their property to the Town of
Lansing.
A copy of the minutes of February 12th, 19th and 23rd, 1980 having been
furnished to the members of the town board beforehand, the Supervisor asked for
a motion to propose corrections of errors or to accept same as submitted.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the minutes as submitted by the clerk be approved.

RESOLVED, that Virginia Pascoe be appointed Democratic Inspector of
Election from March 20, 1980 to July 15, 19800 1 Carried

RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the sum of $3,01:5.91 to be reimbursed to the Town of Lansing by
the County of Tompkins for monies expended by said Town for the elimination-of
flood hazard in Salmon Creek, be deposited in the Salmon Creek Project.

The Town Board discussed the proposed Annexation Resolution adopted by said
Town on March 11, 1980 (Lansing Town Board Minutes pages 282 -283). The Lansing
Village Board of Trustees passed on March 13, 1980 the aforesaid resolution and
added an additional paragraph No. 5. The No. 5 paragraph passed by the Village
Board was reviewed by the Lansing Town Board and it was the consensus of the
Town Board to amend their prior..resolution,aadopted by said Town Board on
March 11, 1980 regarding the annexation matter and add paragraph No. 5 as
follows:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
WHEREAS, the Town Board of the Town of Lansing adopted a Resolution on
March 11, 1980 pertaining to the Town of Lansing /Village of Lansing proposed
Annexation, now therefore be it
RESOLVED, that said proposed Annexation Resolution be amended to include
Paragraph No. 5 as follows:
5. The Board of Trustees of the Village of Lansing and the Town Board of
the Town of Lansing, on behalf of their respective municipalities, express
by the concurrent passage of these resolutions a commitment to maintain the
Village and Town boundries as set forth in the description annexed hereto and
made a part hereof. The governing boards further express on behalf of their
respective municipalities an intention to support only further annexation
petitions that are agreeable to both Village and Town. Carried
Mrs. McElwee reported to the board that she had contacted the Lansing
Planning Board concerning Arno Finkeldeys' Fiddlers' Green Subdivision and
had been advised that the Planning Board had given Mr. Finkeldey a six month
extension to conform to the Subdivision Rules and Regulations.
Councilman George Stevens reviewed with the Town Board, the 1980 Contract
and Contract Addendum between the Tompkins County SPCA and the Town of Lansing.
Following Resolution offered:
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that the 1980 Contract and Contract Addendum between the Tompkins
County SPCA and the Town of Lansing for dog control services, be adopted as
presented.

Mr. Stevens:
RESOLVED, that the Highway Superintendent be authorized to purchase one
John Dere Tractor and Mower at a cost of $2,295.59•

Supervisor Munson was informed by the N.Y.S. Dept. of Transportation that
the Lehigh Valley Railroad Company was purposing to abandon 1700'' of railway
property located south of the Genoa /Lansing Town Line. Proposed use of this
property including the benefits to be derived from such use was discussed by
the board. It was the consensus of the board that Supervisor Munson be authorized
to pursue the matter further in regard to acquisition and cost of said railway
property.
The Supervisor presented his monthly report.

AUDIT RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that General Fund bills #118 through #154 totalling $12,216.47
and Highway Fund bills #63 through #90 totalling $17,367.30 be and the same are
hereby approved for payment, and be it further
RESOLVED, that.Water District #2 bills be and the same are hereby approved
for payment.

April 15, 1980
The Lansing Town Board and the Village of Lansing Trustees held a Joint
_Public Hearing on April 15, 1980 at 8 :00 p.m. o'clock at the Lansing Town Hall,
Said Public Hearing concerned the annexation to the Town of Lansing of certain
territory adjoining said town in the Village of Lansing. Minutes of said hearing
on file in the office of the Lansing Town Clerk.
April 16, 1980
In accordance with Title V11 Construction Procedure 1, the Town of Lansing
opened sealed bids for the following Project: Project is a portion of Project
Number 36- 00773, Town of Lansing, Town Parks Improvements partially supported
by a Federal Grant -in -aid through the Bureau of Outdoor Recreation. Rebuilding
of Bulk Heading at the Lansing Marina at Myers Point, New York, as advertised.
Following bids received:

The Lansing Town Board held a Special Meeting on April 19, 1980 at 9:00 A.M.
for the purpose of reviewing and awarding the bid for the rebuilding of bulk
heading at the Lansing Marina,
Present: Supervisor Philip Munson, Councilmen Bert Hilliard, Louis Emmick,
George Stevens, Councilwoman Margaret McElwee and Town Clerk Jane Horky.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED,.that the bid of Varga's Backhoe & Bulldozing Service, Inc.,
in the amount of $3,600.00, the lowest bidder for rebuilding bulk heading at
the Lansing Park Marina, is hereby accepted.

The Lansing Town Board met as a committee of the whole on May 6, 1980
at 8:00 P.M.
Present: Supervisor.Philip Munson, Councilwoman Margaret McElwee,
Councilmen Louis Emmick, George Stevens, Att. Williamson and
Clerk Jane Bush Horky.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that this meeting go into Executive Session to discuss personnel
and litigation matters. Carried
