HomeMy WebLinkAbout1980-01-08January 8, 1980 The Lansing Town Board met in Regular Session at the Lansing Town Hall on January 8, 1980 at 8:00 P.M. with Supervisor Munson presiding. ROLL CALL Philip Munson Supervisor Present Louis Emmick Councilman Present Bert Hilliard Councilman Present Margaret McElwee Councilwoman Present George Stevens Councilman Present Lloyd Sharpsteen Highway Supt, Present Robert Williamson Town Attorney Present Jane Bush Horky Town Clerk Present Visitors: Deputy Clerk Wanda Brink, Water Supt, James Howell and Carl Zifchock, The Supervisor called the meeting to order having the clerk take the Roll Call. Carl Zifchock addressed the board concerning TV cable service being extended to serve Searles Road. Mr. Zifchock stated that Ceracche Television had quoted a price of $500.00 per home to extend,the present lines one -half mile to serve Searles Road. Mr. Zifchock requested any help or suggestions the board might offer in order to receive service at a more reasonable cost. Notice received concerning meeting of the Municipal Officers' Association of Tompkins County to be held January 23rd at the Lehigh Valley House. Harris Dates, Chairman of the Tompkins County Board of Representatives to be Program Speaker. Letter received from the Lansing Fire Commissioners inviting the Town Board, at their convenience, to hold a joint meeting with their board sometime during the month of February. The clerk was requested to notify the Fire Commissioners that February 4th at 8:00 P.M. would be an acceptable date for said meeting. The Lions Club submitted suggestions for use of the Grange Hall and re- quested the board to review and consider same. William N. Bement submitted his resignation from the Lansing Planning Board. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick9 RESOLVED, that Beatrice Davis be appointed Democratic Custodian for the March 1980 Primary, Carried The Supervisor advised the board that the 1980 Reorganization Resolutions would be acted upon at this time. RESOLUTION offered by Mr. Hilliard, seconded by Mr. Stevens: RESOLVED, that the Supervisor be authorized and directed to have the town records and Justice records audited by the Town Board and file his report under (Town Law 181 (3). Carried RESOLUTION offered by Mr. Emmick, Seconded by Mrs. McElwee: RESOLVED, that the bonds of Public Officials be approved as to the amount and Company. Carried MULTIPLE HOUSING INSPECTOR: MOTION by Mr. Hilliard, Seconded by Mr. Stevens that the Lansing Fire Chief and Assistants be appointed Multiple Housing Inspector for the year 1980. Carried FIRE WARDENS: MOTION by Mr. Stevens, Seconded by Mr. Emmick, that the Supervisor appoint the Fire Chief and Company Captains of the Town as Fire Wardens, Carried ATTORNEY FOR THE TOWN: MOTION by Mr. Emmick, Seconded by Mrs. McElwee, that the Attorney for the Town be on an as needed basis and that Robert Williamson be consulted as needed. Carried DESIGNATION OF OFFICIAL NEWSPAPER: MOTION by Mrs. McElwee, Seconded by Mr. Hilliard, that the Ithaca Journal News be designated as the official newspaper for the Town of Lansing. Carried (continued) Continued January 8, 1980 DESIGNATION OF BANK DEPOSITORIES OF TOWN FUNDS: MOTION by Mr. Hilliard, Seconded by Mr. Stevens, that the Tompkins. County Trust Co., the First National Bank, and the Moravia National Bank be designated as the depositories for the Town of Lansing. Carried RULES OF ORDER MOTION by Mr. Stevens, Seconded by Mr. Emmick, that Robert's Rule of Order be followed, however, when special.roll call votes are requested, voting to be in alphabetical order and the Supervisor voting last. Carried TIME OF REGULAR BOARD MEETINGS: MOTION by Mr. Emmick,. Seconded by Mrs. McElwee, that the Regular Board Meetings of the Lansing Town Board be held on the 2nd Tuesday of each month at 8:00 P.M. o'clock. Carried MILEAGE ALLOWANCE: MOTION by Mrs. McElwee, Seconded by Mr. Hilliard, that the Town Officer's and Highway Superintendent be allowed the sum of 20¢ per mile for the use of their automobiles in the performance of their official duties. Carried AUTHORIZATION FOR HIGHWAY SUPT. TO PURCHASE ITEMS: MOTION by Mr. Emmick, Seconded by Mrs. McElwee, that the Highway Supt. be authorized to purchase equipment, tools and implements, tires and tubes in the amount of $1,500.00 without prior approval. Carried METHOD OF CLAIMS TO BE PRESENTED FOR PAYMENT: MOTION by Mrs. McElwee, Seconded by Mr. Hilliard, that vouchers for claims for General Fund and Highway Fund be presented and audited in accordance with (Town Law A.T. 103), this inspection will take place by the town board at the beginning of each regular meeting. Carried ASSOCIATION OF TOWNS ANNUAL MEETING: MOTION by Mr. Hilliard, Seconded by Mr. Stevens, that the Town Board and Town Officials be authorized to attend meeting in New York on Feb. 17, 18, 19, 209 1980 and that necessary expenses be'a town charge. Frederick Spry named delegate and Floyd Ferris named alternate. Carried APPOINTMENT OF- ZONING AND ORDINANCE ENFORCEMENT OFFICER: MOTION by Mr. Stevens, Seconded by Mr. Emmick,,that Norman Stanton be appointed Zoning and Ordinance Enforcement Officer, effective as of Jan. 1,1980 and to serve at the pleasure of the board. MOTION by Mr. Emmick, Seconded by Mr. Hilliard, that Margaret.McElvee... be appointed Deputy Supervisor, Hazel Avery be appointed Deputy Highway Super- intendent, and Wanda Brink be appointed Deputy Town Clerk at beginning of term and to serve during term of respective officers. Carried APPOINTMENT OF BUDGET OFFICER. MOTION by Mrs. McElwee, Seconded by Mr. Hilliard that Wanda Brink and Jane Horky be appointed Co- Budget Officer's for the year 1980. Carried RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Stevens: WHEREAS, it is the intention of the Town Board of Lansing to establish a Youth Recreation Project, and WHEREAS, the Town Board of the Town of Lansing is about to submit an application for such project for the year 1981 to the New York State Division for Youth for its approval, reimbursement of funds expended on such project, now therefore be it RESOLVED, that such application is in all respects approved and Philip Munson, Supervisor is hereby directed and authorized to duly execute and to present said application to the NYS Division for Youth for approval. Section 2. This resolution shall take effect immediately. Carried RESOLUTION offered by RESOLVED, that Philip authorized and directed to Programs for the Aging for project for the year 1980. Mr. Stevens, Seconded by Mr. Emmick: Munson, Supervisor of the Town of Lansing be duly execute application to the�New York State its approval and reimbursement of funds of said Carried RESOLUTION offered by Mr. Emmick, Seconded by Mrs. McElwee: RESOLVED, that Philip Munson, Supervisor, be authorized and directed to duly-.execute application for permit to maintain and operate public bathing beach for the year 1980. Carried RESOLUTION offered by Mrs. McElwee, Seconded by Mr. Hilliard: RESOLVED, that the Supervisor, in lieu of preparing his financial report under (Town Law 6 29 (10) shall submit to the Town Clerk by March 1, 1980, a copy of the report to the State Comptroller required by section 30 of the General Municipal Law. Carried RESOLUTION offered by Mr. Hilliard, Seconded by Mr. Stevens: RESOLVED, that the Supervisor is hereby authorized to purchase Certificates of Deposits with town monies at his discretion. Said report requested the Town Board to appoint Robert Briggs to fill the unexpired term of William Bement. Mr. Hardie stated in his report that the Lansing Planning Board was continuing to work closesly with the County Planning Department to develop a new Comprehensive Plan for the town. The Planning Board has strong feelings to complete this plan quickly - to make it a very usable and informative piece of work which might almost be considered a brochure of the Town of Lansing. RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, upon recommendation of the Lansing Planning Board, that Robert Briggs is hereby appointed, effective immediately, to fill the unexpired term of William Bement as Member of the Lansing Planning Board, said term expiring December 31, 1985: Carried Supervisor Munson presented his monthly report. AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that General Fund bills #1 through #lT totalling $17,535.24 and Highway Fund bills #1 through #10 totalling $53,795.42 be and the same are hereby approved for payment, and be it further RESOLVED, tHat Water District #2 bills be and the same are hereby approved for payment.
