The Town Board met in Regular Session at the Lansing Town Hallon December 11,
1979 at 8:00 P.M. with Supervisor Munson presiding.

Supervisor Munson called the
meeting to order having
the clerk take the
Roll Call,
Raymond McElwee, Chairman of the Lansing Public Works Commission reported
on the studies being conducted by his Commission concerning future water and
sewer projects in the Town. Mr. McElwee noted that the Commission would be
meeting with Co. Representative, Harris Dates and Co. Planning Commissioner,
Frank Liguori at noon on the 28th of December to review Tompkins County Sewer
District #1.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Letter received from David E. Matthews which he had also forwarded to the
New York State Dept. of Agriculture & Markets and Tompkins Co. Board of
Representatives. Said letter concerned Form #D.L. 46, Night Quarantine for dogs,
which was issued by the N.Y.S. Dept. of Agriculture and Markets.
Copy of letter received from Lorraine Johnson, President of the Lansing
Community Council which she had forwarded to William H. Robinson. Said letter
concerned records maintained by Mr. Robinson during his years of service as
Treasurer of the Council.
Letter received from Congressman Matthew F. McHugh requesting the help and
support of the American people to obtain the release of the fifty American
hostages being held in Teheran. Mr. McHugh encouraged people to write or cable
the Ayatollah Khomeini directly insisting the hostages be released and express
our support for President Carter and for the hostages.
Councilwoman- Margaret McElwee stated that ,a Resolution had been adopted
by the Southern Cayuga Lake Intermunicipal Water..- Commission on October 29,
1979 whereby a fee of $15.00 be charged to the homeowner when a special
water meter reading is performed.
A copy of the minutes of November 8th and 13th, 1979 having been furnished
to the members of the town board beforehand, the Supervisor asked for a motion
to propose corrections of errors or to accept same as submitted.
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded
by Mr. Hilliard:
RESOLVED, that the minutes as submitted by the clerk be approved.

RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that $1,200.00 be transferred from the Contingency Account
#A1990.4 as follows: A5132.44 Highway Garage the amount of $800.00;
A1110.1 Justice Clerks the amount of $250.00 and A3510.4 Control of Dogs
the amount of $150.00, and be it further
RESOLVED, that from Zoning #B8010.1 Clerks salaries $50.00 be transferred
to B8010.4 Contractual.

RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, contingent upon the approval of Personnel Commissioner
Hugh Hurlbut, Floyd Ferris be appointed to fill the vacant Town Justice position-__
which occurred when said Floyd Ferris resigned as of November 12, 1979,
position to expire December 31, 1979. Carried
Supervisor Munson reported that he had met with Wendell Thompson con-
cerning the boundary lines of the gravel pit located on Salmon Creek Road.
The Board requested Mr. Munson to continue negotiations with Mr. Thompson.

We, the undersigned Members of the Town Board of the Town
of Lansing, hereby waive notice of a Special Meeting to be held
on December 18th, 1979 at 5:00 P.M. for the purpose of review -
ing.and awarding the bid for dredging the channel in Salmon
Creek.

Councilman Stevens discussed the Dog Control Contract for 1980. Mr. Stevens
noted that the town should review the level of service we will receive and also
consider what fees the other towns are charging before we enter into a contract.
Supervisor Munson reported on meeting with the Tompkins County Health Depart-
ment concerning sewage disposal system for the Lansing Retirement Home.
Supervisor Munson presented his monthly report.
AUDIT RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded
by Mr. Naegely:
RESOLVED, that General Fund bills #475 through #503 totalling $8,824.17
and Highway Fund bills #309 through#327 totalling $10,354.97 be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

RESOLVED, that this meeting be adjourned to December 28, 1979 at 5:00 P.M.
to hold a final audit for 1979 and any other business that may come before
said board would be conducted and acted upon. Carried

publicly opened for dredging for the purpose of deepening and widening of

The Lansing Town Board held a Special Meeting on December 18, 1979 at
5:00 P.M. for the purpose of reviewing and awarding the bid for dredging the
channel in Salmon Creek.
Present: Supervisor Munson, Councilmen Bert Hilliard, Margaret McElwee and
George Stevens, Town Clerk Jane Bush Horky.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mrs.;:McElwee:
RESOLVED, that the bid of IRS Excavating Inc., Lansing, N.Y., in the amount
of $4,400.00, the lowest bidder for dredging the channel in Salmon Creek for the
purpose of deepening and widening said channel, is hereby accepted.
