Continued October 16, 1979
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on November 8, 1979 at 9:15 P.M. on the proposed uses of the Federal
Revenue Sharing Funds the town anticipates receiving in 1980, in the amount of
$38,360.00. Proposed uses for Federal Revenue Sharing includes Park Projects,
Youth Projects and Public Transportation. Carried
On Motion, meeting adjourned to November 8, 1979 at 8:00 P.M.

The Lansing Town Board met in an Adjourned Meeting on November 8, 1979 to
conduct Public Hearing's on the Preliminary Budget, Special District Tax Rolls
and Proposed Uses of Federal Revenue Sharing funds for the calendar year of
1980, and to act on any other business that may come before said board. Said
meeting held at the Lansing Town Hall at 8:00 P.M., with Supervisor Munson
presiding.

The Supervisor called the meeting to order having the clerk take the
Roll Call.
Proof of Notice having been furnished, the Supervisor advised the board
that the Public Hearing was now open on the Preliminary Budget for the year
1980, as called by the Town Board and so advertised in the Ithaca Journal
and posted according to Town Law 1080
The persons present were each presented a copy of the 1980 General and
Highway Fund Preliminary Budgets and a copy of the Maintenance and Operation
Budget for Water District #2. Each item of the budgets was reviewed by the
board and those persons present.
Mr. & Mrs. Grant Musser voiced concern for the raise in tax rate and the
effects it would have on persons living on a fixed income.
Mr. Conlon was of the opinion that the raise in tax rate should have
been more evenly divided between the 1979 and 1980 years.
All persons desiring to be heard, having been heard, the Public Hearing
on the Preliminary Budget was terminated at 9:00 P.M.
Proof of Notice having been furnished by the Clerk, the Public Hearing on
the Special Districts, Lansing Water District #2 and Lansing Sewer District #2
was called to order by Supervisor Munson at 9:00 P.M., as advertised in the
Ithaca Journal and posted according to law. The Assessment Rolls for the
year 1980 were offered for inspection and discussion.
All persons desiring to be heard, having been heard, and no objections
made to said rolls, the Hearing on the Special Districts was terminated
at 9:15 P.M.
Proof of Notice having been furnished by the Clerk, the Public Hearing on
Proposed Uses of Federal Revenue Sharing funds for the calendar year of 1980
was called to order by Supervisor Munson at 9:15 P.M., as advertised in the
Ithaca Journal and posted according to law.
The proposed uses for Federal Revenue Sharing Funds for the year 1980 were
reviewed by the board and persons persons present.
All persons desiring to be heard, having been heard, and no objections made
to said proposed uses of Federal Revenue Sharing Funds, the Hearing was terminated
at 9:35 P.M.

The Town Board Members discussed the Public Hearing's just held, following
resolution were then offered:
RESOLUTION ADOPTING GENERAL FUND BUDGET offered by Mrs. McElwee, who moved
its adoption, seconded by Mr. Stevens:
WHEREAS, this Town Board has met at the time and place specified in the
notice of Public Hearing on the General Fund Preliminary Budget and heard all
persons desiring to be heard thereon; now therefore be it

RESOLVED, that this Town Board does hereby adopt such General Fund Preliminary
Budget as originally compiled, as the annual budget of this T own for the fiscal
year beginning on the lst day of January 1980, and that such budget as so adopted
be entered in detail in the minutes of the proceedings of this Town Board, and be it
FURTHER RESOLVED, that the Town Clerk of this Town shall prepare and certify
in duplicate, copies of said annual budget as adopted by this Town Board, together
with the estimates, if any, adopted pursuant to Section 202 -a, subd. 2, of the
Town Law and deliver one copy thereof to the Supervisor of this Town to be presented
by him to the Board of Representatives of this County.

RESOLUTION ADOPTING HIGHWAY FUND BUEGET offered by Mrs. McElwee, who moved
its adoption, seconded by Mr. Hilliard:
WHEREAS, this Town Board has met at the time and place specified in the
notice of Public Hearing on the Highway Fund Preliminary Budget and heard all
persons desiring to be heard thereon; now therefore be it
RESOLVED, that this Town Board does hereby adopt such Highway Fund Prelim-
inary Budget as originally compiled, as the annual budget of this Town for the
fiscal year beginning on the lst day of January 1980, and that such budget as
so adopted be entered in detail in the minutes of the proceedings of this Town
Board, and be it
FURTHER RESOLVED, that the Town Clerk of this Town shall prepare and certify
in duplicate, copies of said annual budget as adopted by this Town Board,
together with the estimates, if any, adopted pursuant to Section 202 -a, subd. 2,

who moved its adoption, seconded by Mr. Hilliard:
WHEREAS, this Town Board has met at the time and place specified in the
notice of Public Hearing on the proposed uses of Federal Revenue Sharing Funds
for the calendar year of 1980, now therefore be it
RESOLVED, that the Town Board of the Town of Lansing has duly adopted its
budget for the year 1980 which includes Federal Revenue Sharing Funds appropriated
for various projects for the year 1980, be and the same are hereby appropriated
and approved as follows:

who moved its adoption, seconded by Mr. Stevens:
RESOLVED, that the McKinney Water District budget for the year 1980 in the
amount of $1,412.76 be and the same hereby is adopted and approved and the tax
rate for said budget is $1.22 per thousand of assessed valuation is hereby adopted
and approved.

the amount of $638.00 be and the same hereby is adopted and approved and the
tax rate for said budget is $ .37 per thousand of assessed valuation is hereby

consumed shall be fixed in accordance to sufficiently cover the maintenance and
operation budget cost of said district:

RESOLVED, that the aforesaid schedule shall apply to every apartment or
trailer unit fed from a single meter. For example, if ten apartment units or
trailer units are fed by a single meter, the total meter charge shall be computed
as follows: divide the total meter reading by ten, equals the gallons of water
per equivalant unit. The water charge per equivalent unit is computed by
multiplying the number of gallons per equivalent unit by water rate schedule.
The total water rate charge is computed by multiplying the equivalent unit
charge by ten.

WHEREAS, the Tompkins County Division of Assessment filed an Assessment
Roll for the Town of Lansing Water District #2 on and before September 15, 1979,
and WHEREAS, after proper notice a Public Hearing was held on November 8, 1979,
and all persons desiring to be heard, having been heard and no one appearing •
objecting to said Water District #2 Assessment Roll, now therefore be it
RESOLVED, that the Assessment Roll as prepared be filed for Lansing Water
District #2 and the same is hereby approved, affirmed and adopted pursuant to
Section 239 of the Town Law for the year 1980, and be it further
RESOLVED, that the formula used for the basis of extending the Assessment
Roll for Lansing Water District #2 for the year 1980 be:
Assessed Valuation Charge: $ .38 per thousand land and buildings.
Unit Charge: $11.27 per living unit or equivalent where water is considered
available, and the same is hereby affirmed and adopted by
the Town Board.

WHEREAS, the Tompkins County Division of Assessment filed an Assessment
Roll for the Town of Lansing Sewer District #2 on and before September 15, 1979, and
WHEREAS, after proper notice a Public Hearing was held on November 8, 1979
and all persons desiring to be heard, having been heard and no one appearing
objecting to said Sewer District #2 Assessment Roll, now therefore be it
RESOLVED, that the Assessment Roll as prepared be filed for Lansing Sewer
District #2 and the same is hereby approved, affirmed and adopted pursuant to
Section 239 of the Town Law for the year 1980, and be it further
RESOLVED, that the formula used for the basis of extending the Assessment
