Said letter concerned trailers located on VanOstrand Road and the health and safety regulations regarding same. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that $100.00 be transferred from Park Police Account #3120.4 to Park Police Account #3120.1. Carried Notice received stating that the Tompkins Co. Commissioner of Health, Willard C. Schmidt, had ordered all persons to vacate, and all uses to be discon- tinued of the building known as Holgate Apartments located at 162 Ludlowville Road. Action based on: 1) Conversion of a building without a Sewage Construction Permit, 2) Untreated sewage on the ground surface, 3) Violation of a Commissioner's Order, dated September 5, 1979, requiring that approvable plans for a satisfactory sewage disposal system be submitted by September 21, 19790 RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that the Town Board of the Town of Lansing approves the 12% water rate increase for the year 1980 for the Southern Cayuga Lake Intermunicipal Water Commission. Carried Councilwoman Margaret McElwee stated that she had received a request from persons residing on Stormy View Drive and Bean Hill Lane to be permitted to use town highway equipment to barricade said highways from 6P.M. to 11P.M. on October 31st. Discussion held by the board, no action taken. The Supervisor presented his monthly report. AUDIT RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that General Fund bills #364 through #398totalling $24,160.44 and Highway Fund bills #263 through #281 totalling$14,774.32 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment. October 16, 1979 The Lansing Town .Board met in an Adjourned Meeting on October 16, 1979 at 8:00 P.M. to study and review the preliminary budget for the year 1980 and to act on any other business that may come before said board. James Howell, Louis Emmick and Gary Ross. The Supervisor called the meeting to order having the clerk take the Roll Call. Gary Ross made inquiry concerning the proposed budget for 1980. Attorney Robert ;;Williamson discussed with the board, the decision of the State of New York Appellate Division concerning the three annexation petitions of the Town of Lansing /Village of Lansing. (continued) • 0 Continued October 16, 1979 Attorney Robert Williamson discussed with the board, the Notice of Claim served on the Town of Lansing and County of Tompkins by Georgiana S. Posman for and on behalf of decedent, Gregory C. Posman. Said Claim concern accident which occurred on July 25th, 1979 at the intersection of Rte. 34B and the Lansingville Road. In response to the request of persons residing on Stormy View Drive and Bean Hill Lane to use town highway equipment to barricade said highways on October 31st, Town Attorney Williamson stated that town equipment for private use was illegal also stating a public road can not legally be closed unless authorized by the County and Town Highway Superintendents and approved by the New York State Department of Transportation. 261, Notice received from the Tompkins County Municipal Officers' Association concerning dinner meeting to be held October 24, 1979 at the Lehigh Valley Restaurant. Supervisor Munson announced to the board that the budget for the next ensuing year must be completed at this time. Budget study was made and reviewed by the board. Following the completion of the preliminary budget it was ready for adoption and the date of the hearing set thereon. Carried kcontinued) 6:2 Continued October 16, 1979 RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on November 8, 1979 at 9:15 P.M. on the proposed uses of the Federal Revenue Sharing Funds the town anticipates receiving in 1980, in the amount of $38,360.00. Proposed uses for Federal Revenue Sharing includes Park Projects, Youth Projects and Public Transportation. Carried On Motion, meeting adjourned to November 8, 1979 at 8:00 P.M. November 8, 1979 The Lansing Town Board met in an Adjourned Meeting on November 8, 1979 to conduct Public Hearing's on the Preliminary Budget, Special District Tax Rolls and Proposed Uses of Federal Revenue Sharing funds for the calendar year of 1980, and to act on any other business that may come before said board. Said meeting held at the Lansing Town Hall at 8:00 P.M., with Supervisor Munson presiding. Proof of Notice having been furnished, the Supervisor advised the board that the Public Hearing was now open on the Preliminary Budget for the year 1980, as called by the Town Board and so advertised in the Ithaca Journal and posted according to Town Law 1080 The persons present were each presented a copy of the 1980 General and Highway Fund Preliminary Budgets and a copy of the Maintenance and Operation Budget for Water District #2. Each item of the budgets was reviewed by the board and those persons present. Mr. & Mrs. Grant Musser voiced concern for the raise in tax rate and the effects it would have on persons living on a fixed income. Mr. Conlon was of the opinion that the raise in tax rate should have been more evenly divided between the 1979 and 1980 years. All persons desiring to be heard, having been heard, the Public Hearing on the Preliminary Budget was terminated at 9:00 P.M. Proof of Notice having been furnished by the Clerk, the Public Hearing on the Special Districts, Lansing Water District #2 and Lansing Sewer District #2 was called to order by Supervisor Munson at 9:00 P.M., as advertised in the Ithaca Journal and posted according to law. All persons desiring to be heard, having been heard, and no objections made to said rolls, the Hearing on the Special Districts was terminated at 9:15 P.M.
