Section 4 This local law shall take effect immediately for 1980 dog licenses and each year thereafter. Copy of letter written to Mr. John Caren from the Tompkins County Health Department concerning the Keeney Development located on VanOstrand Road, was read. The board expressed their concern and discussed the contaminated water conditions and the unsatisfactory sewage systems existing at the Keeney Development. Viola Miller, Member of the Tompkins County Planning Board representing the Town of Lansing, spoke to the board regarding the alternatives being proposed to handle the increased volume of traffic on Route 13. The advantages and disadvantages of the plans under consideration were outlined by Mrs. Miller. Following discussion, it was the consensus of the board that they would support the proposed "B -I" corridor. Councilwoman Margaret McElwee reviewed for the board's approval, a written response to the Planning Board's communications received in August. Following discussion and some suggestions by the board, Mrs. McElwee to revise and submit to the Planning Board. RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that it shall be the responsibility of the Lansing Ordinance Officer to serve also as Inspection Officer with duties as defined in the Subdivision Rules and Regulations. Brink, Deputy Town Clerk Supervisor Philip Munson called the meeting to order having the clerk take the Roll Call. Norman D. Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed by the board. RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Town of Lansing consents to the request of Francis T. Gray for permission to hook -up to the Lansing Water System by means of connection to the Orear lateral, and be it further RESOLVED, that the Supervisor be and is hereby authorized to sign said Agreement on behalf of the Town. Said letter concerned trailers located on VanOstrand Road and the health and safety regulations regarding same. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that $100.00 be transferred from Park Police Account #3120.4 to Park Police Account #3120.1. Carried Notice received stating that the Tompkins Co. Commissioner of Health, Willard C. Schmidt, had ordered all persons to vacate, and all uses to be discon- tinued of the building known as Holgate Apartments located at 162 Ludlowville Road. Action based on: 1) Conversion of a building without a Sewage Construction Permit, 2) Untreated sewage on the ground surface, 3) Violation of a Commissioner's Order, dated September 5, 1979, requiring that approvable plans for a satisfactory sewage disposal system be submitted by September 21, 19790 RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that the Town Board of the Town of Lansing approves the 12% water rate increase for the year 1980 for the Southern Cayuga Lake Intermunicipal Water Commission. Carried Councilwoman Margaret McElwee stated that she had received a request from persons residing on Stormy View Drive and Bean Hill Lane to be permitted to use town highway equipment to barricade said highways from 6P.M. to 11P.M. on October 31st. Discussion held by the board, no action taken. The Supervisor presented his monthly report. AUDIT RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that General Fund bills #364 through #398totalling $24,160.44 and Highway Fund bills #263 through #281 totalling$14,774.32 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment.
