Councilman Lee Naegely requested direction from the board concerning T.V.
Commission Contracts.
The Supervisor presented his monthly report.
AUDIT RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded
by Mrs. McElwee.
RESOLVED, that General Fund bills #328 through #363 totalling $ 16,598•x+4
and Highway Fund bills #238 through # 262 totalling $16,829.25 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

The Lansing Town Board met in an Adjourned Meeting on September 25, 1979
at 8:00 P.M. to conduct a Public Hearing on Proposed uses of Federal Revenue
Sharing monies for the calendar year of 1980, a Public Hearing on a Proposed
Local Law setting dog license fees for the 1980 licenses, and to act on any
other business that may come before said board.

The Supervisor called the meeting to order having the clerk take the
Roll Call.

Proof of Notice having been furnished, the Public Hearing on proposed uses
of Federal Revenue Sharing funds for the calendar year of 1980 was called to
order by the Supervisor at 8:00 P.M.
Supervisor Munson stated that proposed uses of Federal Revenue Sharing
monies included Park Projects, Youth Projects, Highway Equipment, Services
for Aged and Public Safety. The amount of Federal Revenus Sharing funds the
town anticipates receivinglin 1980 is $38,360.00.
All persons desiring to be heard, having been heard, and no objections
made to said proposed uses of Federal Revenue Sharing Funds, the Hearing was
terminated at 8:10 P.M.
A street lighting renewal contract for the Town of Lansing (Ludlowville
District was received from the New York State Electric & Gas Corporation.
The current contract cost is $490 /year, the renewal contract cost is $638 /year.
Discussion was held by the board, following resolution offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED that the written contract submitted by the New York State Electric
& Gas Corporation for lighting the streets and public places of District of
Ludlowville, Town of Lansing, dated November 3, 1979, be, and the same hereby is,
approved, and a majority of the members elected to this Board be, and they
hereby are, authorized and directed to execute the same in the name and in behalf
of the Town of Lansing.

RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that Charlotte Howell, 199 Ludlowville Road, Lansing, N.Y. be
appointed an Alternate Republican Election Inspector, term expiring July 15, 1980.

RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that pursuant to Chapter 838 of the State of New York Laws
of 1977, the Town Board of the Town of Lansing hereby appoints Town Clerk
Jane Bush Horky and Deputy Town Clerk Wanda B. Brink to issue the Handicapped
Permits to eligible local residents who apply for same, said permits valid
for parking in any designated handicapped parking area in the State of New York.

RESOLVED, that the Village of Lansing be authorized to apply for and
use the New York State Division for Youth allocation for Youth Services
allocated for the Town of Lansing for years 1979 -1980.

Proof of Notice having been furnished, the Public Hearing on a proposed
Local Law which will set license fees for each spayed or neutered dog at
$5.00 and for each unspayed or unneutered dog at $10.00 for the 1980 licenses,
was called to order by the Supervisor at 8 :30 P.M.
Mary Flinn questioned the board concerning the new proposed fees and how
the said fees were to be utilized.
Councilman George Stevens and Attorney Robert Williamson reviewed the
proposed Local Law in regard to the fee structure and services to be rendered.
All persons desiring to be heard, having been heard, the hearing was
terminated at 9:10 P.M.
The Town Board discussed the Hearing just held on proposed Local Law #2,
1979, after which time the following resolution was offered:
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mrs. McElwee:
WHEREAS, a Public Hearing has been held on September 25, 1979 at 8:30 P.M.
in the evening thereof on Proposed Local Law #2, 1979 which will set license
fees for each spayed or neutered dog at $5.00 and for each unspayed or un-
neutered dog at $10.00 for the 1980 licenses, and
WHEREAS, no one appeared objecting to same, now therefore be it
RESOLVED, that said Local Law #2, 1979 entitled "Annual Dog License Fees"
be and the same is hereby declared duly adopted.

LOCAL LAW #2 - 1979
ANNUAL DOG LICENSE FEES
Be it enacted by the Town Board of the Town of Lansing as follows:
A local law fixing
the
annual
fees
for each dog
license issued in the
Town of Lansing pursuant
to
Article
Vll,
Agriculture
and Markets Law.
Section 1
The annual fee for each dog license issued pursuant to Subdivision 1 of
Section 109 of Article Vll of the Agriculture and Markets Law shall be:
(a) Five Dollars for each spayed or neutered dog:
(b) Ten Dollars for each unspayed or unneutered dog.
Section 2
The annual fee for each purebred issued pursuant to Section 2 of Section 109
of the Agriculture and Markets Law shall be as set forth in Section 110 of the
Agriculture and Markets Law.

Section 3
There shall be no fees for any license issued for any guide dog, war dog, or
police work dog.
Section 4
This local law shall take effect immediately for 1980 dog licenses and each
year thereafter.
Copy of letter written to Mr. John Caren from the Tompkins County Health
Department concerning the Keeney Development located on VanOstrand Road, was
read. The board expressed their concern and discussed the contaminated water
conditions and the unsatisfactory sewage systems existing at the Keeney
Development.
Viola Miller, Member of the Tompkins County Planning Board representing
the Town of Lansing, spoke to the board regarding the alternatives being proposed
to handle the increased volume of traffic on Route 13. The advantages and
disadvantages of the plans under consideration were outlined by Mrs. Miller.
Following discussion, it was the consensus of the board that they would support
the proposed "B -I" corridor.
Councilwoman Margaret McElwee reviewed for the board's approval, a written
response to the Planning Board's communications received in August. Following
discussion and some suggestions by the board, Mrs. McElwee to revise and
submit to the Planning Board.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded
by Mr. Stevens:
RESOLVED, that it shall be the responsibility of the Lansing Ordinance
Officer to serve also as Inspection Officer with duties as defined in the
Subdivision Rules and Regulations. Carried

The Lansing Town Board met in Regular Session at the Lansing Town Hall on
October 9, 1979 at 8:00 P.M. with Supervisor Munson presiding.

Supervisor Philip Munson called the meeting to order having the clerk
take the Roll Call.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that the Town of Lansing consents to the request of Francis T. Gray
for permission to hook -up to the Lansing Water System by means of connection to
the Orear lateral, and be it further
RESOLVED, that the Supervisor be and is hereby authorized to sign said
Agreement on behalf of the Town.
