ROLL CALL Philip Munson Supervisor Present Bert Hilliard Councilman Present Margaret McElwee Councilwoman. Present Lee Naegely Councilman Present George Stevens Councilman Present Lloyd Sharpsteen Highway Superintendent Present Robert Williamson Town Attorney Present Jane Bush Horky . Town Clerk Present Visitors: Zoning Officer Norman Stanton, Deputy Clerk Wanda Brink, James Howell, Water Superintendent,and Ronald Parks. The Supervisor called the meeting to order having the clerk take the Roll Call. ® Highway Superintendent Sharpsteen discussed with the board, the poor condition of the furnace that heats the office section at the Highway Building, after which time the following resolution was offered: RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that the Highway Superintendent be authorized to replace the furnace for the office section at the Highway Garage, as per Proposal of Gary's Heating & Plumbing, in the amount of $900.00. (Aye) Philip Munson, Supervisor Ronald Parks, Member of the Lansing Fire Department, presented each Town Board Member a new "Lansing 1979 Directory" recently compiled by the firemen in the Lansing Fire Department. The clerk was requested to write Ronald Parks and Kim Davis a letter of appreciation, on behalf of the Town Board, for their difficult and time - consuming task to obtain the material required for the updated Lansing Directory. Norman D. Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed by the board. Copy of letter received from Judy Hinderliter written to Lansing Fire Commissioners. Letter concerned dumping ground the fire company has established on the Cargill property located on Drake Road. '.Discussion held by the board, Supervisor Munson to contact Mrs. Hinderliter concerning problem. Letter received from Richard W. Baumgras requesting to purchase one of the lamp posts located on the LAU Field. Board determined the lamp posts were not available for sale inasmuch as they were donated for the LAU Field. Received from T.G. Payne, Director of Assessment, notification that the Local Advisory Board of Assessment Review Meeting for the Town of Lansing is scheduled to meet from 3 P.M. to 7 P.M. on June 13, 1979 at the Lansing Town Hall. Lansing Board Members to serve on the Local Advisory Board of Review will be Supervisor Philip Munson and Councilwoman Margaret McElwee. Memorandum received from Department of Agriculture and Markets concerning Department Conferences to be held on the new State Dog Law. Discussion held by the board, following resolution offered: ® RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Town Clerk and Deputy Town Clerk be authorized to attend the Department conference on the new State Dog Law on July 5 and 6, 1979 to be held in Binghamton, New York and that any necessary expenses be a town charge. Carried Letter received from Lansing Planning Board stating that Thomas Kick had been appointed as the representative from the Planning Board for the Sewer and Water Commission and that Lorne Montague as the Planning Board Clerk for Subdivision Regulations. Letter received from Ithaca Agency concerning our request for a premium quotation for Public Officials Liability for members of the Town Board. Discussion held by the board, decision tabled. (continued) Continued June 12, 1979 Letter received from Margaret Harding, Director of Tompkins County Office for the Aging regarding.changes in the Law on Real Property Tax Exemption for the Elderly. Section 467 of the Real Property Tax Law has been amended (Chapter 108 and 109 of the Laws of.1979) to permit municipalities to set income eligibility at any level between $3,000 and $8,000 for homeowners aged 65 and up who qualify in other respects. The change is primarily to benefit people whose 1978 income exceeded the previous limit ($7,200) because of cost of living increases in Social Security. Discussion held by the board, following resolution offered: RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mrs. McElwee. RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on the 27th day of June 1979 at 8:00 P.M. in the evening thereof, at the Lansing Town Hall to consider a proposed Amendment to Lansing Ordinance #25 originally adopted August 9, 1966, which Amendment will increase the maximum income allowable from $7,200 to $8,000. Carried A copy of the minutes of May 8, 1979 having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose corrections of errors or to accept same as submitted. RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the minutes as submitted by the clerk be approved. Carried RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that Donald Werner be appointed Part -time Police Officer for the Lansing Parks for the year 1979• Councilman Bert Hilliard Abstained Resolution adopted. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that Election District #4 be moved from the old Lansingville Fire Station at 586 Lansingville Road to the new Lansingville Fire Station located at 1235 Ridge Road. Carried Councilman George Stevens presented, for consideration by the board, a Proposed Dog Control Law for the Town of Lansing. The members of the board reviewed the proposed Dog Control Law which would regulate and control the activities of dogs in the Town. Carried Councilman Lee Naegely reported on the Ithaca - Tompkins County Trans- portation Commission. Supervisor Philip Munson presented his monthly report. AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that General Fund bills #157 through #218totalling $29,063.48 and Highway Fund bills #149 through #175 totalling $43,136.96 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment.
