® The Lansing Town Board met in Regular Session at the Lansing Town Hall on
May 8,'.1979 at 8:00 P.M. with Supervisor Philip Munson presiding.

The Supervisor called the meeting to order having the Clerk take the Roll
Call.
Proof of Notice having been furnished, the Public Hearing on proposed
amendments-,to the Lansing Zoning Ordinance was called to order by Supervisor
Munson. Said amendments increase the size of lots required for one and two
4 family dwellings without available public sewer to one acre and further
! require that minimum lot sizes specified in the Ordinance are subject to
approval by the County Health Department, which permit must be filed with the
Town Clerk prior to: a) new construction, or b) placing a mobile home which
requires a sewage disposal system, or c) construction, repair, etc., of an
existing sewer system, or d) alteration, enlargement, etc., of a building
which changes volume of wastes.
Barbara Irish spoke in regard to the proposed amendments and requested
the board to consider additional changes in the Ordinance.
The board reviewed the proposed amendments in detail.
All persons desiring to be heard, having been heard, the Public Hearing
on proposed amendments to the Lansing Zoning Ordinance, was terminated at
8 :40 P.M.
The Town Board reviewed the Public Hearing just held on the proposed
amendments to the Lansing Zoning Ordinance, and the following resolution
was offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Naegely:
® WHEREAS, a Public Hearing, as duly advertised, was held on May 8, 1979
at 8 :00 P.M. on proposed amendments to the Lansing Zoning Ordinance which
amendments increase the size of lots required for one and two family dwellings
without available public sewer, to one acre, and further require that minimum
lot sizes specified in the Ordinance are subject to approval by the County
Health Department, and
WHEREAS, discussion was held on said proposed amendments at the Public
Hearing and all persons desiring to be heard, were heard, now therefore be it
RESOLVED, that the proposed amendments be and they hereby are approved
and adopted and the Town Clerk is hereby directed to enter said changes in
the minutes of this meeting and a copy published in full in the official
newspaper of the Town and a copy posted on the sign board of the Town and
affadavits of posting and publication filed with the Town Clerk.

Highway Superintendent Sharpsteen advised the board that he had received a
request for a "WATCH FOR CHILDREN" sign to be placed on Stormy View Road.
Discussion held by the board, following resolution offered:
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the Highway Superintendent be authorized to place a "WATCH
FOR CHILDREN" sign on Stormy View Road, Bean Hill Lane and Sky Acres Drive.

WHEREAS, the Highway Superintendent has duly advertised for bids for one
1970 International 5' Cub Lowboy Tractor Mower, and
WHEREAS, Donald Swearingen, Jr., submitted the highest bid in the amount of
$2,020.23, now therefore be it
RESOLVED, that the bid of Donald Swearingen, Jr., in the amount of $2,020.23
be and the same is hereby accepted and the Highway Superintendent is authorized
to complete the transaction on behalf of the Town. Carried

WHEREAS; the clerk has duly advertised for bids for the food concession at
the Lansing Town Park, and
WHEREAS, Gladys L. Taft was the only bidder in the amount of $100.00, now
therefore be it
RESOLVED, that the bid of Gladys L. Taft, be and the same is hereby accepted.

Association. Said meeting to be held on May 23, 1979 at the Sheraton Inn at
7:00 P.M.. Frank Liguori, Tompkins County Commissioner of Planning will speak
on Tompkins County's Traffic Commission.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Ordinance Officer, Norman D: Stanton, submitted notice of two Public
Hearings -for subdivions to be held by the Lansing Planning Board on May 14, 1979•
Frederick L. Churchill, minor - sketch subdivision on Lansing Station Road to
be held at 7:30 P.M. and C. Arno Finkeldey, major- preliminary plat called
Fiddler's Green on Sperry Lane to be held at 8:00 P.M.
Notice recieved of a Workshop on the Implementation of the State Energy
Conservation Construction Code at the Local Municipal Level, to be held
Wednesday May 16, 1979 from 7:00 - 10:00 P.M., at Tompkins- Cortland Community
College.
A copy of the minutes of April 10th and 24th, 1979 having been furnished
to the members of the town board beforehand, the Supervisor asked for a
motion to propose corrections of errors or to accept same as submitted.

Councilwoman Margaret McElwee reported on the White House Rural Water and
Sewer Conference she attended in Rochester on April 30 and May 1, 1979. Mrs. McElwee
stated that funds were available and suggested the town board appoint a Public.
Works Commission to work with Eng. T.G. Miller on future Water and Sewer Projects.
The Supervisor presented his monthly report.
AUDIT RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded
by Mr. Naegely:
RESOLVED, that General Fund bills #114 through #156totalling $16,191.47
and Highway Fund bills #114 through #148 totalling $21,507.04 be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.

ORDINANCE N0, 27
An Ordinance of the Town of Lansing, County of Tompkins, State of New York
Providing for AMENDMENT to LAND USE CONTROL ORDINANCE adopted by this Town Board
June 4, 1973 (Ordinance #12), as AMENDED by Ordinance #13 dated April 30, 1974;
Ordinance #15 dated October 29, 1974; Ordinance #17 dated June 10, 1975;
Ordinance #18 dated September 30, 1975 and Ordinance #24.-,dated May 24, 1977s
is hereby amended to read as follows:
ARTICLE V: GENERAL PROVISIONS
Section 500. 2. Minimum lot sizes specified in this Ordinance shall be
subject to approval and modification by the Tompkins County Health Department
to meet their applicable regulations, and a copy of the County Health Department
Construction Permit shall be filed with the Town Clerk prior to the beginning
of any of the following activities. 0
a. construction of any new building or structure requiring
a sewage disposal system, or'
b. placement or siting of a mobile home requiring a
sewage disposal system,.or
ce alteration, enlargement, or extension of an existing
building(s), structure(s), or mobile home(s) in such
a way as to result in a change in the volume or
characteristics of the liquid wastes therefrom.

Sec. 702. Development Density
Residential development in the Rural Residential Districts shall not
exceed a density of 2 dwelling units per gross acre except as a

ARTICLE XIII: SPECIAL CONDITIONS, SPECIAL PERMITS AND PLANNED DEVELOPMENT
Sec. 1302. Special Conditions
The Enforcement Officer or the Town Board as required by the
provisions of this ordinance shall issue building or land use
permits for the following uses only when satisfied that the
special conditions specified in this Section have been met:
Sec. 1303: Special Permits
The Town Board may issue building or land use permits for the
following land uses only after review by the Planning Board,
and a variance, if necessary, has been authorized by the Zoning
Board of Appeals. In making its review the Planning Board shall
find that the conditions and requirements set forth in this Section
have been satisfied.
Sec. 1305. Airport Hazard Area
Other provisions of this Ordinance to the contrary notwithstanding,
no lot shall be less than 1 acre in area, . . . . . . . . . . .
ARTICLE XVIII: APPEALS
Sec. 1802. Variances
(Second paragraph only)
All Appeals related to the use of land (rather than area require-
ments such as lot size, frontage, etc.) shall be referred to the
Planning Board for review as to the conformance with the objectives
of the Comprehensive Plan. No decision shall .
This Ordinance shall be in force and effect upon publication'and posting
as required by law.
