Continued March 13, 1979
Supervisor Munson reported on the progress to -date of the Town Hall
renovations.
Councilwoman Margaret McElwee reported that Engineer T.G. Miller is
completing his ,udy on-the recent survey made to determine the number of
persons interes /zn receiving water service from the Bolton Point system.
Mrs. McElwee will present his report at the April meeting.
Councilman George Stevens reported that the County Committee of Municipal
Officials' Association continues to meet regarding the dog control situation.
Mr. Stevens will also meet with the Lansing Village Board concerning dog control.
Councilman Lee Naegely reported on the Tompkins County Cable Commission.
The Supervisor presented his monthly report.
RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that General Fund bills #50 through #83 totalling $23,558.91
and Highway Fund bills #46 through #75 totalling $28,403.04 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby
approved for payment.

Visitors: Water Supt. James Howell, Zoning Officer Norman Stanton, Barbara Meal,
Richard Shaw, Glen Burke, Paul Nedrow and*Garrett Schnock.
The Supervisor called the meeting to order having the Clerk take the Roll
Call.
Zoning Officer Norman Stanton reviewed with the board, several Amendments
which should be made to the Lansing Land Use Control Ordinance. It was the
consensus of the board that a further study be made concerning these Amendments
before holding a Public Hearing on same.
Paul Nedrow, Richard Shaw and Glen Burke, employees of the U.S. Postal
Service, appeared before the board to discuss the recent changes made in the
Lansing mail service.
A copy of the minutes of March 13, 1979 having been furnished to the members
of the town board beforehand, the Supervisor asked for a motion to propose
corrections of errors or to accept same as submitted.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the minutes as submitted by the clerk be approved.

Norman Stanton, Ordinance Officer, submitted his monthly report which was
read and reviewed by the board.
Letters received from Agway Petroleum Corporation stating price increases
for Fuel Oil #2 and Diesel Fuel.
Letter received from William H. Robinson, Jr., Director of Recreation,
recommending that John R. Carr be reappointed to the Lansing Recreation Commission
and Barbara Bills be appointed to succeed Hazel Avery. Discussion held by the
board, following resolution offered.
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that Richard R. Carr be reappointed to the Lansing Recreation
Commission for a term of three years, said term expiring December 31, 1981, and
Barbara Bills be appointed for a term of three years, said term expiring
December 31, 19810 1 1

The board members reviewed a job description for a position of Court Clerk
for the Town of Lansing Justice Department. Said job description was submitted
by the Tompkins County Personnel Department as requested by the town. Discussion
held'by the board, following resolution offered:
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Town Board of the Town of Lansing hereby creates the
position of Court Clerk for the Town Justice Department, and be it further
RESOLVED, that the Clerk forward a copy of this resolution to the Tompkins
County Personnel Department. Carried
The bids received April 10, 1979 from Coulson Oil Co., Inc. and Lamoreaux-
Quinn Service Corporation for Diesel Fuel were reviewed and discussed by the
board. No action taken at this time.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that Laura L. Newton be authorized to attend the Judical Court
School being held for Justice Court Clerks on April 27, 1979 at Tompkins - Cortland
Community College and,t'that nece®darty expenses be a town charge.

RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that Margaret McElwee be authorized to attend the White House
Rural Water and Sewer Conference to be held at the Americana Rochester,
Rochester, New York on April 30th and May 1st, 1979 and that necessary expenses
be a town charge. Philip Munson named Alternate to said Conference.

A formal request bearing sixteen names of Lansing (Ludlowville) residents
was presented to the town board. Said persons requested the town board to urge
the Tompkins County Health Department to initiate a full investigation of
Richard Holgate's development of a multiple unit complex currently being
undertaken at 162 Ludlowville Road in regard to inadequate sewage disposal.
Discussion held by the board.
The C. Arno Finkeldey Subdivisions were discussed by the board.
® The Lansing Subdivision Rules and Regulations were briefly discussed.
It was the consensus of the board that one Town Board Member and one Planning
Board Member should work on the administrative section of the Rules and Regulations.

Councilman George Stevens discussed the State Regulations on Energy Con-
servation and the enforcement of same. Atty. Williamson was requested to
examine said regulations and report back to the board. Mr. Stevens reported
on CETA projects, stating that the County would assist in preparing applications
for summer or longer term projects. Mr. Stevens stated that an application
would be filed to have the lower channel of the Salmon Creek cleaned before
next winter.

situation.
Councilman Lee Naegely reported on the Tompkins County Cable TV Commission
and Review Committee. Presented a Model Cable Television Franchise Agreement.
Mr. Naegely discussed the water level at the end of the Lansing Park dock.
Suggested prohibiting use of the dock only for lifeguards or remove dock
entirely. Discussed the number of trailers at the park and also the food
concession.
Councilman Bert Hilliard discussed the park light entrance and the proposed
building to store park mowing equipment.
Supervisor Munson reported on the Town Hall repairs. Mr. Munson also
reported that he was investigating the cost of Public Official Liability
Insurance. When facts and figures are compiled he will present same to the
board for their recommendation.
The Supervisor presented his monthly report.

by Mr. Stevens*
RESOLVED, that General Fund bills #84 through #112totalling $8,786.31
and Highway Fund bills #76 through #113totalling $20,288.72 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby
approved for payment.
