The Lansing Town - Board met in Regular Session at the Lansing Town Hall on
November'.14,.1978•at 8:00..P.M., with Supervisor Philip Munson presiding.

® The Supervisor called the meeting to order having the clerk take the
Roll Call.
Ordinance Officer, Norman Stanton, requested the Town Board to take
action on the Junk Yard Application submitted by LaVerne & Mark McKane,
Public Hearing on said application having been held September 13, 1978.
Fred Lechner, Samuel Baughman and F. Wilbur Wilson, Members of the
Lansing Lion's Club, discussed the possibility of purchasing the South
Lansing Grange Hall for a Community Center. Renovation of the building
would be done by the Lion's Club. The Lion's representatives requested
the Town Board to consider and explore the possibilities of the Town
purchasing the building and leasing back to the Lion's Club. Maintenance
and operation of the proposed project was also discussed.
Justice Frederick Spry spoke to the board in regard to "Driving While
Intoxicated" charges and the legal system involved in handling "DWI" cases.
Town Councilman George Stevens, a Member of the newly- formed group PARKIT,
stated that the name of the group stands for "Prevent Alcbhol'•Related Killings
in Tompkins County," further discussing the proposed plans contemplated by the
group for immediate action and what can be done in the long range.
A copy of the minutes of September 13th, September 26th, October 10th,
October 12th and November 8th, 1978 having been furnished to the members of
the town board beforehand, the Supervisor asked for a motion to propose
corrections of errors or to accept same as submitted.
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the minutes as submitted by the clerk be approved.
Carried
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Letter received from U.S. Dept. of Agriculture stating that the Salmon
Creek Project under the Resource Conservation & Development Program will be
postponed until Fiscal year 1980.
Notice received concerning the meeting to be held by the Tompkins County
Municipal Officials' Association on November 15, 1978.
Notice received from the Association of Towns that their 1979 Annual
Meeting will be held at the New York Hilton Hotel, New York City,
February 18th - 21st, 1979•
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that the following transfers be made:
From: Antirecession Fund CF1620.4 to Town Hall Supplies & Maintenance
#1620.41 the amount of $434.00.
From: Contingency Fund #A1990.4 to Town Clerk Part -time #A1410.1 the
amount of $500.00.
From: Highway Fund - Bridges DB5120.4 to Highway Fund - Machinery
#DM5130.4 the amount of $5,000.00.

Supervisor Munson advised the board that a Joint Meeting of the Town
and Village of Lansing would be held at Howard Johnson's on the 28th of
November at 7:30 P.M.. Said meeting concerns the proposed transfers of
North Triphammer Road and E. Shore Drive.

RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the Junk Yard Application of LaVerne and Mark McKane be
denied on the grounds that the said applicants did not furnish the following
information as requested by the town board: 1) an accurate map indicating the
specific location 2) the boundaries of the proposed junk yard site 3) the
neighboring parcels involved 4) additional information concerning size, streams,
fencing, entrances, protection assurances, number of vehicles and determination
date of junk yard.

RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, upon recommendation of the Lansing Planning Board, that
Lorne Montague be. appointed to fill the unexpired term of-Lola Winter as
Member of the Lansing Planning Board, said term expiring December 31, 19800

Mrs. McElwee discussed the possibility of extending the Bolton Point
Water System, which now serves the Village of Lansing, to other areas of the
town. It was the consensus of the board that a- survey should be made by
local residents to determine the number of persons interested in receiving
water service from Bolton Point,
Supervisor Munson presented his monthly report.
AUDIT RESOLUTION offered by Mr. Naegely, who moved its adoption,
seconded by Mr. Stevens.
RESOLVED, that'General Fund bills #405 through #493 totalling $159237.14
and Highway Fund bills #256 through #289 totalling $360231913 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #2 .bills be and the same are hereby
approved for payment.

"NO PARKING" signs*on Springbrook Circle and the Town Barn Road,

The Lansing Town Board held a Special Meeting on November 17., 1978 at
12 :30 P.M.!'Toor the purpose of amending and lowering the budgets and tax rates
of Special Assessments of Water District #1 and Sewer District #2, from
rates previously adopted November 8, 1978.

Roll for the Town of Lansing Water District #1 on and before September 15, 1978,

WHEREAS, after proper notice a Public Hearing was held on November 8, 19789
and all persons desiring to be heard, having been heard and,no.one appearing
objecting to said Water District #1 Assessment Roll, now therefore be it
