Carried RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Town of Lansing Town Board request the Tompkins County Personnel Department to create five additional Recreational Activity Specialist positions and four additional Recreational Attendant positions: Unanimously carried Supervisor Munson and Councilman George Stevens reported on the Economic Development Conference which they attended in Elmira, New York. Councilman George Stevens reported on the Tompkins County Environmental Management Council Meeting and SEAR. BY ORDER OF 'THE 'TOWN BOARD OF THE TOWN OF LANSING Jane Bush Horky, Town Clerk June 3, 1978 The Lansing Town Board met in Regular Session at the Lansing Town Hall on June 13, 1978 at 8:00 P.M. with Supervisor Philip Munson presiding. ROLL CALL Philip Munson Supervisor Present Bert Hilliard Councilman Present Margaret McElwee Councilwoman Present Lee Naegely Councilman Present George Stevens Councilman Present Lloyd Sharpsteen Highway Superintendent Present Jane Bush Horky Town Clerk Present. Visitors: Deputy Clerk Wanda Brink, Zoning Officer Norman Stanton, Water Supt. James Howell, Kevin H. Rorke, Reporters Jennifer Romm and Paul Parr, The Supervisor called the meeting to order having the Clerk take the Roll Call. Proof of Notice having been furnished by the Clerk, the Public Hearing to consider the merits of obtaining a Doctor to be located adjacent to the Town Hall was called to order by the Supervisor at 8:00 P.M., as advertised in the Ithaca Journal and posted according to law. All persons desiring to made to obtaining a Doctor to was terminated at 8:20 P.M. . A copy of the minutes of the members of the town board propose corrections of errors be heard, having been heard, and no objections be located adjacent to the Town Hall, the Hearing May 9th and 23rd, 1978 having been furnished to beforehand, the Supervisor asked for a motion to or to accept same as submitted. RESOLUTION offered by Mrs. McElwee, seconded by Mr. Stevens, that the minutes as submitted by the clerk be approved. Carried Highway Superintendent Sharpsteen reviewed machinery and road conditions in the town. (continued) L 'y b Continued June 13, 1978 Supervisor Munson introduced Kevin H. Rorke, General Manager of Ceracche Television, Division of ATC. Mr. Rorke discussed a proposed $2.00 rate for rental on converters supplied by Ceracche to pick up the additional channels above channel-13. Mr. Rorke requested an amendment to our present Franchise with Ceracche TV Corp. be approved by the board to cover the $2.00 rate in- crease. Board members and Mr. Rorke reviewed the converter rental projection thoroughly. Councilman Lee Naegely stated that he would prefer to act on the proposed rate increase as an amendment to our present Franchise. No action taken by the board at this time. Norman D. Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed•by the board. Memo received from the Tompkins County Health Department concerning "pre- operational" inspection of the Lansing Park Concession and recommenda- tions concerning same. Letter received from State of New York, Department of Law, stating that Carolyn Burin had filed an intention to sue New York State as a- result of the ice jam which developed upstream from the railroad bridge adjacent to her property on Myers Road in January 1978. The board discussed correspondence previously received from the Cayuga Lake Conservation Association, Inc., concerning the Finger Lakes region of New York State as a potential location for nuclear waste disposal being studied by the Federal Department of Energy. Letter received from John Barney, Chairman of the Lansing Board of Zoning Appeals regarding the resignation of Lois C. Flynn as a Member of said board, and requesting the board to fill the unexpired term of Mrs. Flynn. Larry Tvaroha and John Hicks were named as possible appointments. Town Board members to contact Messrs. Tvaroha and Hicks before taking action. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that $2,000.00 be transferred from the Contingency Fund A1990.4 to Highway Garage Fund A5010.44. Town of Lansing Subdivision Rules and Regulations were reviewed by the board. Councilman George Stevens reviewed the State Environmental Quality Review Act in regard to the intent, datelines, current regulations, actions, process and court actions of said Act. Question and answer period followed. Discussion held by the board concerning the possible disposition of the Town Hall in Ludlowville and the Fire Building at South Lansing. No action taken. Councilman Lee Naegely reported on the proposed alternate route changes of Route 96 suggested by the Tompkins County Planning Department. Supervisor presented his monthly report. AUDIT RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Stevens: RESOLVED, that General Fund bills #183 through #236 totalling $27,882.87 and Highway Fund bills #122 through #150 totalling $51,210.30 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment.
