April 11, 1978
The Lansing Town Board met in Regular Session at the Lansing-Town Hall on
A�trll- 1978 at 8:00 P.M. with Supervisor Philip Munson presiding.

Visitors: Deputy Clerk Wanda Brink, Zoning Officer Norman Stanton,
Rhaeto Pfister and WTKO Reporter Jennifer Romm.
The Supervisor called the meeting to order having the Clerk take the
Roll Call.
A copy of the minutes of March 14, 1978 having been furnished to the members
of the town board beforehand, the Supervisor asked for.a motion to propose
corrections of errors or to accept same as submitted.
RESOLUTION offered by Mrs. McElwee, seconded by Mr. Stevens, that the
minutes of the March 14, 1978 meeting be approved subject to correction by
the Clerk.

Harris Dates, Lansing County Representative, commented on the County share
of Antirecession funds being made available to towns for equipment and man-
power for repair of creeks. Mr. Dates also discussed the advantages of the
Tompkins County Hospital being controlled privately.
Ordinance Officer, Norman D. Stanton, submitted his monthly report which
was read and reviewed by the board.
Letter received from Rhaeto A. Pfister, Committee Chairman of Boy Scout
Troop 48, requesting the food concession at the Town Park for the summer of
1978, with a renewable option for two more years. Discussion held by the board,
following resolution offered.
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Stevens.
RESOLVED, that we accept the request of Boy Scout Troop 48 to operate the
food concession at the Town Park for the summer of 1978 with a renewable option
for two succeeding years, either party permitted to cancel at the end of season.

Notice received concerning the meeting to be held by the Tompkins County
Municipal Officials' Association on April 19, 1978.
Letter received from New York State Department of Environmental Conser-
vation concerning SEQR implementation. Discussion held by the board. No action
taken at this time.
Frank R. Liguori, Commissioner of Tompkins County Planning, submitted a
summary of State Laws relating to emergency actions upon threat or occurrence
of a f16od and flood protection authority. Board reviewed same.
James W. Ray, Chairman of the Planning & Public Works Committee of
Tompkins County, requested the Town of Lansing to submit a nominee for consider-
ation of appointment by the Tompkins County Board of Representatives, to
represent Lansing on the newly established Tompkins County Economic Advisory
Board, Mrs. McElwee proposed David Hardie for consideration by the board.
Discussion held, following resolution offered:
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mrs. McElwee:
RESOLVED, that the Supervisor be and he hereby is authorized to contact
David Hardie for approval to appoint said David Hardie as nominee for consider-
ation of appointment by the Tompkins County Board of Representatives, to
represent Lansing on the Tompkins County Economic Advisory Board.

Supervisor Munson reviewed progress to date on the Older Adults Home in
regard to wells, sewerage system and finances. Following resolution offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that the sum of $10,000.00 of Federal Revenue Sharing funds
be and the same transferred to the Lansing Housing Authority, it being under-
stood that said Authority submit monthly statements to how said monies have
been expended.

Supervisor Munson reported that he had made many contacts endeavoring
to obtain grant money for a doctor's office. The board members urged
Mr. Munson to continue pursuing said grant.
The board members discussed Town Hall refurbishing. Supervisor to
review plans with Fred Thomas.

The proposed .Town of Lansing Agriculture District No. 7 as prepared by
the Tompkins County Planning Department, was discussed byothe board. Follow-
ing resolution offered:
RESOLUTION offered.by Mr. Stevens, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that this board does not look favorably upon the proposed
Agriculture District No. 7, Town of Lansing, Tompkins County, New York, as
presented in its current form, and be it further
RESOLVED, that the Clerk of the Board forward a copy of this resolution
to Frank Liguori, Tompkins County Planning Commissioner and James W. Ray,
Chairman of the Planning and Public Works Committee of the Board of Represen-
tatives of Tompkins County.

Highway Supt. Sharpsteen discussed the 1962 Ford truck which he had
advertised for sale. Following resolution offered:
RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by
Mr. Naegely:
WHEREAS, no bids were received on the sale of a 1962 Ford truck-after
advertising, now therefore be it
RESOLVED, that the Highway Superintendent dispose of vehicle for the
best cash price. Carried
Highway Superintendent Sharpsteen discussed Crooked Hill Road and a
road being constructed by Barry Ford near the Lansing Park entrance.
Councilman Naegely read letter he had drafted in regard to the renumber-
ing of North Triphammer Road.
Supervisor Munson:1,stated that the board will meet with Tompkins County •
Assessment Director, Thomas Payne, on April 25th at 8:00 P.M., to review
the Tompkins County revaluation of taxable property.
Supervisor presented his monthly report.
AUDIT RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded
by Mrs. McElwee:
RESOLVED, that General Fund bills #93 through #135 totalling $10,543.91
and Highway Fund bills #65 through #96 totalling $13,432.08be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.
