Councilman Bert Hilliard reported on the meeting held by the Lansing Parks Commission. Town Attorney Robert Williamson reported that the Trial on Annexation would begin August 17th. Attorney Williamson spoke concerning the State Environmental Quality Review Act. AUDIT RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mrs. McElwee: RESOLVED, that General Fund bills #17 through # 53 totalling $15,122.25 and Highway Fund bills #15 through #40 totalling $30,187.85 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment. February 28:1. 1978 The Lansing Town Board met in an Adjourned Meeting at 8:00 P.M. as called at the Regular Meeting of February 14, 1978. Said meeting to consider and act on any business that may come before said board. The Supervisor called the meeting to order having the Clerk take the Roll Call. A copy of the minutes of January 12, 1978 having been furnished to the members of the town board be the Supervisor asked for a motion to propose correct- ions of errors or to accept same as submitted. RESOLUTION offered by Mr. Hilliard, seconded by Mr. Naegely, that the minutes as submitted by the clerk be approved. Carried Letter received from Eric J. Trotter, Chairman of the Lansing Parks Commission, requesting that Ordinance 22, "Rules and Regulations for the Town Parks", adopted August 10, 1976,'be amended as follows: Section 1, line 5 - presently reading; "The only exceptions shall be for specifically permitted users such as campers and users of boat slips under current assignment." This should be changed to read: "The only exceptions shall be for specifically permitted users such as campers and seasonal boat slip renters, season- al dry dock storage renters, or seasonal launch renters." The board accepted the resignation with regret and unanimously requested a letter of sincere appreciation for his .long and faithful service to the Town of Lansing, be forwarded to Mr. Edmondson. Councilman Lee Naegely excused at 9:00 P.M. Members of the board reviewed the request for a Resolution for the Rail - Highway Grade Crossing Program submitted by the New York State Department of Transportation. Following resolution offered: RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Hilliard: RESOLUTION of the Town of Lansing Agreeing to Permit the Department of Transportation to Construct a Federal Aid Rail- Highway Crossing Program Project on the Highways, Streets, and /or Roads of the Municipality. WHEREAS, the New York State Department of Transportation has proposed a ® Rail- Highway Crossing Program Project, pursuant to Section 203 of the Federal Safety Act of 1973 as amended by Section 203 of the Federal Highway Safety Act of 1976, and WHEREAS, the New York State Department of Transportation has notified this Board of the approval of plans.and specifications for such a Rail- Highway Crossing Program Project, for the Rail- Highway Crossings which are under the jurisdiction of the municipality, and which project is more completely des- cribed as the installation of railroad warning signs and railroad pavement markings, and WHEREAS, the New York State Department of Transportation has made known its intention to advertise a contract for the above described improvement and has requested an agreement from the Board to the effect that it will permit the State, its agents, and employees to enter upon the highways, roads, and /or streets under the jurisdiction of the municipality for the purpose of performing the above described improvement. NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town of Lansing duly convened in legal session held on the 28th day of February, 1978, does hereby approve of the above described improvement to be performed on the highways, roads, and /or streets of this municipality and does hereby agree with the State Department of Transportation that the authorities will permit the State, its agents, and employees to enter upon the highways, roads, and /or streets of the municipality for the purposes of carrying out the above des- cribed Rail - Highway Crossing Program_ Project, and IT IS FURTHER RESOLVED: That the Town Board of this with the State Department of Transportation jurisdiction over the highways, roads, and/ and hold harmless the State of New York for persons of others due to the performance of the municipality, and IT IS FURTHER municipality does hereby agree that the municipality shall retain or streets within the project area any damage to the property or any of the employees or agents of RESOLVED: That upon completion of the above described Rail - Highway Crossing Program Project, the municipality will maintain the improvement and the highways, roads, and /or streets so improved in accordance with the New York State Highway Law and the Federal Highway Safety Acts of 1973 and 1976 and Federal Standards and criteria in connection with such project. Letter received from Tompkins County Youth Bureau concerning the Town of Lansing's eligibility for Division for Youth matching money for youth programs. Letter received from the Tompkins County Public Library requesting printed materials on regulations, zoning, taxation, officers, annual reporting, etc., relating to the Town of Lansing. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that this board hereby approves the additional work done by IRS Excavating, Inc. in the amount of $200.00 over and above the bid price of said LRS Excavating, Inc., 24 Ross Road, Lansing, New York, for driving extra piling beyond contract requirements. (Aye) Philip Munson, Supervisor Councilman Bert Hilliard discussed the Lansing Parks. Councilwoman Margaret McElwee stated that she had studied the Subdivision Rules and Regulations and would discuss it further at the March meeting. Councilman George Stevens stated that he would be meeting with William Robinson in the near future to review the Youth Recreation Program. Supervisor Philip Munson reviewed progress to -date on the Older Adults Home. Mr. Munson to request Louis Bush to act as liaison for the Town Board in matters concerning the Retirement Home for Older Adults. On Motion, meeting adjourned 10:00 P.M.
