The Supervisor called the meeting to order having the Clerk take the Roll Call. The clerk read summary of programs and activities planned for the Annual Meeting of the Association of Towns to be held in New York City on February 20th, 21st and 22nd, 1978. Letter received from the Lansing Board of F ire Commissioners stating that they were in favor of the plan to renumber N. Triphammer Road in order to end the confusion as to which section of the road an emergency occurrs and prevent future mix -ups that slow the initial response. The Board of Fire Commissioners requested the cooperation of the Town Board in this matter. Discussion held by the Town Board and Planning Board Chairman, Viola Miller. Mrs. Miller stated that the Planning Board would submit a resolution for consideration by the Town`.: Board in regard to the renumbering of North Triphammer Road. Supervisor Munson advised the board that the 1978 Reorganization Resolutions would be acted upon at this time. RESOLUTION offered by Mr. Naegely, seconded by Mr. Stevens: RESOLVED, that the Supervisor be authorized and directed to have the town records and justice records audited by the Town Board and file his report under (Town Law 181 We Carried RESOLUTION offered by Mr. Naegely, seconded by Mr. Stevens* RESOLVED, that the bonds of Public Officials be, approved as to the amount and Company. Carried APPOINTMENT OF CONSTABLES: MOTION by Mr. Hilliard, seconded by Mrs. McElwee, that William Burin and Michael Brill be appointed Constables for the year 1978. Carried MULTIPLE HOUSING INSPECTOR: MOTION by Mr. Stevens, seconded by Mrs. McElwee, that the Lansing Fire Chief and Assistants be appointed Multiple Housing Inspector for the year 1978. Carried FIRE WARDENS* MOTION by Mr. Naegely, seconded by Mr. Stevens, that the Supervisor appoint the-Fire--Chief and Company Captains of the Town as Fire Wardens, Carried ATTORNEY FOR THE TOWN: MOTION by Mr. Hilliard, seconded by Mr. Naegely, that the Attorney for the Town be on an as needed basis and that Robert Williamson be consulted as needed. Carried DESIGNATION OF OFFICIAL NEWSPAPER: MOTION by Mr. Stevens, seconded by Mrs. McElwee, that the Ithaca Journal News be designated as the.official newspaper for the Town of Lansing. Carried DESIGNATION OF BANK DEPOSITORIES OF TOWN FUNDS: MOTION by Mr. Naegely, seconded by Mr. Hilliard, that the Tompkins County Trust Co., and the F irst National Bank be designated as the depositories for the Town of Lansing. MOTION by Mr. Stevens, seconded by Mrs. McElwee, that the Town Officer's and Highway Superintendent be allowed the sum of 15¢ per mile for the use of their automobiles in the performance of their official duties. Carried TIME OF REGULAR BOARD MEETINGS: MOTION by Mr. Stevens, seconded by Mr. Naegely, that the Regular Board Meetings of the Lansing Town Board be held on the 2nd Tuesday of each month at 8:00 P.M. Carried AUTHORIZATION FOR HIGHWAY SUPT. TO PURCHASE ITEMS: MOTION by Mr. Hilliard, seconded by Mr. Naegely, that the Highway Superintendent be authorized to purchase equipment, tools and implements, tires and tubes in the amount of $1,500.00 without prior approval. Carried METHODSOK CLAIMS TO BE PRESENTED FOR PAYMENT: MOTION by Mr. Naegely, seconded by Mr. Stevens, that vouchers for claims for General Fund and Highway Fund be presented and audited in accordance with (Town Law A.T. 103), this inspection will take place by the town board at the beginning of each regular meeting. Carried ASSOCIATION OF TOWNS ANNUAL MEETING: MOTION by Mrs. McElwee, seconded by Mr. Naegely, that the Town Board and Town Officials be authorized to attend meeting in New York on February 20, 21, 22, 1978 and that necessary expenses be a town charge. Frederick Spry named delegate and Floyd Ferris named alternate. Carried APPOINTMENT OF ZONING AND ORDINANCE ENFORCEMENT OFFICER: MOTION by Mr. Hilliard, seconded by Mrs. McElwee, that Norman Stanton be appointed Zoning and Ordinance Enforcement Officer, effective as of January 1, 1978 and to serve at the pleasure of the board. Carried APPOINTMENT OF DEPUTIES: RESOLUTION offered by Mr. Naegely, seconded by Mr. Stevens; RESIKVEDm that Margaret McElwee be appointed Deputy Supervisor, Stanley Reeves be appointed Deputy Highway Superintendent, and Wanda Brink be appointed Deputy Town Clerk at beginning of term and to serve during term4of respective officers. Carried RESOLUTION offered by Mr. Hilliard, seconded by Mr. Stevens: RESOLVED, that Philip Munson, Supervisor of the Town of Lansing be authorized and directed to duly execute application to the New York State Programs for the Aging for its approval and reimbursement of funds of said project for the year 1978. RESOLVED, that Philip Munson, Supervisor, be authorized and directed to duly execute application for permit to maintain and operate public bathing beach for the year 1978. Generally speaking 1977 was more active than 1976, even though the return of the town's share of revenue was slightly less. Several factors influenced,this, mainly, I had quite a few less overload and trucking violations. (These are $100.00 fine cases). Most of these were handled by Judge Ferris. Also the increase in the number of cases were for the most part an increase in dog violations and parking violations. The greatest increase of work showed up in the Criminal cases reported; shoplifting, bad checks increased by a huge margin. In this regard I again used the "Diversion Program ", with a continuance of a high percentage of success. This years report includes a restitution figure, which shows the seriousness of the bad check problem experienced by our Town Merchants. Speeding in the Village has leveled off, due to an increase in awarness by the motorist of the speed zones, and the steady work of the Sheriff's Dept., and New York State Police in enforcing the same. One other reason that the return to the town is lower, is that the D.W.I. condition license program calls for no fine, a Driver's School, and conditional license. The number of D.W.I. arrests remain about the same. We are not making any headway solving the drunken driver problem on our highways, nor do I look for any improvement in 1978, as I believe the approach to the problem as now set up by law, is not pointed in the right direction. I have again used such aids as the Tompkins County Youth Court, and have used the weenend jail sentence effectively in certain cases. Just a few words on the New Family Court Law which took effect in Sept. 1977. Within the new set up, the complainants- can now determine which court can handle the family offense. That is my court or the family court. Unfortunately, once determined, it must stay within the court first determined by the complainant:. Needless to say this is a big step backwards, causing confusion and almost putting us back to the frustrations we had when I first took this job before Family Court was established. I wish to report that I feel confident that my Court is-clean of traffic ticket fixing; but the Commission reporting this problem to the Media, has called everything traffic fixing, including those cases reduced or dismissed ® in the interest of justice, lack of prosecution, or changed in satisfaction of a plea on a more serious matter. The Justice Court System is being attacked politically and we Lay Justices must take what comes, and hopefully the people can judge us as the facts overwhelmingly conclude that we are the best system ' to protect the interests of the public. In conclusion, may I say that I will try to continue to serve the people of Lansing with the best court possible. A court dedicated to service, availa- bility and justice to all. Stanton Ordinance Officer Councilman Naegely questioned if the monthly report had been - received from Bob Murphy, Inc. Ordinance Officer Stanton stated that the monthly report was no longer applicable and therefore was not a condition of the 1978 Junk Yard License.' Planning Board Chairman, Viola Miller, informed the board that Subdivision Rules and Regulations had been supplied to all developers'in the Town. Enforce- ment of said Rules & Regulations was discussed. No action taken at this time. RESOLUTION offered by Mrs. McElwee, who-moved its adoption, seconded by Mr. Naegely: RESOLVED, that William -N. Bementtbe reappointed as a Member of the Lansing Planning Board for a seven year term beginning January 1, 1978. Carried Paul Welch, Floyd Oplinger, Jr., and Max Crozier, appeared before the board stating that the Board of Fire Commissioners of the Lansing Fire District would be awarding a contract for one 1978, Type 1, Class 1 modular ambulance on or about March 7, 1978, at an approximate cost of $35,000.00. They requested the board members to consider allocating Federal Revenue Sharing Funds for said ambulance. Discussion held, no action taken. (continued) 0 C7 Continued January 12, 1978 Supervisor Munson presented "A Plan for Animal Control in Tompkins County" submitted by the SPCA for consideration by the board. Discussion held. Councilman George Stevens was requested to head a committee consisting of Christine Litzenberg and Supervisor Munson to review the proposed Animal Control Plan and submit a recommendation to the board at the February meeting. Board discussed the Tompkins County Municipal Officials' Association Meeting to be held January 18, 1978 at 7:00 P.M. at the Valley House Restaurant. Following resolution offered: RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that Members of the Town Board that attend Tompkins County Municipal Officials' Association Dinner Meetings will have their dinner expense reimbursed for by the town. Carried Memorandum received from T.G. Payne, Director of Assessment of Tompkins County, concerning Amendment of Real Property Tax Law -Real Property Owned by ® Persons Sixty -five Years of Age or Older. Discussion held by the board, following resolution offered: RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Town Board of the Town of Lansing, will hold a Public Hearing on the 14th day of February 1978 at 8:00 P.M. in the evening thereof at the Lansing Town Hall to consider an Amendment of Ordinance, PROVIDING FOR A PARTIAL TAX EXEMPTION OF REAL PROPERTY FOR PERSONS WITH LIMITED INCOME WHO ARE 65 YEARS OF AGE OR OVER, to increase the yearly income limitation from $6,500.00 to $7,200.00 and amending the Ordinance further to conform to current State Amendments. Carried Letter received from Herb Ley and Gordon Cook regarding five drainage ditches that flow across their fields on the west side of Salmon Creek Road into Salmon Creek. Lengthy discussion held by the board concerning said problems. Highway Supt. Sharpsteen offered to take any board member to the site and review the situation. Supervisor Munson will talk to Herb Ley and Gordon Cook and report back to the board. Councilman Naegely reported that Crooked Hill Road was in a near state of collapse and felt an urgent need for posting or restricting the use of traffic. Discussion held. Supervisor Munson to notify school, Fire Dept. and emergency vehicles not to use Crooked Hill Road. Councilman Naegely reported a slide on Lockerby Hill Road, however, the road was still safe and passable. Hwy. Supt. Sharpsteen reported that work would start Monday on said road. Councilman Stevens reported on progress of proposed Doctor for Lansing. No definite decisions have been made as of this date. Supervisor Munson reported on the proposed Retirement Home. Discussed problems of the water supply and the Tompkins County Health Department. RESOLUTION offered by Mrs. McElwee, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Supervisor be authorized to spend funds.up to a total of $2,000.00 from Social Services for the Aged, for the purpose of obtaining Tompkins County Health Department approval for the Lansing Elderly Housing Project, said expenditures to be audited and approved by this board. On Motion, meeting adjourned at 11:59 P.M. February 14, 1978 On February 14, 1978 at 10:00 A.M. at the Lansing Town Hall, bids were publicly opened for Diesel Fuel. One bid received as follows: Coulson Oil Co., Inc. Bid entered in the amount of $ .44¢ per gal.
