Continued November 10, 1977
Highway Superintendent Lloyd Sharpsteen discussed with the board,_the
traffic problem located at Davis, Dublin and Emmons Roads. It was the consensus
of the board to install a "FOUR WAY STOP" sign at the intersection.
. James Howell advised the board that the Lion's Club was contemplating
erecting two ice skating rinks on the LAU Field.
Supervisor McDermott presented his monthly report.
AUDIT RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Bush:
RESOLVED, that General Fund bills #353 through #428 totalling $14,022.75
and Highway Fund bills #245 through #263 totalling $20,836.48 be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved

TAX ANTICIPATION NOTE RESOLUTION OF DECEMBER 13, 1977
FOR THE ISSUANCE OF A NOTE OF THE TOWN OF LANSING IN THE
AMOUNT OF Six hundred fifty and no/ 100 - - - - - - - DOLLARS
IN ANTICIPATION OF THE COLLECTION OF ASSESSMENTS FOR THE
FISCAL YEAR 1978 IN THE McKINNEY WATER DISTRICT
BE IT RESOLVED, this 13th day of December, 1977, by
the Town Board of the Town of Lansing:
Section, 1:
The Town of Lansing in anticipation of the
collection of assessments levied for the fiscal year commencing
January 1, 1978, in the McKinney Water District and pursuant to
the Local Finance Laws'of'the State of New York shall issue and
sell a tax anticipation note in.the amount of
Six hundred fifty and no /100dollars to mature on the 27th day of
December, 1978. The maturity of said note shall not and does not
extend beyond the applicable period provided by Section 24.00
of the Local Finance Law for the maturity of said note, to wit,
beyond one year from the date of issuance.
Section 2: The amount of assessments levied for the
fiscal year commencing January 1, 1978, remaining uncollected
against which such note is authorized to be issued is as of the
date hereof the sum of Eight hundred fifty -three and 77/100 dollar]
Section 3:
Except as herein specifically prescribed
the note shall.be of the date, terms, form, contents, place of
payment, and at a rate of interest not exceeding 6 percent
per annum as may be determined by the Town Supervisor, consistent
however, with the provisions of the Local Finance Law of the
State of New York. The note shall be executed in the name of
the Town by the Supervisor thereof and the seal of the Town shall
be attached thereto.

Section 4: The note shall be sold at private sale by
the Town Supervisor at a price of not less than par value with
accrued interest, if any. Upon the due execution and sale of
the note the same shall be delivered to the purchaser upon the
,payment by him of the purchase price in cash to the Town Super-
visor. The receipt by the Supervisor shall be a full acquittance
to such purchase who shall not be obliged to see to the applica-
tion of the purchase money.
Section 5: The full faith and.credit of the Town of
Lansing are pledged to the punctual payment of principal and
interest on the note.
Section 6: This-Resolution shall take effect
immediately.

December 13, 1977 at 8:00 P.M. with Supervisor McDermott presiding.

The Supervisor called the meeting to order having the Deputy Clerk take
the Roll Call.
Letter received from the Lansing Recreation Commission recommending the
appointments of Donald A. Sherwood, Linda Morse and William H. Robinson, Jr.,
to the Lansing Recreation Commission for three year terms to expire Dec. 31, 19800
Following Resolution offered:
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Bush:
RESOLVED, upon recommendation of the Lansing Recreation Commission, that
Donald A. Sherwood, Linda Morse and William H. Robinson, Jr., be appointed
to said Commission for three year terms each, said terms to expire Dec. 31, 1980.
Unanimously Carried.
Supervisor McDermott submitted his resignation as a Member to the Southern
Cayuga Lake Intermunicipal Water Commission and suggested that the Town Board
consider newly elected Councilwoman Margaret McElwee to fill his vacancy.
Discussion held by the board, following resolution offered:
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the resignation of Wesley McDermott as a Member to the
Southern Cayuga Lake Intermunicipal Water Commission be accepted by this Town
Board, and be it further
RESOLVED, that Margaret McElwee be appointed to replace Mr. McDermott
to said Southern Cayuga Lake Intermunicipal Water Commission.
Unanimously Carried.
Supervisor McDermott reviewed with the board, a series of correspondence
between Gerald R. Talandis and various public officials concerning water
charges for the Lansing Apartments North Project, Mr. Talandis is concerned
in regard to a large water bill which resulted from a water leak in the
system. Supervisor McDermott recommended that the problem be solved by the
Village of Lansing Mayor and Trustees.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that the Ordinance Officer be authorized to issue permanent
® Mobile Home Permits in accordance with the recommendation of the Lansing
Planning Board of December 12, 1977. Unanimously Carried.
Letter received from the Tompkins County Environmental Management
Council regarding representation on said Council. Discussion held by the board,
following resolution offered:
RESOLUTION offered by Mr. McDermott, who moved its adoption, seconded
by Mr. Bush:
RESOLVED, that the Town Board of the Town of Lansing, recommends that
George Stevens be appointed to represent the Town of Lansing on the Tompkins
County Environmental Management Council. Unanimously Carried.
The apportionment of mortgage tax monies for the period from April 1, 1977
through September 30, 1977, was reviewed by the board.

Discussion held by the board concerning Real Property Tax Law in regard
to persons 65 years of age or over and amending the income requirement from
$6500.00 to $7,200.00. No action taken at this time.
Board members reviewed information submitted from the Tompkins County
Assessment Dept. regarding Market Value Assessments for 1978.
Letter received and read from Betty Howland concerning SPCA control of dogs
and Dog Ordinance,
RESOLUTION OFFERED by Mr. Hilliard, who moved its adoption, seconded by
Mr. McDermott:
WHEREAS, this Town Board advertised for bids for sheathing replacement
at the Town Park, and
WHEREAS, the lowest responsible bidder meeting all specifications was
LRS Excavating, Inc., of Lansing, New York with a total bid of $8,520.00, includ-
ing all Alternatesr..and
WHEREAS, said work will be completed by April 5, 1978, and
WHEREAS, work will commence when lake level and weather permits, and
WHEREAS, funds for said project were appropriated from the 1977 Federal
Revenue Sharing Funds,,now therefore be it
RESOLVED, that said bid of LRS Excavating, Inc., be the same and is
hereby accepted and the sum of $8,520.00 of Federal Revenue Sharing Funds
appropriated for 1977 for said project be encumbered for 1978 to pay for
said bid as awarded.

RESOLVED, that the Agreement between the Town of Lansing and the Town of
Lansing Highway Association for the year of 1978, be and is hereby approved

The Lansing Town Board met in an Adjourned Meeting on December 28, 1977
for the purpose of auditing final bills for 1977, and act on any other
business that may come before said board.

The board members reviewed the positions and salary increases for the
Deputy Highway Superintendent and Deputy Town Clerk for the year 1978.

WHEREAS, the Town Board has in past years given percentage raises to the
Highway Superintendent, Deputy Highway Superintendent, Town Clerk and Deputy
Town Clerk, and
WHEREAS, said percentage raises has resulted in disparity in salaries
between the Deputies and the Principals, and
