The Supervisor called the meeting to order having the clerk take the Roll
Call.
Proof of Notice having been furnished, the Supervisor advised the Board that
the Public Hearing was now open on the Preliminary Budget for the year 1978, as
called by the Town Board and so advertised in the Ithaca Journal and posted accord-
ing to Town Law 108.
Members of the board reviewed the Preliminary Budget as compiled.

heard, having been heard, and
no
objections
made
to the said Preliminary Budget,
the Hearing was terminated at
8:30
P.M.
Proof of Notice having been furnished by the Clerk, the Public Hearing on
the Special Districts, Lansing Water District #1, Lansing Water District #2 and
Lansing Sewer District #2 was called to order by Supervisor McDermott at 8:30 P.M.
as advertised in the Ithaca Journal and posted according to law. The Assessment
Rolls for the year 1978 were offered for inspection and discussion.
All persons desiring to be heard, having been heard, and no objections made
to said rolls, the Hearing on the Special Districts was terminated at 9:10 P.M.
RESOLUTION ADOPTING GENERAL FUND BUDGET offered by Mr. Naegely, who moved
its adoption, seconded by Mr. Hilliard:
WHEREAS, this Town Board has met at the time and place specified in the
notice of Public Hearing on the General Fund Preliminary Budget and heard all
persons desiring to be heard thereon; now therefore be it
RESOLVED, that this Town Board does hereby adopt such General Fund Preliminary
Budget as originally compiled, as the annual budget of this Town for the fiscal
year beginning on the 1st day of January 1978, and that such budget as so adopted
be entered in detail in the minutes of the proceedings of this Town Board, and
be it
FURTHER RESOLVED, that the Town Clerk of this Town shall prepare and certify
in duplicate, copies of said annual budget as adopted by this Town Board, together
with the estimates, if any, adopted pursuant to Section 202 -a, subd. 2, of the
Town Law and deliver one copy thereof-to the Supervisor of this Town to be presented
by him to the Board of Representatives of this County.

its adoption, seconded by Mr. Naegely:
WHEREAS, this Town Board has met at.the time and place specified in the notice
of Public Hearing on the Highway'Fund Preliminary Budget and heard all persons
desiring to "be heard thereon; now therefore be it
RESOLVED, that this Town Board does.hereby adopt such Highway Fund Prelimin-

RESOLUTION ADOPTING FEDERAL REVENUE SHARING BUDGET offered by Mr. Hilliard,
who moved its adoption, seconded by Mr. Naegely:
RESOLVED, that the Town Board of the Town of Lansing has duly adopted its
budget for the year 1978 which includes Federal Revenue Sharing Funds appropriated
for various projects for the year 1978, be and the same are hereby appropriated
and approved as follows:

RESOLUTION ADOPTING McKINNEY WATER DISTRICT BUDGET, offered by Mr. Hilliard,
who moved its adoption, seconded by Mr. Naegely:
RESOLVED, that the McKinney Water District budget for the year 1978 in the
amount of $853.77 be and the same hereby is adopted and approved and the tax
rate for said budget is $2.12 per thousand of assessed valuation is hereby adopted
and approved.

moved its adoption, seconded by

RESOLVED, that the Maintenance & Operation Budget for the year 1978 for Water
District #2 be accepted and said water rate schedule for metered water consumed
shall be fixed in accordance to sufficiently cover the maintenance and operation
budget cost of said district:

WATER RATE SCHEDULE FOR DISTRICT #2.
Minimum Per Quarter (20,000 gal. allowed) $15.00
Next 5,000 gal. per Qtr. @ 75� per 1,000 gal.
Next 50,000 gal. per Qtr. @ 65¢ per 1,000 gal.
Next 6759000 gal. per Qtr. @ 500 per 1,000 gal.
Next 750,000 gal. per Qtr. @ 35¢ per 1,000 gal., and be it further
RESOLVED, that the aforesaid schedule shall apply to every apartment or trailer
unit fed from a single meter. For example, if ten apartment units or trailer units
are fed by a single meter, the total meter charge shall be computed as follows*
.
divide the total meter reading by ten, equals the gallons of'water per equivalent
unit. The water charge per equivalent unit is computed by multiplying the number
of gallons per equivalent unit by water rate schedule. The total water rate charge
is computed by multiplying the equivalent unit charge by ten.

for the Town of Lansing Water District. #1 on and before September 15, 1977, and
WHEREAS, after proper notice a Public Hearing was held on November 10, 1977,
and all persons desiring to be heard, having been heard, and no one appearing
objecting to said Water District #1 Assessment Roll, now therefore be it

District #1 and the same is hereby approved, affirmed and adopted pursuant to
Section 239 of the Town Law for the year 1978, and be it further

Roll for Lansing Water District #1 for the year 1978 be:

RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that unpaid Water District #2 bills and penalties for Parcels
#34 -1 -9 Richard and Irene Daly in the amount of $83.33; Parcel #33-3-7 Martin J.
Trinkl, Sr. & Elsie in the amount of $66.50; Parcel #32 -1 -54 Frederick & Marcia
Knight in the amount of $660.00, Parcel #32 -1 -48 Paul & Mary A. Uher in the
amount of $72.67; Parcel #34 -1 -7 Frederick & Marcia Knight in the amount of $76.34
and Parcel #34 -1 -17.2 Carl A. & Lucy Finkeldey in the amount of $34.50 be added
to the 1977 Tax Roll, which becomes due and payable on January 1, 1978.

A copy of the minutes of September 13th and September 27th, 1977 having
® been furnished to the members of the Town Board beforehand, the Supervisor
asked for a motion to propose corrections of errors or to accept same as
submitted.
RESOLUTION offered by Mr. Bush, seconded by Mr. McDermott, that the
minutes as submitted by the clerk be approved. Carried
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Hilliard:
WHEREAS, it is the intention of the Town Board of the Town of Lansing to
establish a Youth Recreation project and
WHEREAS, the Town Board of the Town of Lansing is about to submit an
application for such project to the New York State Youth Commission for its
approval, reimbursement of funds expended on such project, now therefore be it
RESOLVED, that such application is in all respects approved and Wesley
McDermott, Supervisor is hereby directed and authorized to duly execute and to
present said application to the NYS Youth Commission for approval.

was read and reviewed by the board.

Television & Communications Corp.
Letter received from the Lansing Planning Board concerning SEAR legislation.
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that the Supervisor be and he hereby is authorized to execute
an agreement with the Tompkins County Soil & Water Conservation District for
the furnishing of certain services to the Town by said District, for preparation
of a Topographical Map.

Councilman Lee Naegely was requested to search for an appointment to the
Tompkins County Environmental Management Council.
The bids for steel sheathing, bulkhead sheathing replacement and install-
ment at the large marina ramp in the.Lansing Town Park, were reviewed by the
board. Discussion held, following resolution offered:

RESOLVED, that the bid of Chemung Supply Corp. of Elmira, N.Y. for the
furnishing of steel,pev: specifications, for the Town Park in the amount of
$3,100.00 for 2000 sq. ft. of steel sheeting, be accepted and the Highway
Superintendent is hereby authorized to complete the transaction on behalf
of the Town.

Highway Superintendent Lloyd Sharpsteen discussed with the board,_the
traffic problem located at Davis, Dublin and Emmons Roads. It was the consensus
of the board to install a "FOUR WAY STOP" sign at the intersection.
. James Howell advised the board that the Lion's Club was contemplating
erecting two ice skating rinks on the LAU Field.
Supervisor McDermott presented his monthly report.
AUDIT RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Bush:
RESOLVED, that General Fund bills #353 through #428 totalling $14,022.75
and Highway Fund bills #245 through #263 totalling $20,836.48 be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.
