HomeMy WebLinkAbout1977-10-11P October 11, 1977 The Lansing Town Board met in Regular Session at the Lansing Town Hall on October 11, 1977 at 8:00 P.M. with Supervisor McDermott presiding. ROLL CALL Wesley McDermott Supervisor Present Louis Bush Councilman Present Bert Hilliard Councilman Absent Edward LaVigne Councilman Absent Lee Naegely Councilman Present Robert Williamson Town Attorney Present Lloyd Sharpsteen Highway Supt. Present Jane Bush Horky, Town Clerk Present Visitors: Zoning Officer Norman Stanton, Deputy Clerk Wanda Brink, Water Supt. James Howell, George Stevens,and Leaders and Boy Scouts from Troop #48 Lansing. The Supervisor called the meeting to order having the Clerk take the Roll Call. A copy of the minutes of July 12th, 26th and August 9th, 1977 having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose corrections of errors or to accept same as submitted. RESOLUTION offered by Mr. Naegely, seconded by Mr. Bush, that the minutes as submitted by the clerk be approved. Carried Norman D. Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed by the board. Grahame Littlefair, on behalf of Lansing Boy Scout Troop #48, read letter from said Troop, thanking the town for the use of the Park Concession for the summer of 1977. He stated that $671.00 was raised for new camping equipment, as well as learning and taking responsibilities of a small business. The troop requested permission to do some renovation to the concession building and other park structures during the winter and spring months. Floyd Keim appeared before the board and discussed the annoyance of a continually barking dog in his neighborhood. The SPCS, Troopers and Sheriff's Department have been informed of the problem but nothing has been done. Supervisor McDermott will speak to Justice Spry to determine what action can be taken to solve the problem, RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Bush: RESOLVED, that the yearly unit charge for the Town of Lansing Water Dist. #1 and Sewer Dist. #2 for the payment of the interest on and amortization of indebtedness shall be computed as follows: a. The owner of any private single family residence shall be one unit. b. Any two family residence, apartment house or multiple residence shall be assessed one unit for each apartment or dwelling unit. Dwelling unit shall be defined as that term is used in the Town of Lansing Zoning Ordinance. c. The owner of any commercial, business or industrial property, including but not limited to schools, churches, professional offices, gas stations, stores and all other places of business shall be assessed one unit for each enclosed building housing such commercial business or industrial property with an additional assessment for each 16,000 cubic feet of water, or part thereof, consumed annually. Carried RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that $233.27 be transferred from (Town Justice) A1110.2 to A1110.4; and be it further RESOLVED, that .$1,500.00 be transferred from Contingent Account A1990 to Highway Garage (Gas) A5132.43, and $500.00 be transferred from Contingent Account 1,090 to Highway Garage (Electric) A5132.42. Carried Discussion held on improvements needed at the Town Hall. Cellar drain problem examined. Mr. Naegely was requested to project a plan for a justice court and office space in the basement. (continued) Continued October 11, 1977 Supervisor McDermott reported that he had meet with members from the U.S. Dept. of Agriculture - Soil Conservation Service, regarding the Salmon Creek Flood Control Project. Procedure concerning said project was outlined and discussed by the board. Supervisor McDermott presented his monthly report. AUDIT RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that General Fund bills #323 through #352 totalling $21,188.99 and Highway Fund bills #219 through #244 totalling $14,230.34 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment. Wesley McDermott, Supervisor voting (Aye) Mr. McDermott announced that a budget work session would be held by the board on October 13th at 8:00 P.M., also stating that the Regular Town Board Meeting for November would be held on November 10th, due to Election Day falling on our scheduled monthly meeting nite. On Motion, meeting adjourned to October 18, 1977 at 8:00 P.M. October 18, 1977 The Lansing Town Board met in an Adjourned Meeting at 8 :00 P.M. as called at the Regular Meeting of October 11, 1977. Supervisor McDermott announced to the board that the budget for the next ensuing year must be completed at this tiriie. Budget study was made and reviewed by the board. Following the completion of the preliminary budget it was ready for adoption and the date of the hearing set thereon. RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that this Town Board does hereby prepare and approve as the prelim- inary budget of this Town for the fiscal. °year beginning on the 1st day of January 1978,4 the. °itemized statement of estimated revenues and expenditures hereto attached and made a part of this resolution, and be it FURTHER RESOLVED, that such preliminary budget shall be filed in the office of the Town Clerk where it shall be available for inspection by any interested persons at all reasonable hours, and be it FURTHER RESOLVED, that this Board shall meet at 8:00 P.M. on the 10th day of November 1977, for the purpose of.holding a Public Hearing upon such prelim- inary budget, and be it FURTHER RESOLVED, that the Toim Clerk give notice of such Public Hearing in the manner provided in Section 108 of the Town Law, and that such notice be published and posted in substantially the following form: NOTICE OF HEARING UPON PRELIMINARY BUDGET FOR THE TOWN OF LANSING FOR YEAR 1978 NOTICE IS HEREBY GIVEN, that the preliminary budget of the Town of Lansing, Tompkins County, New York for the fiscal year beginning January 1, 1978, has been completed and filed in the office of the Town Clerk of said Town at Lansing in said Town, where it is available for inspection of any interested person at all reason- able hours, (continued)
