The Lansing Town Board met in an Adjourned Meeting on May 24, 1977 to
conduct Public Hearing's on.proposed Amendments to the Rules and Regulations
for the Town Parks Ordinance and proposed Amendments to the Land Use Ordinance -
Flood Plain, and to conduct and act on any other business that may come before
said board.

The Supervisor called the meeting to order having the clerk take the roll
call.
Proof of Notice having been furnished, the Public Hearing on proposed
Amendments to the Rules and Regulations for the Town Parks Ordinance dealing
with increasing maximum fine to $100.00,-,prohibition of standing and parking
in designated areas and prohibition of use of loud speakers and public address
systems without permission, was called to order by Supervisor McDermott.
The Supervisor reviewed the proposed changes in detail. Mr. Tripp spoke
on the enforcement of the rules and regulations.
All persons desiring to be heard, having been heard, and no objections
made to said proposed Amendments to the Rules and Regulations for the Town
Parks Ordinance, the Hearing was terminated at 8:15 P.M.
Proof of Notice having been furnished, the Public Hearing on proposed
Amendments to the Land Use Ordinance -Flood Plain, defining the base flood
level to be 389'feet (Barge Canal Datum), requiring the inclusion of base
flood elevation data for all subdivision proposals greater than 50 lots or
5 acres and regarding the placement and anchoring of mobile homes within the
Flood Hazard Zone, was called to order by Supervisor McDermott.
The Supervisor reviewed the proposed Amendments to the Land Use Ordinance -
Flood Plain. Mr. Volbrecht spoke on anchoring and ties regarding the mobile
homes.
All persons desiring to be heard, having been heard, the Public Hearing
on proposed Amendments to the Land Use Ordinance -Flood Plain, was terminated
at 8:40 P.M.
The Town Board reviewed the Public Hearing just held on the proposed
Amendments to the Rules and Regulations for the Town Parks Ordinance, and
the following resolution was offered:
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded
by Mr. LaVigne:
WHEREAS, the Town Board of the Town of Lansing duly advertised a Public
Hearing to be held on proposed Amendments to the Rules and Regulations for
the Town Parks Ordinance, to be held May 24, 1977 at 8:00 P.M. in the evening
thereof, and
WHEREAS, all persons desiring to be heard, were heard, now therefore be
it RESOLVED, that said Ordinance be amended accordingly.

TOWN OF LANSING
ORDINANCE N0. 23
Ordinance of the Town of Lansing, County of Tompkins, State of New York,
providing for the RULES AND REGULATIONS FOR THE TOWN PARKS, adopted August 10,
1976, is hereby amended to read as follows:
Paragraph No. 5 is amended to increase the maximum fine from $25.00 to
$100.00.
There shall be two new rules added-to said Ordinance& to read as
follows:

6. The use of loudspeakers or public address systems shall be prohibited
in any Lansing Town Park area without prior permission from the Town of
Lansing Parks Patrol Coordinators. This will include the use of any
device whether electronically or mechanically operated which is capable
of amplifying sound.
7. There shall be no standing, loitering or parking in any area designated
by the sign, NO STANDING nor shall any person stand or rest upon a
memorial monument or the roof of a building or shelter at any time.
This Ordinance shall be in force and effect upon publication and posting
as required by law.,.

TOWN OF LANSING
ORDINANCE N0. 24
Ordinance of the Town of Lansing, County of Tompkins, State of New York,
providing for the AMENDMENT of the LAND USE ORDINANCE, adopted by this Town
Board on the 4th day of June 1973 and AMENDMENT TO LAND USE ORDINANCE -FLOOD
PLAIN, adopted June 10, 1975.
ARTICLE 11 - DEFINITIONS
Section 1. Base Flood means the flood having a one percent chance of.
being equalled or exceeded in any given year. (see 100 -year flood).
Section 3. Flood plain or flood prone -area means any land area susceptible
to being inundated by water from any source. (see flood).
Section 5. Flood hazard boundary map (FHBM) means an official map of a
community, issued by the Administrator, where the boundaries of the flood,
mudslike (i.e., mudflow) related erosion areas having special hazards have
been designated as Zone A.
Section 6. Flood plain management means the operation of an overall program
of corrective and preventive measures for reducing flood damage, including but
not limited to emergency prepardness plans, flood control works and flood plain
management regulations.
Section 7. Floo4proofing means any combination of structural and non-
structural additions, changes, or adjustments to structures which reduce or
eliminate flood damage to real estate or improved real property, water and
sanitary facilities, structures and their contents.
Section 8. Regulatory floodway means the channel of a river or other
watercourse and the adjacent land areas that must be reserved in order to
discharge the base flood without cumulatively increasing the water surface
elevation more than a designated height.
Section 9. 100 -year flood means the highest level of flood that, on the
average, is likely to occur once every 100 years. For Cayuga Lake (only)
is 389 feet (Barge Canal datum). (see base flood).
ARTICLE 11 - DEFINITIONS Change present Section numbers 1 through 8 to
Section numbers 1 through 10.
ARTICLE 111 - USE ZONES
Section 9.
b) Subdivision proposals and other proposed new developments greater than
50 lots or 5 acres, whichever is the lesser, shall include base flood elevation
data.
e) Mobile homes shall be anchored to resist flotation, collapse, or
lateral movement by providing over - the -top and frame ties to ground anchors.

1. Over- the -top ties be provided at each of the four corners of the
mobile home, with.two additional ties per side at intermediate locations.
Mobile homes less than 50 feet long require one additional tie per side.
2. Frame ties be provided at each corner of the home with five
additional ties per side at intermediate points. Mobile homes less than 50
feet long require four additional ties per side.
3• All components of the anchoring system be capable of carrying a
force of 4,800 lbs. ,
4. Any additions to the mobile home be similarly anchored.
f. Mobile Home Parks and Mobile Home Subdivisions shall file an evacuation
plan indiciating alternate vehicular access and escape routes with appropriate
Disaster Preparedness Authorities.

Section 9. Change Sections b through h to Sections c through k.
This Ordinance shall be in force and effect upon publication and posting
as required by law.
BY ORDER OF THE TOWN BOARD OF THE TOWN OF LANSING
RESOLUTION offered by Mr. LaVigne, who moved its adoption, seconded by
Mr. Naegely:
RESOLVED, that the Supervisor be and he is hereby authorized and directed to
pay the salaries of Hazel Avery prior to the monthly audit of the Town Board,
subject hereby to said payment being audited by the Town Board at the Regular
monthly meeting, and be it further
RESOLVED, that said procedure continue until rescinded by Town Board.

Mr. Bush offered the following resolution and moved its adoption,
seconded by Mr. Hilliard:
WHEREAS, the community and its citizens are desirous of constructing a
Senior Citizens' Apartment Complex, and
WHEREAS, under the laws
of the State
of New York,
a housing authority is
one means of creating a unit
to organize,
raise funds,
and supervise the operation
of the housing complex and do
whatever is
necessary by
law, and
WHEREAS, Assembly Bill #8249, dated May 24, 1977 and its companion Senate
Bill have been submitted to the Legislature to amend the Public Housing Law in
relation to creating and establishing Housing Authority and prescribing its
powers and duties, now therefore be it
RESOLVED, that the Town Board of the Town of Lansing requests the Honorable
Gary A. Lee, Assemblyman from Tompkins County, and /or Senator William T. Smith,
as appropriate, to introduce an act in the Legislature of the State of New York
for the creation of the Lansing Housing Authority, with authority to act in accord-
ance with appropriate-laws of the State -of New York in the construction, operation
and maintenance of a Senior Citizens' Housing Complex, and be it further
RESOLVED, that the Supervisor be and he is hereby authorized and directed
to execute the Home Rule Request for such legislation on behalf of the Town.
