HomeMy WebLinkAbout1977-05-10May 10, 1977 �29. The Lansing Town Board met in Regular Session at the Lansing Town Hall on May 10, 1977 at 8 :00 P.M. with Supervisor McDermott presiding. Present Robert Williamson Attorney Present Jane Bush Horky Town Clerk Present Visitors: Deputy Town Clerk Wanda Brink, Zoning Officer Norman Stanton, Water Supt. James Howell and eight visitors. The Supervisor called the meeting to order at 8:00 P.M. having the clerk take the Roll Call. iA copy of the minutes of April 12, 1977 having been furnished to the members of the town board beforehand, the Supervisor asked for a motion to propose correc- tions of errors or to accept same as submitted. RESOLUTION offered by Mr. Hilliard, seconded by Mr. Bush, that the minutes as submitted by the clerk be approved. Carried Letters received from Gov. Hugh Carey, Senator William Smith and Assemblyman Gary Lee, acknowledging receipt of our resolution urging the repeal of the State Environmental Quality Review Act. Letter received from T.G. Payne, Director of Assessment, concerning Tenta- tive Equalization rates and the review of data used by State Board. Mr. McDermott to set up meeting date with Mr. Payne for himself, Mr. Naegely and Mr. Bush to review records involved. Notice read concerning the meeting of the Tompkins County Municipal Officials' Association to be held at the Sheraton Inn at 7:00 P.M. on May 18, 1977. Norman D. Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed by the board. A Petition bearing the names of twenty -one residents of Franklyn Drive and Maple Drive was presented to the Town Board, requesting the Town to place signs on these streets stating "Children at Play ". Discussion held by the board. RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the town purchase up to four "Watch for Children" signs for use at Franklyn Drive and Maple Drive. Carried Supervisor McDermott discussed meeting held on possibility of Lansing obtaining a local doctor. D adaptability of space at the Lansing Plaza, a trail determine if a clinic was justified and a guarantee regular clientele was established. Discussion held present. Councilmen Louis Bush, Edward LaVigne and serve on Doctor's Committee for Lansing. April 13th concerning the r. Felch spoke on the period of six months to to the doctors until a by the board and persons C.H. Murray appointed to Supervisor McDermott reported on the Lansing Parks Commission meeting held on May 4th which he and Councilman Bush attended. A Petition bearing the names of 160 persons was presented to the Town Board. Petition stated that petitioners were familiar with problems being inflicted on residents of Myers by increased traffic from the Town Park, vandalism and trespassing. Said petition urged the Town Board to install a chain link fence at all Lansing Town Park borderlines and install a gate at Park entrance, to be locked at 10 :00 P.M. nightly. Discussion held by the board and persons present. Town Board to meet Saturdav, May 14th at 8:00 A.M. at the park to check further into park problems. Bert Hilliard, Councilman and Member of the Parks Commission, stated that the Commission had requested a Public Hearing be held on proposed Amendments to the Rules and Regulations of the Town Parks Ordinance. Discussion held, following resolution offered: RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on proposed Amendments to the Rules and Regulations for the Town Parks Ordinance dealing with increasing maximum fine to $100.00, prohibition of standing and parking in designated areas and prohibition of use of loud speakers and public address systems without permission. Said Public Hearing to be held on May 24, 1977 at 8:00 P.M. at the Lansing Town Hall, Lansing, New York. Carried (continued) 130 Continued May 10, 1977 RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that the Town hire two additional part -time parks police patrolmen at the same rate of salary as current staff, said salaries to be paid from the Parks Police and Constable budget. (Aye) Wesley McDermott, Supervisor Supervisor Wesley McDermott and Parks Commission Member Eric Trotter were designated coordinators of the Lansing Parks patrol. It was the consensus of the Town Board Members not to charge any fee for the use of.park pavilions. The Parks Commission recommended that the Town Board accept the Lansing Food Concession bid of Lansing Boy Scout Troop #48, said bid opening April 30, 1977 • at 10 :00 A.M. as advertised. Discussion held by the board, following resolution offered: RESOLUTION offered by Mr. LaVigne, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Supervisor be and he hereby is authorized to execute a Contract with Lansing Boy Scout Troop #48 for operating the Lansing Park Concess- ion, from Memorial Day to Labor Day, and be it further RESOLVED, that the bid of-"Peter F. Stanton, requested the Town Board to hold a Public Hearing on proposed Amendments to the Land Use Ordinance -Flood Plain, regarding the possibility of adopting a temporary Cayuga Lake base flood elevation and also to conform with the revisions to the National Flood Insurance Program Regulations. Discussion held by the board, following resolution offered: RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on proposed Amendments to the Land Use Ordinance - Flood Plain, defining the base flood level to be 389 feet (Barge Canal Datum), requiring the inclusion of base flood elevation data for all subdivision proposals greater than 50 lots or 5 acres and regarding the placement and anchoring of mobile homes within the Flood Hazard Zone. Said Public Hearing will be held on May 24, 1977 at 8:15 P.M. at the Lansing Town Hall, Lansing, New York. Carried RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that the Zoning Ordinance Officer be and he hereby is authorized to issue a Special Permit to Donald Worsell for erection of a single family dwelling at 425 Lansing Station Road, Rear, and be it further RESOLVED, that said permit is issued without any guarantee on the part of the town that any building erected on location will be free of damage by water or flood. Carried i RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that the Zoning Officer maintain a record of the elevation of structures which have been issued a Special Use Permit. Carried Councilman Lee Naegely spoke in regard to the Town joining the Tompkins County Cable T.V. Commission. Discussion held, following resolution offered: RESOLUTION offered by Mr. Naegely, who moved its adoption seconded by Mr. LaVigne: RESOLVED, that the Town of Lansing join the Tompkins County Cable TV Commission for a period of one year commencing May 10, 1977 at a charge of $50.00 for said one year membership, it being further understood that this Resolution authorizes membership for one year only. Carried (continued) Continued May 10,.1977® RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Naegely: Resolved, that the Lansing Election District currently Number Six be divided into two districts numbered six and seven with the boundary line between the two districts being Route 13, and the north boundary of District Number Six being the same as present and the south boundary of District Number Seven being the Cayuga Heights Village and Town of Ithaca Lines. (Aye) Wesley McDermott, Supervisor Supervisor McDermott discussed with the board, the State Environmental Quality Review Act in regard to what action should be taken. It was the conpensus of the board to defer any action at the present time. RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that the Highway Superintendent be authorized to attend the Highway Superintendent's School at Cornell University on June 6,7,8, 19779 and that necessary expenses be a town charge. Carried RESOLUTION offered by Mr. LaVigne, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Town Clerk and Deputy Town Clerk be authorized to attend the Department of Audit and Control Double -Entry Accounting Training School to be held in Binghamton, New York on June 7,8,9,15,16, July 7, 1977, and necessary expenses be a town charge. Carried Councilman Lee Naegely discussed the need for installing an exit door in the Town Hall Board Room as well as replacing the unoperatable storm windows. RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that the State Comptroller reconsider the administrative mandate requiring double -entry bookkeeping for all Towns and Villages by January 1, 1978. This process imposes undue hardship, inconvenience and excessive time without consideration to the municipality size or the nature and extent of its responsibilities. The present single -entry system has proved most satisfactory, and be it further RESOLVED, that the Clerk of the Board send a certified copy of this resolution to Mr. Arthur Levitt, Comptroller of the State of New York, State Assemblyman Gary A. Carried The Supervisor presented his monthly report. Is AUDIT RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. LaVigne: RESOLVED, that General Fund bills #104 through #146 totalling $11,003.83 and Highway Fund bills #91 through #112 totalling $18,774.37be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment.
