Zoning Officer, Norman Stanton, Tracy Tobey, William Robinson. The Supervisor called the meeting to order having the clerk take the roll call. A copy of the munutes of September 14, 1976 having been furnished to the ® members of the town board beforehand, the Supervisor asked fsor a motion to propose corrections of:errors or to accept same as submitted. MOTION by Mr. Naegely, seconded by Mr. Hilliard, that the minutes as submitted by the clerk be approved. Carried Letter received from the Lansing Planning Board regarding position of Ordinance Officer for the Town of Lansing. Supervisor McDermott and Councilman Lee Naegely appointed to meet with the Planning Board regarding same. Norman Stanton, Ordinance Officer, submitted his monthly report which was read and reviewed by the board. Letter received from Human Services Coalition of Tompkins County requesting the Town of Lansing to participate in the support of the 1977 Coalition budget. Discussion held, no action taken. Letter received from Frank R. Liguori, Tompkins Co. Commissioner of Planning, concerning a survey to identify places of historic and cultural significance in order to establish a county -wide inventory of such places. Copy of said letter forwarded to Dorothy Blancher, Town Historian. Copy of letter addressed to Robert Murphy received from Neil M. Gingold, Regional Attorney for New York State Department of Envionmental Conservation. Letter concerned the Department's observation at their inspection of Murphy's fly ash site and on the Tobey property on October 22, 1976. Discussion held by the board and Mr. Tobey. It was the consensus of the board, in view of the letter from the New York State Department of Environmental Conservation of November 3rd., 1976, to extend Mr. Murphy's license on a month to month basis, provided that he make every effort to remove the fly ash from the Tobey property and make monthly reports to the Town Board, in writing, on and before the Town Board;s scheduled monthly meeting, outlining the progress made in the preceding month. Supervisor McDermott to write Mr. Murphy informing him of the board's action. Councilman Lee Naegely spoke of the meeting held by the Cable TV Task Force on October 20, 1976. Discussion, following resolution offered: RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Town Board of the Town of Lansing does resolve that it is interested in exploring the concept of intermunicipal cooperation in the field of cable television, and designates Lee Naegely as its representative to work with the Tompkins County Intergovernmental Relations Study Committee on this matter. Carried RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Town Board authorizes $50.00 to be paid from the Bi- centennial Fund to Samuel Baughman, Treasurer of the Lansing Planning Board to pay for postage to conduct a survey regarding Recreation Building, as requested by the Lansing Planning Board. Carried Councilman Hilliard discussed the LAU Field, stating that it would cost $750.00 to contract for a trencher and pipe layer to drain the field. Councilman Hilliard discussed with the board, the deterioration of the docks at the Town Park and the urgent need for repair. The following resolution was offered: (Continued) Continued November � � � � 9. 1976 RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the sum of $1,500.00 be appropriated from Federal Revenue Sharing Funds (Parks & Recreation) for materials to replace deteriorating docks at the Lansing Town Park. Vote of Town Board .(Aye) Louis Bush, Councilman Vote of Town Board .(Aye) Bert Hilliard, Councilman Vote of Torn Board .(Aye) Lee Naegely, Councilman Vote of Town Board .(Aye) Wesley McDermott, Supervisor The board discussed the Fire Commissioners request for an enabling resolution to apply for Public Works Capital Development Funds. It was the consensus of the board to adopt a resolution as per their request, however,the passing of same not being a commitment or expression of the town board either pro or con on the con- struction of two fire houses but for the sole purpose of borrowing only. Follow- ing resolution then offered: AUTHORIZATION TO PREPARE AND FILE APPLICATION FOR LOCAL PUBLIC WORKS CAPITAL DEVELOPMENT AND INVESTMENT ACT FUNDS • RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Hilliard: WHEREAS, TITLE 1 of the Public Works Employment Act of 1976 will provide $2 billion in 100% grant funds to local municipalities, and WHEREAS, the objectives of the program are to provide employment opportunities in areas of high unemployment and low income through the expeditious construction or renovation of useful public facilities, and WHEREAS, The Town of Lansing has such a public works project that could not otherwise be constructed in the absence of a Local Public Works grant, and WHEREAS, it is necessary that an application by the Town of Lansing be submitted to the Regional Director of the Economic Development Administration in order to be considered for such a grant, now therefore be it RESOLVED, that Wesley McDermott, Supervisor of the Town of Lansing, be and hereby is authorized and directed to execute on the behalf of the Town of Lansing and make application for a Local Public Works grant for the construction of two fire stations for the Lansing Fire District and provide the Economic Development Administration.with such additional information as may be required, and be it further RESOLVED, that the Town of Lansing hereby assures and certifies that it shall comply with the regulations, policies, guidelines and requirements including Office of Management and Budget C ircular No. A -95 and Federal Management Circulars 74 -4 and 74 -7 as they relate to the application, acceptance and use of Federal funds for this federally- assisted project and all other assurances as listed in the above - listed application form. Uher in the amount of $72.27; Parcel #7- 34 -1 -7 Frederick & Marcia Knight in the amount of $77.20 and Parcel #7- 32 -1 -54 Frederick & Marcia Knight in the amount of $660.00 be added to the 1976 Tax Roll, which becomes due and payable on January 1, 19770 Vote of Town Board . (Aye) Wesley McDermott, Supervisor Councilman Bush stated that Harold Davis had contacted him concerning his previous interest made to the town board to purchase Parcel #9 -1 -56 owned by the town and bodering land owned by him. Discussion held by the board, no action taken. RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that the Town Board of the Town of Lansing authorizes the Supervisor and the Clerk to execute any and all Farmers Home Administration documents, including Form FHA 442 -31 Association Water or Sewer System Grant Agreement, pertaining to the $1,000,000 grant from the Agency. (Aye) Wesley McDermott, Supervisor (continued) Continued November 9, 1976 RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Bush: J t 0°3 WHEREAS, the Assessment Roll for Lansing Water District #1 has been completed and filed with the Town Clerk, now therefore be it RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on said Assessment Roll on the 18th day of November 1976 at 7:30 P.M. in the evening thereof, then, and there to meet, hear and consider any objections which may be made to the roll, and be it further RESOLVED, that the Town Clerk publish notice of completion of the roll pursuant to Section 239 of the Town Law. Carried RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Supervisor is hereby authorized to pay the amount of ® $111606.19 to the Tompkins County Industrial Development Agency, on behalf of Lansing Sewer Dist. #2, for sewers installed to Morse Chain Project, monies for said project having been advanced by Tompkins County Industrial Development Agency, and be it further RESOLVED, that the sum of $ be paid to Ithaca Associates for the settlement of the condemnation case for easements, pumping station and ap p urtances. Carried The Members of the Town Board and William Robinson, Director of Lansing Recreation, discussed in detail the pros and cons in regard to the proposed Establishment of a County -wide Youth Bureau in Tompkins County, AUDIT RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely: RESOLVED, that General Fund bills #389 through #461 totalling $13,690.45 and Highway Fund bills , #242 through # 263totalling $30,241.25 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District #2 bills be and the same are hereby approved for payment. The Assessment Roll for the year 1977 was offered for inspection and discussion.
