The Lansing Town Board and Lansing Planning Board held a Public Hearing on
July 12,.1976 at 8 :00 P.M. at the Lansing Town Hall in regard to proposed changes
to the Land Subdivision Regulations for the Town of Lansing.

Proof of Notice having been furnished, the Public Hearing on proposed changes
to the Land Subdivision Regulations was called to order by Planning Board Chairman
Viola Miller, at 8:00 P.M.
-- Mrs. Miller reviewed the proposed changes which would simplify procedures
for Minor Subdivisions, the change of exemption for Subdivision approval from
the present five acres to three acres and the removal of the requirement for land
or money for parks or recreation.
A general discussion of the proposed changes to the Land Subdivision
regulations was held by the board.
The T own Board requested the Planning Board to compose and incorporate
in the regulations, a specific explanation on why it is essential that persons
submit and file their Land Subdivision Plans with the Planning Board.

The Supervisor called the meeting to order having the clerk take the
Roll Call,
Proof of Notice having been furnished, the Public Hearing on the Junk Yard
Application of Albert Ferris to operate a Junk Yard at the corner of Searles Road
and Auburn Road, was called to order at 8 :00 P.M. by Supervisor McDermott.
Ordinance Officer Norman Stanton presented board members with a map showing the
location of the proposed junk yard and proposed plantings of the area owned by
Albert Ferris. Mr. Ferris also spoke and discussed his plans to the board.
All persons desiring to be heard, having been heard, and no objections
made to said Junk Yard Application of Albert '.Ferris, the hearing was terminated
at 8:25 P.M.
The board discussed the hearing just held and the following resolution offered:
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Bush:
WHEREAS, a Public Hearing has been held on an application by Albert Ferris
for a junk yard, and
WHEREAS, no one appeared in opposition thereto, and
WHEREAS, the said Albert Ferris indicated he would remove remaining articles
of used materials to the rear or off the premises by September 14, 1976, now
therefore be it

upon removal of used materials in accordance with the Ordinance Officer's directives,

A copy of the minutes of May 11, 29 and June 8, 10, 1976 having been furnished
to the members of the town board beforehand, the Supervisor asked for a motion to
propose corrections of errors or to accept same as submitted.
MOTION by Mr. Hilliard, seconded by Mr. Naegely, that the minutes as submitted
by the clerk be approved. Carried
Letter received from Owego IBM Club of Owego, New York, requesting permission
to conduct a sailing regatta off Myers Point on September 11 and 12, 1976. Discussion
by the board, following resolution offered:
RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely:
RESOLVED, that the Owego IBM Club is authorized to operate a sailing regatta
on Cayuga Lake off Myers Point on September 11 and 129 1976.
Unanimously carried.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which was
read and reviewed by the board.
Letter received from Frank R. Liguori, Tompkins County Commissioner of Planning.
Said letter concerning Transportation Commission Concept.
Letter received from Tompkins County Board of Representatives Chairman,
Harry A. Keer. Letter concerned a meeting of the Rt. 13 Task Group to be held
July 15,1976 at the Tompkins County Planning Deptment. Meeting in relation to
the Rt. 13 corridor proposal accepted by Tompkins County and the necessity to
identify new corridors from the McLean area north to Cortland County.
Letter and Resolution received from Thomas H. Bennett, President of the
Tompkins County Chamber of Commerce, concerning efforts to hold present businesses
and attract new ones to Tompkins County.
A Petition bearing fifty signatures was presented to the Town Board. Said
Petition stating, "We, the undersigned, think it necessary that the trees and
rubbish that has gathered in the Ludlowville Falls from the recent floods be
removed if possible. The rubbish is a hazard to bathers." The board held a
discussion on the Petition and requested the Highway Superintendent to inspect
the Ludlowville Falls area and submit his recommendations for the boards consideration.
Letter received from Dennis A. Winters, Environmental Coordinator for the
Tompkins County Environmental Management Council, requesting a representative
from the Town of Lansing to fill the vacancy created by Mrs. Grace Downs resignation.
Frank Nagy, property owner residing at Park Lane, adjacent to the Lansing
Park, advised the town board of his concern with the poplar trees and the cotton
from said trees accumulating on his lawn. Mr. Nagy and Ernest Tripp, also living
on Park Lane, discussed the park area being used as a speedway.
Supervisor McDermott requested the Town Board Members to submit names for
replacements for Environmental Management Council, B oard of Zoning Appeals
and Planning Board Members.
Councilman Louis Bush to contact a contractor for the construction of the
front steps and sidewalk at the Town Hall. Cost to be within the appropriation
authorized in Town Budget.
The board held a discussion on details concerning the Town Park, particularly,
the concession stand, parks police and the replacement of Bradley Griffin as
Chairman of the Parks Commission. The board was advised that Cornelius Stockton,
a parttime employee at the Lansing Park for many years, had resigned. Supervisor
McDermott to draft letter of thanks and appreciation to Mr. Stockton for his
many services rendered at the park and park marina.
The Supervisor presented his monthly report.
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that General Fund bills #214 through #269 totalling $279201.16
and Highway Fund bills #143 through #169 totalling $16,773.57 be and the
same are hereby approved for payment, and be it further
RESOLVED, that Water District #2 bills be and the same are hereby approved
for payment.
