ROLL CALL Wesley McDermott Supervisor Present Louis Bush Councilman Present Bert Hilliard Councilman Present Edward LaVigne Councilman Absent Lee Naegely Councilman Present Lloyd Sharpsteen Highway Superintendent Present Robert Williamson Town Attorney Present Jane Bush Horky Clerk Present Visitors: Water Superintendent James Howell, Zoning Officer Norman Stanton Supervisor McDermott called the meeting to order at 8 P.M. having the clerk take the Roll Call. ® RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on a proposed amendment to the Ordinance governing Removal and Storage of Vehicles, on February 10, 1976 at 8:00 P.M. at the Lansing Town Hall. Said Ordinance is to be amended to increase the towing charge not to exceed $25.00 and the storage charge not to exceed $3.00 per day, and be it further RESOLVED, that the Town Board of the Town of Lansing will hold a Public Hearing on a proposed amendment to the Ordinance Regulating Snowmobiles, to include in Section 3, subdivision (3) (b), the Sill Road as a Town Road designated for snowmobiles. Said Public Hearing to be held on February 10, 1976 at 8 :15 P.M. at the Lansing Town Hall, Unanimously carried. The clerk read summary of programs and activities planned for the Annual Meeting of the Association of Towns to be held in New York City on February 16th, 17th and 18th, 19760 Supervisor McDermott announced that the Tompkins County Planning Board will meet January 14, 1976 at 7 :30 P.M. at the County Planning Office. RESOLUTION offered by Mr. Naegely, seconded by Mr. Bush: RESOLVED, that the Supervisor be authorized and directed to have the town records and Justice records audited by the Town Board and file his report under (Town Law 181 (3). Carried RESOLUTION offered by Mr. Bush, seconded by Mr. Hilliard: RESOLVED, that the bonds of Public Officials be approved as to the amount and company. Carried MULTIPLE HOUSING INSPECTOR. MOTION by Mr. Bush and seconded by Mr. Naegely that the Lansing Fire Chief and Assistants be appointed Multiple Housing Inspector for the year 1976. Carried FIRE WARDENS: MOTION by Mr. Hilliard and seconded by Mr. Naegely that the Supervisor appoint the Fire Chief and Company Captains of the Town as Fire Wardens, ATTORNEY FOR THE TOWN: MOTION by Mr. McDermott and seconded for the Town be on an as needed basis and as needed. DESIGNATION OF OFFICIAL NEWSPAPER: Carried by Mr. Hilliard that the Attorney that Robert Williamson be consulted Carried MOTION by Mr. Naegely and seconded by Mr. Bush that the Ithaca Journal News be designated as the official newspaper for the Town of Lansing, Mr. Naegely recommending more coverage of the proceedings of the Lansing Town Board. Carried RULES OF ORDER MOTION by Mr. Bush and seconded by Mr. Hilliard that Robert's Rule of Order be followed, however, when special roll call votes are requested, voting to be in alphabetical order and the Supervisor voting last. Carried TIME OF REGULAR BOARD MEETINGS: MOTION by Mr. Hilliard and seconded by Mr. Naegely that the regular board meetings of the Lansing Town Board be held on the 2nd Tuesday of each month at 8:00 P.M. Carried AUTHORIZATION FOR HIGHWAY SUPT. TO PURCHASE ITEMS: MOTION by Mr. Bush and seconded by Mr. Hilliard that the Highway Supt. be authorized to purchase equipment, tools and implements, tires and tubes in the amount of $1,500.00 without prior approval. Carried METHOD OF CLAIMS TO BE PRESENTED FOR PAYMENT: MOTION by Mr. Naegely and seconded by Mr. Bush that vouchers for claims for General Fund and Highway Fund be presented and audited in accordance with (Town Law A.T. 103), this inspection will take place by the town board each regular meeting prior to payment. Carried APPOINTMENT OF TOWN HISTORIAN MOTION by Mr. Bush and seconded by Mr. Naegely that Candice Ferris be ® appointed Town Historian for the year 1976. Carried APPOINTMENT OF ZONING AND ORDINANCE ENFORCEMENT OFFICER MOTION by Mr. Hilliard and seconded by Mr. Naegely that Norman.Stanton be appointed Zoning and Ordinance Enforcement Officer effective as of January 1, 1976 and to serve at the pleasure of the board. Carried Resolution offered by Mr. Naegely, who moved its adoption, seconded by Mr. Bush: WHEREAS, it is the intention of the Town Board of the Town of Lansing to establish a Youth Recreation project and WHEREAS, the Town Board of the Town of Lansing is about to submit an application for such project to the New York State Youth Commission for its approval, reimbursement of funds expended on such project as provided by Chapter 56 of the Law of 1945 as amended, now therefore be it RESOLVED, that such application is in all respects approved and Wesley McDermott, Supervisor is hereby directed and authorized to duly execute and to present said application to the NYS Youth Commission for approval. Section 2. This resolution shall take effect immediately. Carried RESOLUTION offered by Mr. Bush, seconded by Mr. Hilliard: RESOLVED, that Wesley McDermott, Supervisor of the Town of Lansing is authorized and directed to duly execute application to the NYS Recreation Council for the Elderly for its approval and reimbursement of funds of said project for the year 1976. Carried RESOLUTION offered by Mr. Hilliard, seconded by Mr. Bush: RESOLVED, that Wesley McDermott, Supervisor, be authorized and directed to duly execute application for permit to maintain and operate public bathing beach for the year 1976. Carried APPOINTMENT OF BUDGET OFFICERS: MOTION by Mr. Naegely, seconded by Mr. Bush that Jane Bush Horky and Wanda Brink be appointed Budget Officer's for the year 1976. Carried RESOLUTION offered ® Mr. Bush: RESOLVED, that Lee be appointed Deputy Hig Town Cleric at beginning by Mr. Hilliard, who moved its adoption, seconded by Naegely be appointed Deputy Supervisor, Stanley Reeves hway Superintendent, and Wanda Brink be appointed Deputy of term and to serve during term of respective officers. Carried RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by Mr. Hilliard RESOLVED, that the Supervisor, in lieu of preparing his financial report under Town Law § 29 (10) shall submit to the Town Clerk by March 1, 1976, a copy of the report to the State Comptroller required by section 30 of the General Municipal Law, Carried RESOLUTION offered by Mr. Hilliard, seconded.by Mr. Bush: RESOLVED, that the Supervisor is hereby authorized to purchase Certificates of Deposits with town monies at his discretion. Carried APPOINTMENTS OF LIAISON OFFICERS: MOTION by Mr. Hilliard and seconded by Mr. Naegely that Louis Bush be appointed Liaison Officer for the Highway Department. Carried MOTION by Mr. Bush and seconded by Mr. Naegely that Edward LaVigne be appointed Liaison Officer for the Lansing Water Districts. Carried MOTION by Mr. McDermott and seconded by Mr. Hilliard that Lee Naegely be appointed Liaison Officer for the Lansing Sewer Districts: Carried MOTION by Mr. McDermott and seconded by Mr. Naegely that Bert Hilliard be appointed Liaison Officer for the Lansing Parks. As of September 1975 the Town Courts were given the jurisdiction of Small Claims Court. Within the limits of $500.00 we can hold Small Claims Court for people who can by the informability of the procedure, bring small claims and disputes without the costs and necessity of lawyers or sheriff transportation costs. Already we have had six such hearings with very good results. 2. Diversion Program the consent of the District be supervised before plea. County to test the program. that. It is now my underst Blyes' and Schultzs' Courts - This is a program run by the Probation Department with Attorneys Office for those defendants that might better My court was chosen as the first Justice Court in the Ithaca City Court found the program successful before anding that they are expanding this program to Judge 3. I have had continued success in working with the Youth Court and still find it usefull in many situations. Submitted by Frederick J. January 17, 1976 A Special Meeting was held by the Lansing Town Board on January 17, 1976 at 9:00 A.M. for the purpose of considering the Lansing Highway Employee Contract. and to consider a Resolution encourging movement of the Family Medical Center northerly to the center of the population of the Town.
