HomeMy WebLinkAbout1975-11-05E November 5, 1975 The Lansing Town Board held Public Hearing's on the Preliminary Budget for the year 1976 and Special Districts. Said meeting held at the Lansing Town Hall on November 5th, 1975 as advertised. ROLL CALL Wesley McDermott Supervisor Present Louis Bush Councilman Present Bert Hilliard Councilman Present Edward LaVigne Councilman Present Lee Naegely Councilman Present Lloyd Sharpsteen Highway Superintendent Present Jane Bush Horky Town Clerk Present Visitors: Deputy Clerk Wanda Brink, Zoning Officer Norman Stanton, Planning Board Chairman Viola Miller and fifteen visitors. Water Supt. James Howell. The Supervisor called the meeting to order at 8:00 P.M. having the clerk take the roll call. 45 Proof of Notice having been furnished, the Supervisor advised the board that the Public Hearing was now open on the Preliminary Budget as called by the Town Board and so advertised in the Ithaca Journal and posted according to-Town Law 108. Supervisor McDermott discussed Towns with Villages and the method of calcula- ting the tax base. Towns with Villages calculate the tax due based upon two separate bases: Whole Town (Town including Village) which is responsible for all items in the General Fund excepting Zoning and Planning and Items #2, #3, #4 of the Highway Fund. Part Town (Town outside of the Village) is responsible for all items in the General and Highway Funds. The persons ppesent were each presented a copy of the General and Highway Fund Preliminary Budgets and a copy of the Maintenance & operating Budget for Water District #2. Each item of the budgets was gone over and discussed in detail. Wallace Washbon questioned the proposed salary of the Zoning and Enforce- ment Officer. Fred Lechner discussed transferring monies within budget items. Lansing Village Mayor Seymour Smidt and Village Trustee Anne Furry requested the Town Board to amend the Highway Budget to exclude the Village taxpayers from Highway Items #2, #3 and A. Robert Gibbs commended the Town Board for their - budget presentation and favored no changes or amendments be made. All persons desiring to be heard, having been heard, the Public Hearing on the Preliminary Budget was terminated at 8:30 P.M. Proof of Notice having been furnished by the Town Clerk, the Public Hearing on the Special Districts; Lansing Water Dist. #1, Lansing Water Dist. #2, Lansing Sewer Dist. #1, Lansing Sewer Dist. #2 and the Catherwood Light District was called to order by Supervisor McDermott at 8:30 P.M., as so advertised in the Ithaca Journal and posted according to law. The assessment rolls for the year 1976 were offered for inspection and discussion.
