The Lansing Town Board met in Regular Session at the Lansing T own Hall on
August 12, 1975 at 8:00 P.M., with Supervisor McDermott presiding.

Visitors: Water Supt. James Howell, Zoning Officer Norman Stanton, Deputy
Clerk Wanda Brink and fourteen Lansing Residents.
Supervisor McDermott opened the meeting having the clerk take the Roll Call.
A copy of the minutes of May 20, June 10, June 14, and July 8, 1975 meetings
having been furnished to the members of the town board beforehand, the Super-
visor asked for a motion to propose corrections of errors or to accept same as
submitted.

was read and reviewed by the board.

Annual Meeting held June 12, 1975, the following Motion was passed:
"That the Lansing Town Board take more positive action concerning the
enforcement of the Town Ordinances in regard to mobile homes and junk yards."
A Petition bearing forty -five signatures was presented to the town board by
Charles'J. Snyder, Jr.. Said Petition regarding: 1) Abuses of Ludlowville Falls
Township Park and 2) Traffic abuses in the hamlet of Ludlowville. The board and
Ludlowville area residents discussed the conditions outlined in the petition
and possible actions that could be taken to remedy the situation. The board
immediately notified the Lansing Parks Commission of the problem and requested
their opinions and advice as soon as possible.

Cushing H. Murray appeared before the board and discussed the intersection
at Waterwagon and N. Triphammer Roads. Mr. Murray stated that the grade of
Waterwagon Road and the poor visability makes an extremely hazardous intersection
and requested the .board to consider improving the situation. Highway Supt.
Sharpsteen and Councilman Louis Bush to review Mr. Murray's request and report
their findings to the board.
The board reviewed the bid received for a new 1975 12- Passenger Club Wagon.
Following Resolution offered.
RESOLUTION offered by Mr. Hilliard, who moved its adoption,-seconded
by Mr. Naegely:
WHEREAS, the Town of Lansing has advertised for bids for one new 1975
12- Passenger Club Wagon for use by the Lansing Elderly Citizens, in accordance
with specifications filed in the Town Clerk's Office, and
WHEREAS, Cayuga Ford, Inc., 415 N. Triphammer Rd., Ithaca, N.Y. was the only
bidder with a bid of $6,313.00, now therefore be it
RESOLVED, that the bid of Cayuga Ford, Inc., be and is hereby accepted.

one new voting machine, and

only bidder with a bid of $2,150.00, now therefore be it

of the board, discussed charging non- residents of the Town of Lansing, an
entrance fee to the Town Park at Myers. Following resolution offered:

by Mr. Naegely:
RESOLVED, upon recommendation of the Lansing Parks Commission, that a
ticket attendant be hired on a part -time basis, as a Town employee, to collect
park entrance fees at the Town Park from 11:00 A.M. to 7:00 P.M. on Friday,
Saturday and Sunday of each week, and Holidays.
Unanimously Carried.
Supervisor McDermott stated that a Search Committee would have to be
appointed for a new member for the Tompkins County Environmental Management
Council. Supervisor McDermott and Councilman Hilliard appointed to said
Search Committee.

RESOLVED, that the Town Board of the Town of Lansing approves the position of
a Clerk (part -time) for the Town Clerk's Office, said'Clerk (part -time) to be hired
on an as needed basis, and be it further
RESOLVED, that said Clerk (part -time) be paid from appropriations allocated in
the budget.

The Supervisor discussed with the Town Board, appointing the Town of Ithaca
as the employer for purposes of payment.of social security for employees of the
Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point Project).

RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Naegely:
RESOLVED, that the Town of Lansing, one of the municipalities participating
in the Southern Cayuga Lake Intermunicipal Water project hereby designates the
Town of Ithaca as the employer of those employees who are performing work, labor
and services for, by, and at the direction of the Commission. Each person so
employed by the Commission shall be designated as an employee of the Town of Ithaca
and a copy of such designation together with such other pertinent information as
may be required from time to time shall be.furnished by the Town of Ithaca to this
municipality when so requested..

A letter from the Department of Audit and Control.addressed to the Town
Attorney was read by the Supervisor. Said letter concerned the validity of the
simutaneously holding by the same person, the position of Councilman and a position
with the Southern Cayuga Lake Intermunicipal Water Commission.
RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr.
Hilliard:
RESOLVED, that the Highway-Superintendent be authorized to attend the
Highway Superintendent's Convention on September 16 thro the 19th, 1975 and that
necessary expenses be a town charge.

Councilman Hilliard discussed the Lansing Parks Commission and appointments
that should be made. Following resolution offered:
RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Naegely:
RESOLVED, that Bradley Griffin be reappointed to the Lansing Parks Commission
for a three year term beginning March 1974 to March 1977, and Joe Joseph be re-
appointed for a three year term beginning March 1975 to March 19789

The board discussed the status of the Board of Zoning Appeals membership.
Councilmen Bush and Naegely felt that an amendment to the Zoning Ordinance in
regard to the Appeals Board membership should be considered. Mr. Naegely to
discuss with Planning Board and request their recommendation.
The Supervisor presented his monthly report.
AUDIT RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by
Mr. Hilliard:
® - RESOLVED, that General Fund bills #253 through #303 totalling $24,625.12
and Highway Fund bills #181 through #202 totalling $22,389.62 be and the same
are hereby approved for payment, and be it further
RESOLVED, that Water District #1, Water District #2, Sewer District #1 and
Sewer District #2 bills be and the same are hereby approved for payment.

Letter received from Howard A. Stevenson, Commissioner of Public Works.
Said letter regarding the concerns of the Lippert and Weaver families of the
conditions of Crooked Hill Road, and whose responsibility it was to correct
the problems.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Agway Petroleum Corporation submitted price change notifications which
was reviewed by the board.
Notice recieved from the Tompkins County Municipal Officials' Association
stating that their next Quarterly Meeting would be held on September 17th at
the Ramada Inn.
Letter received from Mrs. C. Fitts Monroe concerning old cemeteries
being restored and preserved.
