at the Lansing Town Hall on
April 8,
1975 at

P.M. with Supervisor McDermott
presiding.

Visitors: Water Supt. James Howell, James Showacre, Louise Dart, Gary Craig
and Mrs. Ernstein.
Supervisor McDermott called the meeting to order having the clerk take the
Roll Call.
A copy of the minutes of February 18th, 1975 meeting having been furnished
to the members of the town board beforehand, the Supervisor asked for a motion
to propose corrections of errors or to accept same as submitted.
MOTION by Mr. Naegely, seconded by Mr. Hilliard that the minutes as submitted
by the clerk be approved.
Letter received from Marvin Ostrander submitting his resignation as Election
Custodian, effective immediately. Board requested clerk to forward a copy of said
letter to Patrick Hammill, Chairman of the Lansing Republician Committee and ask
his committee for a recommendation to replace Mr. Ostrander.
Letter read from the New York State Dept. of Civil Service regarding the
increase in the State Health Insurance Program premium rates, effective July 1, 1975•
Invitation received from Pyramid Companies, inviting the Town Board to attend
the Grand Opening Preview Party for the "Pyramid Mall Plattsburgh" to be held
Tuesday, April 15th at 8:00 P.M.
N.Y.S. Dept. of Environmental Conservation submitted a Notice of Application
received from N.Y.S. Electric & Gas Corp., requesting they be issued a permit to
place fill in the navigable waters of Cayuga Lake, by constructing storm and
emergency discharge structures at two locations on the east side of said Lake,
in conjunction with the proposed Process Water Reclamation Facility at Milliken
Station, Town of Lansing.
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Copy of letter submitted to the Village of Lansing by Frank R. Liguori,
Tompkins Co. Commissioner of Planning, received and read. Said letter Re:
Recommendations for Changes in Drainage Culvert Sizes, Surface Drainage from
Morse Chain Site.
A proposed resolution for the Town Boards consideration was read. Said
resolution requested the Lansing Town Board to support the purchase of a recorder
for the Tompkins County Fire and Ambulance Dispatch Center, recommending that
the Board of Representatives of Tompkins County provide the funds for purchase
of the recorder for a total cost of $11,180.12 and the funds come from Tompkins
County Revenue Sharing Funds as provided under guidelines for use in Public
Safety. Discussion held by the board. Councilman Edward LaVigne was asked to
check further in regard to this resolution and report at next meeting.
Supervisor McDermott discussed a Public Hearing scheduled by the Assembly
Standing Committee on Governmental Operations to be held April 16, 1975. Said
Hearing in regard to amendments to the Freedom of Information Law. Mr. McDermott
recommended the Town Board postpone appointing a committee to make recommenda-
tions on local public access to records, pending the results of said Hearing.
Councilman Lee Naegely reported on the County Sewer Commission Meeting,
also discussed septic system problems within the county.
Councilman Lee Naegely discussed the Town Board considering the adoption
of a Dog Leash Law, stating that law enforcement would have more effective
control of dogs within the town..
Councilmen Louis Bush and Lee Naegely were requested to Chair a Search
Committee in order to establish a Code of Ethics Appeals Board, said board to
consist of three members.
The Supervisor presented his monthly report and reviewed same.
Supervisor McDermott discussed and reviewed the modification of the Bolton
Point Agreement. Following resolution offered:

RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. LaVigne:
WHEREAS, the proposed amendments to the Intermunicipal Water Supply and
Transmission Water Agreement between the Towns of Dryden, Ithaca, Lansing and
the Village of Cayuga Heights, be and the same hereby are approved, now therefore
be it
RESOLVED, that the Town Board of the Town of Lansing are hereby authorized
and directed to sign said amended agreement on behalf of Lansing Town and on
behalf of Lansing Water District #1 and McKinney Water District.

® by Mr. Bush:
RESOLVED, that General Fund bills #78 through #112 totalling $8,998.45 and
Highway Fund bills #76 through #103 totalling $16,068.08 be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #1, Water District #2, Sewer District #1
and Sewer District #2 bills be and the same are hereby approved for payment.

Letter received and read from Wayne E. Huntley, Senior Sanitary Engineer,
Pure Waters of New York State Department of E nvironmental Conservation. Said
® letter Re: Proposed Sanitary Sewer Extension to Morse Chain Company.
Copy of Resolution on Apportionment of Mortgage Tax monies, received from
Tompkins County Board of Representatives. Mortgage tax apportionment due the
Town of Lansing in the amount of $7,338.66 for period covering October 1, 1974
through March 31, 19756
Letter received from Mayor Seymour Smidt, Village of Lansing. Letter
requesting input from governmental units who may have special expertise to
contribute to the Village of Lansing study in order to evaluate the impact
the Pyramid project would have on the long -range development of the community.
Discussion by the board.
Program received from Association of Towns outlining the three special
training sessions to be held at Cornell University June 4th - 6th5 1975.
