The Lansing Town Board met at 10:00 A.M. as called at the Regular Meeting of

purpose
of auditing the Town Officer s books for the year
1974.
Present: Supervisor McDermott, Councilmen Louis Bush, Edward LaVigne, Town
Justice's Frederick Spry and Floyd Ferris, Deputy Town Clerk Wanda Brink and County
Representative Harris Dates.

The Lansing Town Board met in Regular Session at the Lansing Town Hall on
March 11, 1975 at 8 P.M. with Supervisor McDermott presiding.

Visitors: Water Supt. James Howell, Zoning Officer Norman Stanton, Planning Board
Chairman Viola Miller, Parks Commission Chairman Brad Griffin, -and
five Lansing residents.
Supervisor Wesley McDermott opened the meeting having the clerk take the Roll
Call.
Proof of Notice having been furnished, the Public Hearing to consider an
Amendment to the Ordinance entitled ORDINANCE OF THE TOWN OF LANSING, COUNTY OF
TOMPKINS, STATE OF NEW YORK, PROVIDING FOR A PARTIAL TAX EXEMPTION OF REAL PROPERTY
OWNED BY CERTAIN PERSONS WITH LIMITED INCOME WHO ARE 65 YEARS OF AGE OR OVER,
adopted on the 9th day of August 1966, and amended November 30, 1970, which amount
will increase the exemption to $6,500.00 and conform the Ordinance to current State
Law, was called to order by Supervisor McDermott at 8:00 P.M.
No one appeared voicing any objection to the proposed Amendment as presented,
and all persons desiring to be heard, having been heard, the Public Hearing was
terminated at 8:15 P.M.
A copy of the minutes of January 7th, 14th and February 6th meetings having
been furnished to the members of the town board beforehand, the Supervisor asked
for a motion to propose corrections of errors or to accept same as submitted.
MOTION by Mr. Bush and seconded by Mr. LaVigne that the minutes as submitted
by the clerk be approved. Carried
Planning Board Chairman, Viola Miller, announced that there would be a
meeting on March 20th at 8 P.M., sponsored by the New York State Electric & Gas
Corp. and the Lansing Civic Association, concerning fly ash.and dumps. Said
meeting to be held at the Lansing Middle School.

Continued March 11, 1975
Viola Miller discussed with the Town Board, the Lansing Subdivision Rules snd
Regulations and requested the board to designate an Inspection Officer to make
determinations required in the said Subdivision Rules and Regulations. Discussion
by the board, following resolution offered:
RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. LaVigne:
RESOLVED, THAT Norman Stanton be appointed Inspection Officer for the Sub-
division Rules and Regulations for the Town of Lansing.

Mrs. Miller stated that the Planning Board was concerned with the enforcement
of the Mobile Home Ordinance, also discussed the Zoning Ordinance to be adopted
for the Flood Plain Area.
Bradley Griffin, Chairman of the Parks Commission, submitted recommendations
of his commission regarding fees and enforcements for the 1975 season at the
Lansing Park. Discussion by the board, following resolution offered:
RESOLUTION offered by Mr. Hilliard, seconded by Mr. Bush:
RESOLVED that the rates for boat slips, as recommended by the Lansing Parks
Commission for the year 1975, on file with the clerk of the board, be and are
hereby approved.

Paul Barron stated that the N. Lansing Baptist Church are planning to hold
programs for the teaching and preaching of Christ from June 23, 1975 to June 28, 19756
They are planning on a large tent to hold approximately 900 people to be located
on Davis Road and one side of Davis Road will be used for parking of cars.
James Showacre, Chairman of the Lansing Water & Sewer Advisory Committee,
stated that his committee are recommending that the Town Board request the T own
Attorney to check with the Bonding Attorney's for advice on whether or not the
bonds should be sold for Water Dist. #1 and Sewer Dist. #2. The board requested
Town Atty. Williamson to make an investigation in this matter and report back to
the Water and Sewer Advisory Committee. Mr. Showacre also reported that his committee
recommended that Eng. T.G. Miller be appointed to prepare bid specifications for
painting the airport water tank. Discussion held by the board, following resolution
offered:

Letter received and read from Karin U. Pohl concerning dogs running loose
and frequently molesting persons on bicycles. Mrs. Pohl urged the Town Board to
enact a leash law in Lansing. Discussion by the board. No action taken.
Application received from Bob Murphy, Inc., requesting a license to operate
a junk yard on Fenner Road. Discussion by the board, following resolution offered:
RESOLUTION offered by Mr. LaVigne, who moved its adoption, seconded by
Mr.. Hilliard:
RESOLVED, that the T own Board of the Town of Lansing will hold a Public
Hearing on the Junk Yard Application of Bob Murphy, Inc., at 8 :00 P.M. on the
26th day of March 1975. Carried
Norman D. Stanton, Ordinance Officer, submitted his monthly report which
was read and reviewed by the board.
Copy of a Resolution passed by.the Village of Lansing, was received and
read. Said resolution requesting cooperation between governmental bodies.
Letter received and read from Village of Lansing Mayor, Seymour Smidt.
Said letter concerned population allocation and per capita State aid of the
Village of Lansing.
Letter written by Edward Foss, Trustee of Lansing Village, to the New York
State Transportation Dept. received and read. Said letter relative to the
Rte. 34- Cayuga Heights Road intersection at the top of Esty Hill.
Letter received and read from Rita Smidt requesting the return of the
deposits of $100.00 given to the town with each of the incorporation petitions.

RESOLUTION offered by Mr. Naegely, who moved its adoption, seconded by
Mr. Bush:
RESOLVED, that Wesley McDermott be appointed to fill the unexpired term of
Edward LaVigne as a Member of the Southern Cayuga Lake Intermunicipal Water
Commission, said appointment effective immediately, at the pleasure of the board.

Continued March 11, 1975.
The Tompkins County Chamber of Commerce Tourism Committee is trying to formulate
a Resources Listing of things to do and see throughout the country in the Finger
Lakes region and requested assistance from our area. Supervisor McDermott also
discussed at this time, the forming of a committee for the preservation of landmarks
in the Town of Lansing. Councilmen Louis Bush and Lee Naegely were asked to parti-
cipate on this committee and it was suggested that Ethyl Selden, the Town Historian
and a member of the Planning Board and Civic Association be contacted to serve also.
Councilman Louis Bush reported on the Lansing Older Adult Program. Mr. Bush
was appointed as the Liaison Officer between the Town Board and the community pro-
grams for the older adults of Lansing.

RESOLVED, that the bill in the amount of $1,220.60, submitted by Attorney
Norman D. Freeman for services rendered for representation of the Board of Zoning
Appeals, be paid.

WHEREAS, a Public Hearing was held on the 11th day of March 1975 on a
proposed Amendment to the Ordinance on the Real Property Exemption for the Aged,
increasing the limitation on income to $6,500.00 and conforming the Ordinance
to State Law which requires only a two year ownership of real property, and
WHEREAS, no one appeared being in objection, now therefore be it
RESOLVED, that said Ordinance be amended accordingly.

'TOWN OF LANSING
ORDINANCE NO. 16
An Ordinance of the Town of Lansing, Tompkins County, State of New York,
providing for the amendment of an Ordinance adopted by the Town Board on the
9th day of August, 1966 as amended by the Town Board on November 30, 1970.
BE IT ORDAINED, by the Town Board of the Town of Lansing, County of Tompkins,
State of New York:
Section 1: Section 2 of the Ordinance is hereby amended to read as follows:
Section 2: The following requirements must be met in order to qualify for
exemption:
1. Either the husband
or wife must be
65
years of age or over on the date
the application for
said exemption
is
filed.
2. Title to the
property must
have been vested
in the owner
or
owners of
the property
for at least
two years prior to
the
date of
the
application.
3. The property must be used exclusively for residential purposes and must
be occupied in whole or in part by the owner or owners and said property
must be their legal residence.
4. The income of all the owners must not exceed $6,500 during the income
tax year immediately preceding the date of application. Where the title
is vested in either the husband or wife the combined income of the
husband and wife may not exceed $6,500. "Income" includes all Social
Security and Retirement payments, interest, dividends, rental income,
salaries or other earnings including income from self - employment.
It does not include gifts or inheritances received during the income
tax year. The burden of proof is upon the applicants to show eligibility
and they may be required to obtain and submit copies of their latest
Federal and State Income Tax, Social Security statements, etc.
Section 3: In all other respects the Ordinance adopted August 9, 1966, amended
November 30, 1970 shall remain in full force and effect.
Section 4: This Ordinance shall be entered in the Minutes of the Town Board
and published in the Ithaca Journal and a copy thereof posted on the Sign Board
maintained by the Town Clerk of the Town of Lansing,pursuant to Subdivision 6
of Section 30 of the Town Law and affidavit of publication and posting filed
with the Town Clerk. This Ordinance
shall
take
effect
immediately.

The Lansing Town Board met in an Adjourned Meeting on March 26, 1975 at
8:00 P.M. for the purpose of conducting a Public Hearing on the junk yard
application of Bob Murphy, Inc., and act on any other business that may come
before said board.

Lansing residents.
Supervisor McDermott opened the meeting having the clerk take the Roll Call.
Proof of Notice having been furnished, the Public Hearing on the Junk Yard
Application of Bob Murphy, Inc., to operate a junk yard on 217 Fenner Road was
called to order by the Supervisor.
Mr. Murphy presented an aerial photograph and a detailed map of the junk
yard site, and reviewed the method of operation of the dump. Discussion held
by the board and persons present.
All persons desiring to be heard, having been heard, and no objections made
to said Junk Yard Application of Bob Murphy, Inc., the hearing was terminated
at 9:30 P.M.
The town board discussed the hearing just held and the following resolution
was offered:

RESOLVED, that the application of Bob Murphy, Inc., for operation of a
Junk Yard consisting of 60 acres located at the south side of Fenner Road,
