The Supervisor called the meeting to order at 8:00 P.M. having the clerk take
the roll call.
A copy of the minutes of December 10th, 16th and 30th, 1974 meetings having
been furnished to the members of the town board beforehand, the Supervisor asked
for a motion to propose corrections of errors or to accept same as submitted.
MOTION by Mr. Naegely, seconded by Mr. Hilliard that the minutes as submitted
by the clerk be approved. Carried
Letters received from Senator William T. Smith and Assemblyman Gary A. Lee
acknowledging receipt of the Lansing Town Board's Resolution and its accompanying
petitions relating to the enabling of the Town of Lansing to amend the Zoning
Ordinance and return it to its previous original form.
Letter received from S.T. MacAdam for the Village of Lansing, requesting the
use of the Triphammer Pump House for office space for the Village Clerk andi -to hold
small committee meetings. Discussion by the board. It was the consensus of the
board that there were too many draw -backs and they should explore other sites.
Letter received from Raymond C. Buckley, District Principal of the Lansing
Central Schools, stating that the Board of Education had approved $6,500 income for
persons over 65 for tax exemption of 50%0
Norman D. Stanton, Ordinance Officer, submitted his monthly report which was
read and reviewed by the board.
Letter received from the State Board of Equalization and Assessment relating
to the census for the Village of Lansing for purposes of determining the appro-
priate state aid to be allocated to the Village area. Supervisor McDermott to
transmit copy of said letter to Mayor Smidt and ask for consideration of the
Village Board.
Letter received from Alvin C. Parker, Lansing Board of Fire Commissioners.
Said letter concerned the report "Fire Defenses in the Town of Lansing." This
report was received from the Office for Local Government and based on a survey
conducted by George H. Proper, Jr. -Fire Protection Specialist and John H. Weaver -
Fire Field Representative. Recommendations were made in the report and it was
suggested that the Town, in cooperation with the fire department of the fire
district, develop a fire prevention program. Discussion held by the board.
Supervisor McDermott was requested to set up a joint meeting with the Fire
Commissioners to review the report and determine the manner in which to proceed
concerning these recommendations.
Water Supt. James Howell discussed the "Fire Defenses in the Town of Lansing"
report in regard to the water districts.
Supervisor McDermott announced that there would be a Parks Commission meet-
ing on February 19th at 7:30 P.M. and an invitation had been extended to the
Town Board.
Councilman Naegely discussed the meeting held by the Sewer Commission this
afternoon
Supervisor McDermott announced that the Town Board would conduct an annual
audit for the year 1974 on March 1st at 10 A.M.
Supervisor McDermott discussed a call he had received from Charles Swearingen
of the South Lansing Center for Youth. Mr. Swearingen stated that there had been
several accidents with cars turning in and out of the school roadways and requested
signs be placed at the school area. Board discussed problem with Highway Supt.
Sharpsteen, requesting that he check appropriate signs and report back to Super-
visor McDermott.
Supervisor McDermott stated that three members must be selected by the Lansing
Town Board to serve on the Steering Committee to oversee an impact analysis infor-
mational report on certain phases of the proposed Cayuga Station Generating Plant.

RESOLUTION offered by Mr. Bush, who moved its adoption, seconded by Mr. Hilliard:
RESOLVED, that the Supervisor be and he hereby is authorized to execute, on
behalf of the Town of Lansing, the Agreement with the firm of Reinmann- Buechner,
for the Impact Analysis Study resulting from the construction of the proposed
Cayuga Station power generating plant, and be it further
RESOLVED, that monies received by Lansing for said study shall be transmitted
to the County Administrator for the County of Tompkins, and be it further
RESOLVED, that the following members be and are hereby appointed from the
Town of Lansing to serve on the Joint Steering Committee; Wesley E. McDermott,
Louis E. Bush and Bert J. Hilliard, and be it further
RESOLVED, that the Clerk forward a certified copy of this resolution to
Phyllis B. Howell, Clerk of the Board of Representatives and Frank Liguori,
Tompkins County Planning Commissioner.

RESOLUTION

RESOLVED, that the Town Board of the Town of Lansing will conduct a Public
Hearing on the 11th day of March at 8:00 P.M. to consider an Amendment to the
Ordinance providing for a partial tax exemption of real property owned by persons
with limited income who are 65 years of age or older, which will increase the
exemption to $6,500.00 and conform the Ordinance to current State Law.

® The board discussed the request of Blair Reeves for access to private
1� property across town land. No action taken.
Supervisor presented his monthly report which was reviewed by the board.
AUDIT RESOLUTION offered by Mr. Hilliard, seconded by Mr. Naegely:
RESOLVED, that General Fund bills #17 through #48 totalling $9,535.04 and
Highway Fund bills #14 through #46 totalling $23,149.31 be and the same are
hereby approved for payment, and be it further
RESOLVED, that Water District #1, Water District #2, Sewer District #1
and Sewer District #2 bills be and the same are hereby approved for payment.
