Continued January 21, 1975
Mr. Showacre introduced Thomas G. Miller, Consulting Engineer for the Eng-
ineering Planning Study for extension of sanitary sewer service within the pre-
sently unseweredarea of County Sewer Dist. #1 in the south end of the Town of
Lansing (proposed Lansing Sewer Dist. #3). Mr. Miller noted the excellent coop-
eration he received from the Lansing Water and Sewer Committee and the Tompkins
County Health Department in connection with his sewer study. Mr. Miller presented
a summary of estimated annual costs to homeowners by study area combinations.
Estimated financial effect of the Pyramid Project was also reviewed. A question
and answer period followed.

Supervisor McDermott thanked Dr. Gaffney, Eng. T.G. Miller and the Lansing
Water and Sewer Committee for their excellent informative studies and presenta-
tions of proposed Lansing Sewer District #3.

The Lansing Town Board held a Special Meeting on February 6, 1.075 at the
Lansing Town Hall commencing at 8:00 P.M., all members of the board having been
notified in writing of said meeting.

Visitors: Viola Miller, William Bement, Samuel Baughman, David Hardie, Fred
Edmondson, Lewis Roscoe and nine Lansing residents.
The Supervisor called the meeting to order having the clerk take the Roll Call.
Proof of Notice having been furnished, the Public Hearing on proposed Land
Subdivision Regulations for the Town of Lansing was called to order by Supervisor
McDermott. The Supervisor at this time, turned the meeting over to Chairman of
the Planning Board, Viola Miller. Mrs. Miller reviewed the background of the
proposed Subdivision Rules and Regulations preceding public discussion.
Mrs. Irish questioned the definition of "Family" as shown in #11 of the
Addendum.
Councilman Lee Naegely stated that he would like the Town Board to also be
presented with a Sketch Plan (ARTICLE IV: PROCEDURE, Section 402, A.)
Mrs. Miller noted Section 609 of the ADDENDUM, Environmental Protection, in
regard to the floodplain area.
James Showacre discussed ARTICLE VII: IMPROVEMENTS, Section 701, D. Water
and Sewer Facilities.
Louise Dart and Marshall Volbrecht discussed ARTICLE VI: DESIGN STANDARDS,
Section 608 Parks, Playgrounds and Open Spaces. Mrs. Dart offered verbal opposi-
tion to this section.
The definition of Subdivision was thoroughly discussed and reviewed.
All persons desiring to be heard, having been heard, the Public Hearing was O
terminated at 9:00 P.M:
At this time the Planning Board discussed and reviewed the.Public Hearing
just held, following resolution then offered:
PLANNING BOARD RESOLUTION offered by Fred Edmondson, who moved its adoption,
seconded by Lewis Roscoe:
WHEREAS, pursuant to Town Law, the Town Board of the Town of Lansing, has,
by resolution dated April 11, 1967, empowered this Board to review and approve
subdivisions in the Town, and
WHEREAS, this Board has prepared Land Subdivision Regulations for its use
in reviewing and acting on subdivisions in the Town and the required public hear-
ing has been held on February 6, 1975,

NOW THEREFORE, BE IT RESOLVED, that:
(1) said Land Subdivision Regulations be and hereby are adopted by this Board,
(2) a true copy of same be placed in the minutes of this meeting, and
(3) said Land Subdivision Regulations and a copy of this resolution be trans-
mitted to the Town Board for their approval as required by Town Law, after which
approval said regulations shall be in full force and effect.
The foregoing resolution submitted by the Planning Board of the Town of
Lansing.

The Town Board reviewed the Public Hearing just held on the proposed Land
Subdivision Regulations for the Town of Lansing. Consideration was also given to
the foregoing resolution of the Lansing Planning Board.

TOWN BOARD RESOLUTION offered by Lee Naegely, who moved its adoption,
seconded by Wesley McDermott:
WHEREAS, the Town Planning Board of the Town of Lansing has transmitted to
this Board a copy of its resolution dated February 6, 1975 adopting Land Sub-
division Regulations for the Town and a copy of such regulations, and
WHEREAS, it is desirable that said Planning Board be provided with regulations
for its use in carrying out subdivision control in this Town,
THEREFORE BE IT RESOLVED, that: (1) pursuant to the authority of the Town Law,
this Board does approve such Land Subdivision Regulations for the use of the Plann-
ing Board for its record.

Councilman Lee Naegely reported that the requested "NO PARKING" signs had
not been placed at the McDonald Restaurant location. Supervisor McDermott will
contact Public Works Commissioner, Howard Stevenson.
RESOLUTION offered by Mr. Bush, who moved its adoption; seconded by Y1r.- ,Hilliard:
RESOLVED, that the sum of $4,250.00 be transferred from Highway Item I
to Highway Item IA (Highway Improvement Program) for the towns share of D.O.T.,
Serial #43864 (Buck Road), said Buck Road having been completed in the year of 19740
